INTRODUCTION:
The purpose of this Agenda item is to consider the approval of the
attached Feasibility Study and call for a Public Hearing on the
1994 improvement projects. If the Council elects to proceed with
less projects then included in the Feasibility Study, the Public
Hearing would be for those projects approved by the Council.
BACKGROUND:
At the September 7, 1993, City Council meeting, staff presented a
1994 project summary list based on the 1994 Capital Improvement
Program. At this City Council meeting, Council authorized staff to
prepare a Feasibility Study for the 1994 projects as approved by
the Council.
In the adopted Resolution No. 93-76, there were nine project areas
listed to be considered for the report and they were as follows:
1. Fish Point Road from Glory Circle to CSAH 44 street
improvement.
2. Ridgemont Avenue improvement from north of T.R. 13 to
Hope Street
3. Street overlay/reconstruction on Creekside Circle,
Brunswick Avenue, Erin Circle, Dublin Road and Lyons
Avenue.
4. Northwood Road from CSAH 12 to Fremont Avenue street
improvement.
5. Carriage Hills Parkway improvement from Pike Lake Trail
to 1/4 mile east.
6. Paving of Sand Pointe Community Park roads and parking
lot.
7. CSAH 18 from City limits to CSAH 42, City
improvements.

From the adopted resolution to the preparation of Feasibility
Report, it was determined that certain project areas needed to be
defined or eliminated and one project area from the 1994 CIP was
inadvertently omitted. These changes have been incorporated into
the Feasibility Report and are as follows:
1. Project Area No.2 improvement area has been changed to
include "Ridgemont Avenue from 300 feet north of T.H. 13
to Rutledge Street.
2. Project Area No.4 improvement area has been changed to
include "Northwood Road from CSAH 12 to Island View
Road".
3. Project Area No.8 (CSAH 44) has been deleted from the
study as the County has moved this project to the 1995
construction season.
4. Construction of restrooms/storage in Memorial Park has
been added to the Feasibility Report.
In the attached Feasibility Report, there are five projects in which
all or a portion of the costs will be assessed to benefitting
properties. These projects are as follows:
1. Fish Point Road from Glory Circle to CSAH 44. This
project is for pavement restoration of the street. Also
included in the project cost is the replacement of existing
timber retaining walls with decorative block retaining
walls.
2. Ridgemont Avenue from 300 feet north of T.H. 13 to
Rutledge Street. Improvement project consists of
reconstructing the existing pavement on Ridgemont
Avenue, and installing sanitary sewer and water to
properties along Ridgemont Avenue.
3. Street overlay/reconstruction of Creekside Circle from T.H.
13 north to end terminus. Project consists of replacing the
existing street pavement.
4. Street overlay/reconstruction of existing bituminous
pavements on Brunswick Avenue, Erin Circle, Dublin Road
and Lyons Avenue south of T.H. 13.
5. Street reconstruction of Northwood Road from CSAH 12 to

Island View Road to Municipal State Aid Standards.
These projects were included in City's 1994 Capital Improvement
Program and were authorized by Council to be included in the
1994 Feasibility Study.
Also included in the Feasibility Report are other City projects in
which project financing can be leverage against the 429
Assessment Bond. These projects included the following:
A. Paving of Sand Pointe Community Park roads and parking
lot.
B. Construction of restrooms/storage beneath the grandstand
in Memorial Park.
C. CSAH 18 from the north City limits to CSAH 42, the City
cost share of improvement.
D. Bituminous seal coating of bituminous paved streets
throughout the City.
DISCUSSION:
The projects in the Feasibility Report were divided into two areas.
One for the City's consulting engineer and the remainder for City
Staff. The two reports were consolidated so that the Council can
determine at once the effect of all projects.
The attached report indicates the estimated City costs for each
project, along with preliminary assessment estimates. At the end
of the Feasibility Report, page 16, a project financing summary is
included to show project cost splits. The total project cost of the
ten projects is $2,776,850.00.
Financing of this project cost is as follows:

