HomeMy WebLinkAbout5J EDA Vacancy O � PRip� ti � v � 4646 Dakota Street SE Prior Lake, MN 55372 � CITY COUNCIL AGENDA REPORT MEETING DATE: July 22, 2013 AGENDA #: 5J PREPARED BY: Frank Boyles, City Manager PRESENTED BY: Frank Boyles AGENDA ITEM: Consider Approvai of a Motion to Declare a Vacancy on the Economic Development Authority (EDA) DISCUSSION: Introduction The purpose of this agenda item is to declare a vacancy on the Prior Lake EDA, create the Screening Committee and approve posting the vacancy. Hi StOry Bob Morris applied for and was appointed to the Prior Lake EDA on January 3, 2011 for a term to expire on December 31, 2016. Mr. Morris advised the staff a few weeks ago of his intent to resign as he and his wife will be relocating out of the City. The staff did not place this item on the City Council agenda prior to this time because a written resignation notice has not been received. Current Circumstances We have still been unable to secure a letter of resignation from Mr. Morris. He has missed the last finro EDA meetings as well as Technology Village Board of Director meetings. Section 3.4 of the EDA bylaws provide that, "All final determinations as to whether a vacancy exists shall be made by � the President of the EDA..." At the conclusion of the EDA meeting on July 15, 2013, EDA President Hedberg recognized the vacancy. At the same meeting the EDA appointed Commissioner Chromy to serve as the EDA member on the Screening Committee. Conclusion The City Council should determine if it wishes to move forward with the replacement of Mr. Morris. ISSUES: The EDA is a five-member body. In addition, Mr. Morris fulfilled leadership positions on the Broadband Subcommittee and Technology Village Board of Directors. The EDA should operate with a full complement of inembers.
