CONSIDER APPROVAL OF R LUTION 96-08
AFFIRMING CITY COUNCIL SUPPORT FOR COUNTY
ROAD 18 FOUR LANE URBAN SECTION ROADWAY.
FEBRUARY 5, 1996
At their January 19 meeting the City Council directed that
the staff prepare a resolution affirming the City's support
for Scott County Project 91-18-02 which provides for four
lane urban section improvements to County Road 18 from
County Road 42 northerly to State Highway 101. This
direction was in response to a request by the Shakopee
City Council to reexamine the County Road 18 project and
either eliminate it from completion or substitute a three lane
roadway.
The request from the Shakopee City Council was heard by
the Scott County Board on Tuesday, January 23, 1996.
City Councilmember Zorn, from Shakopee represented that
city's position. Public Works Director Larry Anderson
represented the City of Prior Lake and presented to the
board the attached resolution with the understanding that it
had not yet been adopted by the Prior Lake City Council.
1. Adopt the resolution as proposed.
2. Adopt the resolution with modifications as deemed
appropriate by the City Council.
RECOMMENDATION: Either Attemative #1 or #2. A copy of the finally adopted
resolution will be forwarded to the Scott County Board and
Shakopee City Council. I and Larry Anderson have also
talked to Mr. Mark Cramer who submitted a letter in
support of the four lane urban section project to assure him
that the City's position supports the existing project.

RESOLUTION AFFIRMING PRIOR LAKE'S SUPPORT AND COMMITMENT
FOR SCOTT COUNTY PROJECT #91-18-02, THE IMPROVEMENT OF
C.S.A.H.18 FROM COUNTY ROAD 42 TO STATE HIGHWAY 101

WHEREAS, Scott County has prepared plans for the completion of C.S.A.H. 18 from County
Road 42 to T.H. 101; and
WHEREAS, Those plans call for a four lane urban roadway urban section based upon
projected traffic volumes and carrying capacities associated with such roadways;
and
WHEREAS, The improvements to C.S.A.H. 18 to a four lane divided section is needed for
safety improvements to protect the traveling public; and
WHEREAS, The cities of Prior Lake and Shakopee have approved plans and cooperative
agreements for the four lane urban roadway; and
WHEREAS, Three property owners living adjacent to the roadway do not favor its
construction and have brought action in various venues to block construction; and
WHEREAS, The most recent action of these individuals was to encourage the Shakopee City
Council to oppose this project in its present form and instead to support no
improvements or improvement to a three lane roadway; and
WHEREAS, The Prior Lake 20 I 0 Comprehensive Plan contemplates the completion of a four
lane C.S.A.H. 18 roadway from 42 to T.H. 101; and
WHEREAS, Failure to complete the road as presently proposed would dramatically reduce the
access to Prior Lake which would have substantial adverse impact on the City of
Prior Lake immediately and on a long term development basis.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that it
does hereby reaffirm its overwhelming support for Scott County Road Improvement Project 91-18-
02 as proposed (four lane urban section) and does hereby strongly encourage Scott County to
proceed with dispatch to complete this project as soon as possible in order that it may be
