AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION REQUESTING FUNDING FROM
MNDOT THROUGH THE MUNICIPAL AGREEMENT PROGRAM FOR THE
TRUNK HIGHWAY 13 / 150 STREET IMPROVEMENT PROJECT
DISCUSSION: Introduction
The purpose of this item is to receive authorization from the City Council to re-
quest funding from MNDOT through the Municipal Agreement Program for the
Trunk Highway 13 / 150�h Street Improvement Project.
Historv
In 2009, the Cities of Savage and Prior Lake hired SEH Inc. to study the costs for
the TH 13 / 150t Street Improvement Project. The final feasibility report was com-
pleted in February of 2010. The City ultimately included this project in the Trans-
portation Plan.
Current Circumstances
The TH 13/150t Street intersection is a roadway connection that serves the Prior
Lake / Savage High School. Currently this intersection has several geometric and
physical challenges including, skewed alignment, small separation distance be-
tween TH 13 and Cates Lake Drive, and elevation differentials. The intersection
evaluation led to a recommendation for access management and safety improve-
ment. In addition to correcting a vehicular safety issue, pedestrian facilities including
a pedestrian underpass is proposed as a part of this project.
The Metro District will be accepting candidate projects for the FY 2014 Municipal
Agreement Program in July 2013. The maximum award available for any individual
project is $650,000 for construction plus 8% for construction engineering and in-
spection for a total of $702,000.
The Municipal Agreement Program provides funding to construction projects that
are developed and administered by local agencies and provide a benefit to both the
local community and the trunk highway system. These funds are intended to pay
for a portion of the construction costs of the project. Metro District's participation in
the projects is based on eligibility as determined in Mn/DOT's Cost Participation
Policy.
The Cities of Savage and Prior Lake have hired SEH Inc. to prepare the necessary
background information for this funding application for the TH 13/150 Street Pro-
ject. If successful, both Cities would share the savings equally.
The City was successful in securing funding through this program for the
RidgemonUMain Avenue project in 2013. This successful application added over
$500,000 to the project offsetting City bonding.
Conclusion
Staff recommends supporting the request to MNDOT for municipal agreement
funds for the construction of these projects.
ISSUES: There are no issues regarding this agenda item.

1. Approve a Resolution requesting funding from MNDOT through the Municipal
Agreement Program for the Trunk Highway 13 / 150th Street Improvement Pro-
ject.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item to a certain date in the future.

A RESOLUTION REQUESTING A MUNICIPAL AGREEMENT WITH MNDOT FOR THE TH 13 AND
150T" STREET SAFETY, ACCESS MANAGEMENT, AND TRAIL IMPROVEMENT PROJECT

WHEREAS, the City of Savage has been working cooperatively with the City of Prior Lake and MnDOT
Metro District to achieve intersection safety and trail crossing improvements along Trunk
Highway (TH) 13 at between 152�d Street and Zinran Avenue; and,
WHEREAS, jointly, the cities have developed a preliminary design for safety improvements and trail
crossing improvements; and,
WHEREAS, said proposed safety improvements include constructing a center median for access control
at Zinran Avenue, turn lanes at 150th Street, and various local street system improvements
to allow the closure or modification of multiple access points to TH 13 eliminating unsafe
vehicular crossings and also providing a grade separated trail crossing of TH 13 with trail
connections for non-motorized users; and,
WHEREAS, the estimated cost to complete the proposed improvements is $4.26 million; and,
WHEREAS, the City of Savage proposes to split equally the local share of construction and engineering
costs with the City of Prior Lake and both cities have planned for these improvements in their
respective 2015 Capital Improvement Programs; and,
WHEREAS, the Cities of Savage and Prior Lake are therefore jointly requesting $702,000 in Municipal
Agreement funding and construction engineering/inspection for these improvements to the
Mn/DOT trunk highway system (TH 13).
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Prior Lake City Council in partnership with the Savage City Council hereby requests $650,000 for
construction costs plus an additional $52,000 in construction engineering and inspection, for a total of
$702,000 in funding from Mn/DOT through the Municipal Cooperative Agreement program for the TH
13 and 150th Street Intersection improvement Project