Project Cost Total .............................. $2,776,850.00
The tax levy of $863,515.00 would result in an increase of taxes of
$27.35 on an average Prior Lake home with a $110,000.00 market
value. The tax increase would be over a ten year period
unadjusted for future valuation growth. This would equate to a
4.85% property tax increase based upon the 1994 property tax
statements. Based upon Council discussions at the budget
hearings, Staff reviewed the project to determine which projects
could be deferred to reduce the tax impact. The following is a
commentary on each project with regard to project need:

Area 1 - Prior South
The streets in this area are in extremely poor condition. The
streets have very poor subgrade soils and a high water table. The
streets in some areas change in height six inches as a result of frost
heaves. Reconstruction of Prior South streets is a high priority.
Area 2 - Creekside Circle
The pavement for Creekside Circle is in poor condition.
Bituminous patching was done in 1993 and additional patching in
1994 will be in the range of about $7,000.00. This street is at the
end of its life, but patching can extend this another year. The
length of the street is short, thus reducing the amount of
maintenance time to repair.
Area 3 - Fish Point Road
Fish Point Road is in better condition than Prior South and
Creekside Circle. Initially, Staff looked at a thin overlay on Fish
Point Road. Further review during the Feasibility Study found
that a recycling project (at a higher cost) would be more effective
and could be deferred. The entire amount of pavement would be
recycled at a latter date. The amount of patching for 1994 is
estimated to be $4,000.00. The initial proposal was for
preventative maintenance.
Area 4 - Northwood Road
Northwood Road is in similar condition to Prior South and
Creekside Circle, but without the water problems that Prior South
has. Northwood Road needs to be reconstructed, and the City can
use Municipal State Aid Funds to cover the City's 40% ad valorem
tax levy.
Area 5 - Rid~emont Avenue
Ridgemont Avenue is in poor condition, and has been patched for
several years and is again in need of patching. The street has
looked bad for several years but total breakup of the street has not
occurred as may have been expected. Deferral of this street
reconstruction would have less impact then Northwood Road or
Prior South. Patching of Ridgemont Avenue for 1994 is estimated
to be about $7,000.00. Approximately 800 feet of this street does
not have municipal sewer and water. The west side of the street
abutts Lakefront Park and it is the City's responsibility to pay for
nearly fifty percent of this project.
Area 6 - Carria~e Hills Road
This section of Carriage Hills Parkway is within the west one-half
of the proposed Knob Hill plat and is required for the development
of the parcel. The developer has agreed to grade the area for street
construction to encourage the City to do this segment of street
This is above what is required of developers per our street collector
policy. Municipal State Aid Funds will be used for paying for the
construction cost.
Area 7 - Sand Pointe Parking Lot
The Parks Director indicated that of the two park related

improvements, this is a higher priority as it will pave the parking
lot, control drainage, and delineate the parking areas. Currently,
post and cable is used to confine cars to the parking lot and is
considered a safety hazard.
Area 8 - Memorial Park Restrooms .
The Parks Director indicated that the removal of the post and cable
safety hazard at Sand Pointe is a higher priority than upgrading the
restrooms and providing storage at Memorial Park.
Area 9 - CSAH 18
Scott County proposes to upgrade CSAH 18 to four lane in 1994.
This upgrade is proposed to be completed prior to the opening of
the bridge so that construction can be done with less traffic. It is
the City's responsibility to pay for a portion of the cost of the
improvement.
Area 10 - Sealcoating
The City is in a two year program of sealcoating streets. This is
the second year of the program. Sealcoating is done as a
preventative maintenance to extend the life of the streets. In
addition, money for patching the streets has been incorporated into
the budget. This is a way to fund patching of streets like
Creekside Circle, Fish Point Road and Ridgemont Avenue.
Staff recommends that the following projects be included
in the 1994 construction program.

