The assessment hearing and award of the construction contract will come before the City Council on August 12, 2013. Histo The City uses the Five Year Capital Improvement Program to plan its infrastruc- ture improvements and the financing for capital improvements. The Sunset Ave- nue and County Road 12 projects propose to extend utility connections to proper- ties on Sunset Avenue and on County Road 12 west of Stemmer Ridge Road. Many of these properties are experiencing failing septic systems and desire City services. Sunset Avenue was annexed into the City of Prior Lake in 2012 as part of the Orderly Annexation agreement known as the 6.2 area. At its August 27, 2012 meeting the City Council adopted Resolution 12-124 au- thorizing staff to prepare a Feasibility Report for the 2013 Sunset Avenue Improve- ments Project as outlined in the CIP and required for the Minnesota Statutes Chapter 429 process. The Minnesota Statutes Chapter 429 process is required because the City Council intends to specially assess for the improvements. The Sunset Avenue neighborhood is considered in the report and includes im- provements to Sunrise View, Sunrise View 1 St Addition, and Part of Gov't lots 1& 2 S8, T114, R22. A portion of these properties were originally platted and devel- oped in 1927. Many of these properties are experiencing failing septic systems and desire City services. The proposed improvements include the extension of sanitary sewer and watermain, street reconstruction, storm sewer, storm water quality, concrete curb and gutter, and appurtenant work. The recommendation of the Feasibility Report was to proceed with the project. On October 8, 2012, Council adopted Resolution 12-167 accepting the Feasibility Report and calling for a Public Hearing on November 13, 2012 for the 2013 Im- provement Project. At the November 13, 2012 Public Hearing, a number of people spoke regarding the project. In addition to the Public Hearing, the City has held three informational meetings to discuss the project. The last informational meeting was held on April 17, 2013 af- ter bids were received for the project. On February 25, 2013 the City Council approved the project plans and specifica- tions and authorized the advertisement for bids for the Sunset Avenue Improve- ments Project. The City received bids on March 27, 2013 for this project. A total of three bids were received for the project. On July 8, 2013 the City Council adopted Resolution 13-089 declaring costs to be assessed, ordered the preparation of the proposed assessment roll, and establish- ing the assessment hearing date of August 12, 2013 for the Sunset Avenue Im- provements Project. Current Circumstances The proposed project includes the reconstruction of Sunset Avenue and installa- tion of sanitary sewer and watermain to serve properties on Sunset. Due to the to- pography of the properties along Sunset Avenue, a sanitary sewer lift station is re- quired to provide wastewater service. In order to simplify operation and maintenance of lift stations and reduce spare parts inventory, the City employs the Sanitary Sewer Lift Station Standardization Policy for new construction and rehabilitation of lift stations within the City. This policy also requires that the City obtain certain components for the lift station in or- der to provide uniformity and standardization. These components includes pumps, pump discharge elbows, monitoring units, pump controller, and SCADA equip- ment. As part of the Sunset Avenue Improvements Project, the City has obtained quotes for the necessary components as outlined in the Standardization Policy. The quote for the lift station pumps and pump accessories was provided by Electric Pump of New Prague, MN for the amount of $24,595. A quote for the lift station control panel was provided by SY/COM Inc. of Richfield, MN for the amount of $19,890. The total amount for the components is $44,485. The two vendors have provided the City with numerous lift station components in the past. Conclusion It is recommended that the City Council approve a Contract with Electric Pump and SY/COM Inc. for the lift station components related to the Sunset Avenue Im- provements Project. ISSUES: The Sunset Avenue Improvements Project is tentatively scheduled to begin con- struction in August after the Assessment Hearing and Award of Contract has taken place. The lift station components necessary to serve the properties on Sunset Avenue will require 6-8 weeks for delivery. In order to ensure timely installation of the components and provide service the components will need to be ordered prior to award of the construction contract. 2 FINANCIAL The Sunset Avenue Improvements Project is proposed to be financed by Special IMPACT: Assessments, Tax Levy, Sewer Trunk Fund, and a Clean Water Grant. Funding sources and amounts are as shown below: Assessments* $804,036.84 Tax Lev $356,395.40 Clean Water Grant $110,919.39 Trunk Fund $1,962.00 Pro'ect Total Cost** $1,273,313.63 *Includes indirect costs The lift station components cost is proposed to be assessed to the properties on Sunset Avenue as part of the sanitary sewer assessment. The Clean water Grant received from the MPCA will help offset the sanitary sewer assessment portion of the project costs. ALTERNATIVES: 1. Approve a resolution accepting quotes and authorizing purchase of lift station components for the Sunset Avenue Improvements Project (City Project #13- 011): 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future.
