All exterior items including but not limited to grading, sodding, landscaping, tree planting, driveways, siding and painting shall be completed 180 days after the date the building permit is issued. If the work is not complete within the 180 day time period, the City shall notify the applicant of the violation and the applicant shall have 10 days to comply or the $2,500.00 builders deposit will be forfeited and the applicant will be billed for clean up or corrective work to rectify the situation. The structure is a wood - framed single - family residence with an attached garage. The builder is Ryland Homes. The construction of the walls was reportedly performed in accordance with the 2013 Standardized Cast -in -place Concrete Foundation Wall Drawings prepared by Oswell Engineering for Manor Concrete, while the wall to floor connection was reportedly performed in accordance with the 2013 Builder's Association Top of Foundation Wall Support Guide prepared by Oswell Engineering for the Builder's Association of Minnesota. The following was noted during the site visit: 1. The structure is nearing completion. Both the basement and garage floor slabs are in place. 2. The wall in question is a full height (8' - 8" clear) 8" nominal thick cast -in -place concrete basement wall with a 6" nominal x 8" high stem at the top forming a slab ledge on the garage side. The walls are reportedly reinforced with #6 vertical bars at 40" on center placed on the inside face. The wall is approximately 27' long overall on the house inside. 3. The wall has a 2x6 sill plate connected to the wall with 1/2" diameter anchor bolts at approximately 36" on center. The bolts have 2" square washers. 4. The main level floor joists are 12" tall TJ1's spaced at 19.2" on center. They bear approximately 2.5" on the sill plate. A connection between the T1J \s and the sill plate could not be observed. The joists have a manufactured rim board which is connected to the sill plate with Simpson FWANZ anchors, which appear to be located adjacent each anchor bolt. No nails were noted between the FWANZ anchors and the top of the sill plate. These anchors were to be located adjacent each joist according to the design documents. 5. The soil on the site appears to be a clay material and this same material was reportedly used for backfilling. The top of the garage slab is located approximately 4" below the top of the wall. 6. The foundation wall was reportedly placed on February 7th and backfilled on the 13` The garage slab was reportedly installed on April .11th. The following distresses were noted during the visit: 1. The rear garage wall is out -of- plumb to the inside at the top by approximately 1 ". 2. Two hairline to 1/16 inch wide cracks exist on the rear garage wall, visible from the inside of the house basement. The first crack starts at the slab approximately 49" from the inside face of the exterior wall and travels diagonally to the left over approximately 64" before hitting the top of the wall. The second crack starts at the slab approximately 100" from the inside diagonal corner at the rear and travels diagonally to the right over approximately 18" before hitting the top of the wall The wall face is not offset at the cracks. 3. The cracks have been filled with a reportedly elastic caulk within the last week. No signs of additional wall movement were noted at either the cracks or the slabs. CONCLUSIONS: Based on the timing of the construction, the locations of the cracks, and the direction of the wall movement, the noted distresses appear to be the result of backfilling, likely without the floor framing and /or adequate shoring in place. In my professional engineering opinion, the foundation wall is stable and structurally adequate in its final configuration. However, the top of wall connection requires additional support due to the inadequate FWANZ installation. Refer to the corrective measures section below for more information. 1 also recommend that the cracks in the foundation wall be monitored for additional movement. Should any movement be noted, the cracks may have to be epoxy grouted with a structural epoxy. CORRECTIVE MEASURES: The following corrective measures are required: 1. All missing nails in the FWANZ anchors are to be installed to the sill plate in accordance with the manufacturer's recommendations. 2. Each joist is to be attached to the sill plate with either (3)0.131" diameter by 3" long top nails through the bottom chord (2 on one side and 1 on the other) or a USP LJC -TZ connector with at least (3) 0.131" x 1.5" long nails to the top of the sill plate and connected to the underside of the joist bottom chord in accordance with the manufacturer's recommendations (six (6) 0.131" x 1.5" long nails). It is my professional engineering opinion that the above noted foundation wall distresses were most likely the result of backfilling and that the foundation wall in question is currently sound and will be structurally adequate and meet the requirements of the Code once the noted corrective measures have been made. All work is to be performed in accordance with this document, the Code, and standard industry practice. Notify the engineer if any discrepancies or diffiicplties with the corrective measures are encountered. The observations and opinions made in this report are based on my professional engineering experience and judgment, as well as the observations of the visual inspection.