SECONDED BY:
pursuant to Resolution 93-76 of the City Council, adopted on September
20, 1993, and as amended to include Northwood Road from CSAH 12 to
Island View Road and Ridgemont Avenue from 300 feet north of T.H. 13
to Rutledge Street, a report prepared by the City's Engineering
Department and the City's Engineering Consultant (MSD Consulting
Engineers, Inc.) with reference to the following improvements and the
generally described project areas:
1. Street overlay/reconstruction project on Brunswick Avenue, Erin
Circle, Dublin Road, and Lyons Avenue by the construction of
grading, storm sewer, aggregate base, concrete curb and gutter,
bituminous surfacing, and appurtenant work;
2. Northwood Road from CSAH 12 to Island View Road by the
construction of grading, storm sewer, aggregate base, concrete curb
and gutter, bituminous surfacing, walk, and appurtenant work;
3. Carriage Hills Parkway from Pike Lake Trail to 1/4 mile east by
the construction of grading, sanitary sewer, watermain, storm
sewer, aggregate base, concrete curb and gutter, bituminous
surfacing, sidewalk, landscaping and appurtenant work;
4. Paving of Sand Pointe Community Park roads and parking lot by
the construction of grading, storm sewer, aggregate base, concrete

I. TYPE OF WORK
The improvements proposed for construction during 1994 include sanitary sewer,
watermain, storm sewer, sidewalk, bikepath, bituminous overlayment, and street
reconstruction, including grading, concrete curb and gutter, and boulevard restoration.
The proposed project locations within the city limits of Prior Lake are shown by
Exhibit 1. A brief description of the improvements shown by Exhibit 1 is as follows:
AREA 1 - Prior South Subdivision
Street reconstruction of Brunswick Avenue, Erin Circle, Dublin Road, and Lyons
Avenue, including sanitary sewer repair, storm sewer, grading, aggregate base, concrete
curb and gutter, bituminous surfacing, and appurtenant work.
AREA 2 - Creekside Circle
Street reconstruction of Creekside Circle, including grading, aggregate base, storm sewer,
concrete curb and gutter, bituminous surfacing, and appurtenant work.
AREA 3 - Fish Point Road
Bituminous resurfacing of Fish Point Road from County Road 44 to Glory Circle and
retaining wall replacement.
AREA 4 - Northwood Road
Street reconstruction of Northwood Road from County Road 12 to Island View Road,
including grading, aggregate base, concrete curb and gutter, concrete sidewalk, storm
sewer, bituminous surfacing, and appurtenant work.
AREA 5 - Rideemont A venue
Ridgemont A venue from the existing concrete curb and gutter to Rutledge Street,
including sanitary sewer, watermain, storm sewer, grading, aggregate base, concrete curb

Carriage Hill Road from Pike Lake Trail to approximately 1,500 feet within the
Novak/Fleck property in Section 26, Township 115 north, Range 22 west, Scott County,
Minnesota.
ID. DESCRIPTION OF PROJECT
Project descriptions for the various areas are as follows:
AREA 1 - Prior South Subdivision
The streets shown by Exhibit 2 within the Prior South subdivision have severely
deteriorated. The pavement has experienced frost heave in excess of six inches in some
areas. The pavement also has extensive cracking and has had bituminous patches in
numerous locations. Currently, the street does not have curb and gutter. The proposed
improvement includes reconstruction of the existing street with new bituminous surfacing,
including concrete curb and gutter, storm sewer replacement, and sanitary sewer repair.
Watermain valve housings will also be replaced as necessary. This project consists of
approximately 7,300 linear feet of concrete curb and gutter and 3,300 linear feet of
bituminous surfacing. The proposed typical section is shown by Exhibit 3. The project
will be assessed to the benefitting property owners and included in the 429 bond issue.
AREA 2 - Creekside Circle
Creekside Circle is shown by Exhibit 4. The pavement on this street has pot holes and
has been patched in severaIlocations. There is extensive alligator cracking. Currently,
storm water runoff is conveyed by existing ditches to the cul-de-sac where a catch basin
collects the runoff and discharges it to the creek. The north end of the road has a
bituminous berm that will be replaced with concrete curb and gutter. Other
improvements include street reconstruction with new bituminous surfacing and storm
sewer improvements. The proposed typical sections consist of both an urban and rural
section as shown by Exhibit 5. The rural portion will remain as is in order to maintain
adequate cover over the existing watermain. This project consists of approximately 800
linear feet of concrete curb and gutter and 1,100 linear feet of bituminous surfacing. The
project will be assessed to the benefitting property owners and included in the 429 bond
issue.

