PUBLIC HEARING DATES FOR PROPOSED PRIOR SOUTH AND NORTHWOOD ROAD STREET IMPROVEMENT PROJECTS JANUARY 18, 1994 TO: At the January 3, 1994 City Council meeting, Staff was requested by the Council to consider conducting an appraisal for the above proposed improvement project areas to determine if the benefit meets or exceeds the assessment cost. Staff has contacted several appraisers and has found that obtaining an appraisal before the scheduled Public Hearing dates of February 7, 1994 and February 22, 1994 could not be accomplished. The earliest appraisal that could be conducted for both projects is by Richard Marks of Shakopee, Minnesota and his estimated completion date for the appraisals is February 22, 1994. Attached to this memorandum is Resolution 94-07, which would set new Public Hearing dates for the proposed projects. Staff also is reviewing the current Assessment Policy and based on the appraisals for the street improvement projects, revisions to the policy may be warranted. If the Council is to utilized these spot appraisals as a cornerstone in determining special assessment rates, then it is Stafl's opinion that these appraisals be completed prior to conducting the public hearings. Therefore, if the appraisals are received for Staff's review by February 22, 1994, Staff would propose the followmg items to be discussed on the following meeting dates: ITEM DATE OF CITY COUNCIL MEETING March 7, 1994 March 15, 1994 March 21, 1994 March 28, 1994 April 4, 1994 Assessment MethodlRate Determinations Informational Meeting/Prior South Prior South Public Hearing Informational Meeting/Northwood Road Northwood Road Public Hearing Staff will contact the residents with new Public Hearing notices as well as Informational Meeting notices for both projects if Council approves Resolution 94-07. The appraisal to be conducted for both projects would include an analysis for single family residential, multiple residential, and commercial property for Prior South and an analysis for lake shore and non-lakeshore residential property, and undeveloped parcel analysis along Northwood Road. Cost of the appraisal work is estimated to be $10,500.00. Council should authorize Staff by motion to prepare appraisals and for funding to be taken out of the City's Construction Fund. 'R;40T RESOLUTION 94-07 RESOLUTION ACCEPTING FEASIBILITY STUDY AND CALLING FOR A PUBLIC HEARING ON IMPROVEMENT OF 1994 PROJECTS MOTION BY: WHEREAS, SECONDED BY: pursuant to Resolution 93-76 of the City Council, adopted on September 20, 1993, and as amended at the January 3, 1994 City Council Meeting to include Northwood Road from CSAH 12 to Island View Road, a report prepared by the City's Engineering Department and the City's Engineering Consultant (MSA Consulting Engineers, Inc.) with reference to the following improvements and the generally described project areas: 1. Street overlay/reconstruction project on Brunswick Avenue, Erin Circle, Dublin Road, and Lyons Avenue by the construction of grading, storm sewer, aggregate base, concrete curb and gutter, bituminous surfacing, and appurtenant work; 2. Northwood Road from CSAH 12 to Island View Road by the construction of grading, storm sewer, aggregate base, concrete curb and gutter, bituminous surfacing, walk, and appurtenant work; 3. Carriage Hills Parkway from Pike Lake Trail to 1/4 mile east by the construction of grading, sanitary sewer, watermain, storm sewer, aggregate base, concrete curb and gutter, bituminous surfacing, sidewalk, landscaping and appurtenant work; 4. Paving of Sand Pointe Community Park roads and parking lot by the construction of grading, storm sewer, aggregate base, concrete curb and gutter, bituminous surfacing, and appurtenant work; 5. . CSAH 18 from the City limits to CSAH 42 by the construction of storm sewer, utility crossings, concrete curb and gutter, sidewalk, landscaping, and appurtenant work; 6. The bituminous seal coating of bituminous paved streets throughout the City; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that 1. ANDERSON, DIRECTOR OF PUBLIC WORKS CSAH 44 IMPROVEMENTS JANUARY 12, 1994 I received a call today from Dan Jobe concerning the four lane improvements to CSAH 44 from T.H. 13 to the east City limits. We had a meeting with the City of Savage representatives, Credit River representatives, school district, and Prior Lake concerning improvements to CSAH 44. Since that meeting, apparently Credit River Township and the City of Savage indicated that the improvements to CSAH 44 within Savage and the township are not any high priority for them. The County Commissioners are inclined at this point to defer the project until such time as there is support from Savage and Credit River Township. Dan Jobe called to state that he felt that there was still a need to make the improvements within the City of Prior Lake's City limits and was going to try to convince Brad Larson that that should be a priority. I indicated that I believed that it was definitely a benefit to the City of Prior Lake's residents if the improvement was done to the east City limits. Those benefits would be the improvement of Fish Point Road, and the CSAH 44 intersection whereby left turn lanes and right turn lanes would be constructed at that intersection to provide a safe intersection for the school improvements as well as access to the Cardinal Ridge plat. In addition, there would be four lanes, two lanes in each direction, each lane could serve as a left and right turn lane for people going out of individual driveways or to Candy Cove or Franklin Trail. I told Dan that I would check with the City Manager to determine if the City would support or continue to support that improvement without the extension to the east It was the County's intention at one point to break this into two projects and do it within the City limits and then do the section to the east as a future project The County is currently considering improving County Road 27 from 44 to County Road 68. This section of roadway has no shoulders and the improvement would be to widen the two lane roadway to include shoulders. There is a study being done at this time to determine what would happen to County Road 27 from County Road 44 north to County Road 42. The County is considering whether there should be a new alignment within this route. The study will be completed; however, it is unknown as to any timeframe of any improvements to that section of roadway. The issue at hand is, should a four lane section of roadway be constructed through the City of Prior Lake with no immediate extension to the east? Apparently, the township has taken the same position as they did on County Road 21 and that is that they would not pay their share of the Cooperative Agreement of funds that they should be paying. Savage views other county road improvements in the northern section of their community as a higher priority than this segment so it is unknown as to the timing of the extension to the east or the ultimate routing of 4629 Dakota St. S.E., Prior Lake, Minnesota 55372-1714 / Ph. There is immediate benefit to the City of Prior Lake for providing better access to Franklin Trail, the residents on the north side of CSAH 44 adjacent to the two cemeteries, Candy Cove Trail, and Fish Point Road. Does the benefit outweigh the unknown of whether the four lane would be extended to the east? Enclosed is a copy of the letter sent to Brad Larson dated October 6, 1993 showing the County road priorities and the City of Prior Lake improvements to County Road 44 were listed as the 9th priority.
