HomeMy WebLinkAbout5E Purchase Police SUV O � PRIp !� � V �" 4646 Dakota Street SE Prior Lake_ MN 55372 '�nvxESO'��' CITY COUNCIL AGENDA REPORT MEETING DATE: July 8, 2013 AGENDA #: 5E PREPARED BY: Bill O'Rourke PRESENTED BY: Bill O'Rourke AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORING THE PURCHASE OF TWO 2014 FORD POLICE INTERCEPTOR UTILITY VEHICLES DISCUSSION: Introduction The purpose of this agenda item is for the City Council to consider a request by the Police Department to purchase two 2014 Ford Police Interceptor All Wheel Drive Utility Vehicles from the Revolving Equipment Fund. Hi StON The Police Department fleet consists of seven (7) fully marked and two "Class B" squad cars, four of which are operated for up to 20 hours per day. The as- signment of the vehicles is rotated in an effort to balance out the mileage and to extend the life of the vehicles. In previous years, the three (3) oldest vehi- cles in service would be replaced each year. Typically, those vehicles had be- tween 80,000 and 90,000 miles on them at the time of replacement. The used vehicles are sent to auction with the money from the sale returned to the Re- volving Equipment Fund. The Police Interceptors were redesigned by Ford for the 2013 model year. The Police Department purchased and put one of the new Utility Vehicles into service to evaluate the capabilities and performance of the vehicle during a 'Minnesota Winter'. The feedback from all users has been extremely positive. Current Circumstances Because the Department and fleet maintenance have worked to extend the use of the squads to 100,000 miles, we only need to request replacement of two vehicles. FINANCIAL Under the State Cooperative Bid the 2014 Ford Police Interceptor all-wheel IMPACT: drive SUVs, equipped to our specifications are $26,404.82. The Revolving Equipment Fund contains funds for these vehicles. ISSUES: The SUV vehicles are more expensive than their sedan counter parts. The se- dan is $24,397 versus the SUV cost of $26,404. The police department be- lieves the added investment is warranted for the following reasons: • The carrying capacity of the SUV for public safety required supplies (AED, First Aid Kits, Weaponry, Miscellaneous Supplies) exceeds the trunk space of the sedans. • The driver space affords greater work room for officers and for the electronics we are increasingly installing in our vehicles (radios, Toughbook computers, speed guns, cameras for recording incidents). • The smaller interior room of the remodeled sedans makes them less suitable for two officer operation, something we do during training peri- ods for new officers. • The SUV proved up to the task of operating under adverse winter driv- ing conditions. ALTERNATIVES: 1. Adopt the Resolution authorizing the purchase of two Police Interceptor SUVs. 2. Deny approval and direct further action. RECOMMENDED Alternative #1. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Police Department is authorized to purchase two Ford Police Interceptor AWD SUVs in an amount not to exceed $52,809.64. PASSED AND ADOPTED THIS 8th DAY OF July 2013.