AREA 3 - Fish Point Road
Fish Point Road is shown by Exhibit 6. This street is a Municipal State Aid (MSA>
collector that currently has concrete curb and gutter. This street has numerous cracks and
needs resurfacing. The proposed resurfacing is shown by Exhibit 7, and includes milling
the existing bituminous, cold-in-place recycling, followed by an overlay in order to seal
the pavement. The project consists of resurfacing approximately 3,000 linear feet of
bituminous pavement and replacement of existing timber retaining walls. The project will
be financed by MSA funds and assessed to benefitting property owners. Any ineligible
costs will be included in the 429 bond issue.
AREA 4 - Northwood Road
Northwood Road is located north of County Road 12, and follows Upper Prior Lake to
the north for almost a mile. The section of road proposed for improvement is shown by
Exhibits 8-10. The portion south of Fremont Avenue will be designated as a Municipal
State Aid route. Northwood Road is rural in nature with no curb and gutter. Stormwater
runoff flows overland to either Upper Prior Lake or the existing wetlands shown on the
exhibits. The wetland shown on Exhibit 9 is a DNR protected water, which also acts as
a Northern Pike spawning pond. Any stormwater improvements involving the DNR
spawning pond must be approved by their Fish and Wildlife Division.
The pavement condition of Northwood Road has severely deteriorated and extensive
cracking exists. Proposed improvements include street reconstruction with bituminous
surfacing, concrete curb and gutter, and storm sewer. It is also proposed that sanitary
sewer leads be placed under Northwood Road as shown by the exhibits. The leads can
be used to serve future development of the Dunn property located west of Northwood
Road.
As shown on the exhibits, right-of-way for the road and drainage easements must be
acquired. Costs for acquiring any right-of-way or easements are included in the project
cost for Northwood Road. The proposed typical sections are shown by Exhibit 12.
Northwood Road, south of Fremont, will be designated as a Municipal State Aid route;
therefore, some of the project will be financed by City MSA funds. Benefitting property
owners will be assessed, and the ineligible portion of the project costs included in the 429
bond issue.
AREA 5 - Rideemont A venue
It is proposed that Ridgemont A venue be reconstructed from the existing concrete curb
and gutter north to Rutledge Street as shown by Exhibit 12. Ridgemont Avenue has been
patched in numerous locations and has extensive cracks. The portion of road proposed
for improvement does not have concrete curb and gutter. Reconstruction of the existing
road to an urban section with concrete curb and gutter and minor storm sewer
improvements is proposed. The typical street section is shown by Exhibit 13.
Street reconstruction provides the opportunity to extend a lateral sanitary sewer line south
in order to provide service to the two existing homes on the east side of Ridgemont and

