CONSIDER APPROV AL OF 1996 JOINT POWERS
AGREEMENT FOR TRAFFIC MARKINGS, STREET
SWEEPING, CRACK SEALING, AND SEAL COATING
FEBRUARY 5, 1996
AGENDA #:
PREP ARED BY:
SUBJECT:
INTRODUCTION:
The purpose of this Agenda item is to approve the Joint powers
Agreement (JP A) for traffic markings, street sweeping, crack
. sealing, and seal coating. The City participated in the JP A in 1995
and determined that it is very cost effective.
BACKGROUND:
The City of Burnsville and other south suburban communities have
been participating in the above referenced JP A in past years. Upon
becoming aware of the program, Prior Lake participated for the
first time in 1995. This arrangement has streamlined the legal
process of contracting for these services and resulted in lower cost
by utilizing the combined purchasing power of several
communities through the sealed bid process.
DISCUSSION:
The most recent year in which Prior Lake took bids on seal coating
city roadways was 1993. Although the 1993 JP A bid price of
$0.4325/square yard (sy) was only slightly lower than the $0.44/sy
Prior Lake bid price, the 1994 and 1995 lP A prices have been very
reasonable at $O.3685/sy and $0.4025/sy respectively. The JPA
specifications also require a higher grade aggregate than what the
City was using. Correspondingly the City is getting a better
product for a similar cost. This probably resulted in some savings
in 1995 over Prior Lake taking bids itself on our 1995 project. The
staff time savings by not having to administer the RFP process is a
distinct advantage also.
Our traffic marking, street sweeping, and crack sealing projects are
smaller in scope than seal coating but implementation of these is
also streamlined by participation in the JP A. The City of

ISSUES:
We have experienced some problems on our seal coat projects
involving tracking of aggregate and oil into homes especially in
cul-de-sacs. Cul-de-sacs are very difficult areas of the street to get
the seal coat to adhere to so that it does not become dislodged by
the sharp turning movements of vehicles. Burnsville and some
other municipalities do not seal coat cul-de-sacs because of repeat
problems in the past. Prior Lake staff is debating whether or not to
seal coat cul-de-sacs in 1996.
ALTERNATIVES:
The alternatives are as follows:
1. Approve entering into the JP A.
2. Deny this Agenda item for a specific reason.
3. Table this Agenda item for a specific reason.
RECOMMENDATION: This JPA will streamline our contracting for certain services and
probably result in a cost savings; therefore the recommendation is
to enter into the agreement. The state legislature places a high
priority on cities combining their talents to accomplish day to day
responsibilities. This is an excellent example of this practice.
ACTION REQillRED: The Mayor and City Council are requested to authorize the Mayor
and City Manager to enter into the "Joint Powers Agreement -
1996 Traffic Markings, Sn;,eet Sweeping, Crack Sealing, and Seal
Coating". .

RE: 1996-1997 JOINT POWERS AGREEMENT
Dear Gentlemen:
We are revising the 1996-1997 Joint Powers Agreement's 2 % charge on actual construction materials.
We received suggestions and comments regarding the single percentage charge on increased volumes.
To facilitate the large and small volume users, the following sliding scale will be used for the 1996-1997
Joint Powers Agreement:
$0 - 50,000 - 2%
$50,000 - 100,000 - 1.5 %
Over - 100,000 - 1.0%
We appreciate your cooperation and input into this cost savings program. If you have any questions,
comments or other suggestions, please feel free to call me at 895-4541.
Sincerely,
CITY OF BURNSVILLE
