APPOINTMENTS TO THE PRIOR LAKE/SPRING LAKE WATERSHED
DISTRICT BOARD
FEBRUARY 7, 1994
The Pdor Lake/Spring Lake Watershed District Board is responsible for
water issues relating to Prior Lake, Spring Lake and the tributary
watershed. The responsibilities of this organization are set forth under
state statute. Historically the board consists of two persons representing
the City of Prior Lake, two persons representing Spring Lake and one
representing the down stream townships. Attached is a January 24, 1994
letter from Cliff McCann requesting that the City Council submit
recommendations for the position presently occupied by Gerald
Meysembourg which expires March 3, 1994. Jerry has expressed an
interest in serving another term. As the Council knows, David Moran was
appointed the City's other representative earlier this year.
The County is seeking the City's input no later than February 17. In
addition to the incumbent, Eric M. Davis, Michael Mankowski and Gib
Rowe have expressed interest in serving on the Watershed District Board.
A copy of each person's application is attached.
Council should provide direction on which person it wishes to endorse to
serve on the Prior Lake/Spring Lake Watershed District Board on behalf
of the City of Prior Lake. The County Board is ultimately responsible for
making the final appointment and may or may not consider the City's
recommendations.

RE: Appointment of Managers to the Prior Lake/Spring Lake Watershed
District Board
Pursuant to Minnesota Statute 112.42 and the Scott County policy
on Citizen Appointments to Scott County Advisory Boards and
Committees (Resolution No. 89030 adopted April 11, 1989), the Board
of Commissioners of Scott County is requesting your nominations for
the appointment of two managers to the Prior Lake/Spring Lake
Watershed District Board of Managers.
The terms of Gerald Meysembourg and Betty Erickson Kotek will
expire on March 3, 1994. Both incumbents have expressed an interest
in serving another term.
In accordance with Minnesota Statute 112.42, no person shall be
appointed who is not a voting resident of the watershed district, and
none shall be a public officer of the County, State or Federal
government, except that a soil and water conservation district
supervisor may be appointed as a manager.