undeveloped parcels. In addition, the water main will be extended south also. The
proposed utility improvements are shown by Exhibit 14.
The project consists of 3,200 linear feet of concrete curb and gutter, 1,600 linear feet of
bituminous surfacing, and 900 feet of sanitary sewer and watermain. The project will be
assessed to the benefitting property owners and included in the 429 bond issue.
AREA 6 - Cania2e Hill Road
The extension of Carriage Hill Road was initiated by a developer, and would involve
construction of an MSA collector from Pike Lake Trail to the east. Carriage Hill Road
would provide access to the proposed plat called Knob Hill located within the
Novak/Fleck property. The street would be a parkway with concrete sidewalk,
bituminous bikepath, and have a landscaped median. The proposed typical section is
shown by Exhibit 15. The project will be financed mainly with City MSA Funds. The
project costs which are noneligible for MSA Funding will be paid for by the street
collector fund.
IV. FEASmILITY
From an engineering standpoint, this project is feasible and can be accomplished as
proposed and not in conjunction with any other project.
v. ESTIMATED COST
The following costs were prepared based upon an Engineer's Estimate and are subject to
change, depending on the final design of the project, bids received, and actual work
performed. The method of assessment and rate will be determined at the Assessment
Hearing.
The estimated project cost for each project is for the installation of associated
improvements and includes indirect project costs. Project costs in Areas 1-5 include
special assessments.
AREA 1 - Prior South Subdivision

LANDSCAPING, RESTROOMS
BITUMINOUS PAVEMENT SEALCOATING AND APPURTENANT WORK
I. TYPE OF WORK
The general nature of this improvement project is for the installation of grading, sanitary
sewer, watermain, storm sewer, curbing, walks. street paving, lighting, landscaping,
restrooms, and appurtenant work on various projects within the city limits of Prior Lake.
The type of work for each project included in the Feasibility Report is as follows:
AREA 7 - PAVING OF SAND POINTE COMMUNITY PARK ROADS AND
PARKING LOTS
Paving of Sand Pointe Community Park roads and parking lot by the construction of
grading, storm sewer, aggregate base, concrete curb and gutter, bituminous surfacing, and
appurtenant work;
AREA 8 - CONSTRUCTION OF RESTROOMS/STORAGE IN MEMORIAL PARK
Construction of restrooms/storage beneath the grandstand in Memorial Park.
AREA 9 - CSAH 18 FROM CITY LIMITS TO CSAH 42
CSAH 18 from the City limits to CSAH 42 by the construction of storm sewer, utility
crossings, concrete curb and gutter, sidewalk, landscaping and appurtenant work;

ill. DESCRIPTION OF PROJECT
Project description for each area is as follows:
AREA 7 - PAVING OF SAND POINTE COMMUNITY PARK ROADS AND
PARKING LOT
This project would pave the existing gravel surfaced parking lots and roads within the
Pond Athletic Complex. This park is a high use facility and paving would reduce the
dust and enhance the park area. Cost of project will be included in the 429 bond issue.
AREA 8 - RESTROOMS/STORAGE CONSTRUCTION IN MEMORIAL PARK
This project would enhance the Memorial Park ball field which is a high use facility
during the spring, summer, and fall times of year. Restrooms and additional storage is
needed and would enhance the ball park. The cost of the project will be included in the
429 bond issue.
AREA 9 - CSAH 18 FROM mE CITY LIMITS TO CSAH 42
This project is for the improvements associated with the County Road construction in
which approximately 1,900 lineal feet of roadway is in the Prior Lake city limits. City
improvements to be considered are concrete curb and gutter, stonn sewer, walks, utility
crossings, and landscaping. Included in this Feasibility Report are the City's participating
costs within the County project.

AREA 10 - BITUMINOUS SEAL COAT OF CITY STREETS
Several existing bituminous paved streets are in need of a bituminous seal coat. Seal
coating extends the life of the pavement by rejuvenating the old bituminous wearing
surface. The cost of the project will be included in the 429 bond issue.
IV. FEASmILITY
From an engineering standpoint, this project is feasible and can be accomplished as
proposed and not in conjunction with any other project.
v. ESTIMATED COST
The following costs were prepared based upon an Engineer's Estimate and are subject to
change depending on the final design of the project, bids received, and actual work
performed. The method of assessment and rate will be determined at the Assessment
Hearing.
The estimated project cost for each project is for the installation of associated
improvements and includes indirect project costs. Project costs in AREAS 1 thru 5
include special assessments.
