Prior Lake, Minnesota 55372 CITY COUNCIL AGENDA REPORT DATE: AGENDA #: PREPARED BY: REVIEWED BY: February 17, 2004 lOB Bud Osmundson, Director of Public Works Frank Boyles, City Manager AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING INGRAHAM & ASSOCIATES TO PROVIDE PROFESSIONAL SERVICES FOR THE PARK AND TRAIL SYSTEM COMPREHENSIVE PLAN UPDATE DISCUSSION: HISTORY The City has utilized Chapter 5 of the 2020 Comprehensive P Ian and the February 2001 Park and Trail Fee Study to guide the location of neighborhood parks in new developments. The City has begun the process of annexing about 3000 acres into the City over the next 20 years. This will require an updated Comprehensive Park and Trail System plan to address the future park system needs in the annexed area. The purpose of this item is to authorize Ingraham and Associates to provide planning services to update the City's Comprehensive Park and Trail System Plan. A copy of their proposal is attached. ISSUES: The major tasks to be completed in the Comprehensive Park and Trail System update include: . Inventory the annexation areas natural, cultural, and infrastructure resources to determine areas that should be reserved as parks. . Inventory the City's and School District's athletic fields, work with athletic organizations on forecasting field needs, then identify and develop future athletic field needs and possible sites. . Review County and Metro plans for the area to assure that the City's park and trail plans complement the County's park and trail planning efforts. . Develop a concept park and trail plan for the annexation area and revise the City's existing park and trail plan as needed. . Complete the Park and Trail System chapter of the required Comprehensive Guide Plan amendment for the annexation area. Ingraham and Associates was chosen for this project since they are very familiar with the City with their previous work on the Park and Trail Fee Study in both 2001 and 2003. Mr. Greg Ingraham is the designated project manager and will provide his extensive knowledge of park planning and his previous work as a City Park Director. The Ingraham proposal details exactly the tasks involved. Ingraham's proposal to prepare the Comprehensive Park and Trail System Plan is at a cost not to exceed $23,200.00. If authorized to move forward, Ingraham will complete the Park and Trail System plan by June 2004. FINANCIAL IMPACT: The funding for the project will come from the Capital Park Fund, since the plan addresses the planning of new park and trail facilities. ALTERNATIVES: There are two alternatives for the City Council to consider: 1. Approve a resolution which authorizes the City to enter into its standard professional services contract with Ingraham and Associates, Incorporated to provide planning services for the update of the City Comprehensive Park and Trail System Plan for a fee not to exceed $23,200.00. 2. Deny this item for a specific reason and provide staffwith direction. RECOMMENDED MOTION: Staff recommends adoption of Alternative No.1. ACTION REQUIRED: A motion and a second to dopt the Resolution stated above. TO PROVIDE PLANNING SERVICES FOR THE UPDATE OF THE COMPREHENSIVE PARK AND TRAIL SYSTEM PLAN MOTION BY: SECOND BY: WHEREAS, The City is beginning the process of annexing about 3000 acres over the next 20 years, which will add a significant number of people and needs for new parks, trails and athletic field facilities, and; The annexation process requires an updated Comprehensive Park and Trail System Plan and; Planning services including park, trail and athletic field needs forecasting and extensive knowledge of parks and trail systems are required for this project. WHEREAS, WHEREAS, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. As you requested I am providing this proposal to update the park and trail plan to include this area and to analyze city-wide outdoor athletic facility needs. Understanding of the Project The City of Prior Lake recently annexed approximately 3,000 acres of land located southwest of the city in Spring Lake Township. The annexation will occur in phases over the next 20 years. The area includes Spring Lake, Campbell Lake and Spring Lake Park Reserve. The City needs to update their Comprehensive Park and Trail Plan (Chapter 5 of the Prior Lake Comprehensive Plan) to include the annexation area. The update will include plans for neighborhood and community parks, natural resource preservation, trails, etc. The update process is also to include a city-wide needs assessment and plans for outdoor athletic facilities (ball fields, soccer fields, etc.). The update should include input from the Parks Advisory Commission, youth athletic organizations, city staff, the Planning Commission, the public and the City Council. The Park and Trail Plan update will incorporate the park concept plans for a possible athletic facility on land within Spring Lake Regional Park (plans currently being prepared by Ingraham & Associates), the Scott County trail plan, previous park and trail plan maps and plans and preparation of Met Council plan amendment submission packet. Scope of Services Ingraham & Associates Inc. will prepare the following: · Inventory the areas' natural, cultural and infrastructure resources. Review transportation and land use plans for the area and the current Comprehensive Park and Trail Plan. Prepare an athletic facility inventory based on city and school district input. · Analyze the information gained from the inventory work and prepare an issues and opportunities map and list. · Conduct a recreation needs assessment based on forecast growth, community and neighborhood recreation demand, a service area analysis, and input from the PAC, youth 1/?8/04 15 fa lomo Avenue 5.E. The needs assessment will focus on city-wide athletic facility needs and recreation and natural resource needs and opportunities within the annexation area. · Prepare a recreation program statement (list of desired facility/activities) and recreation service goals and o~jectives. · Develop a concept park and trail plan for the annexation area. Include trail connections and planned County trails and natural resource/conservation areas. The park plan will be based on land use forecast, service area and community needs and natural resources. · Develop a city-wide outdoor athletic facility plan and strategy. This will include incorporating of concept plans for the possible Spring Lake Park athletic facility, modification of existing athletic facilities or other new athletic facilities. · Solicit public comment/participation at key phases of the planning process. Three meetings with athletic organizations, three meetings with the PAC, one meeting with the School District, one City Council meeting and up to two other stakeholder meetings are anticipated along with meetings with city staff. · Provide updates on the planning process at appropriate times for Planning Commission and City Council. City staff to present these updates. · Refine the athletic facility plan/strategy and the park and trail plan for the annexation area based on staff, city officials and public input. · Revise the Prior Lake Comprehensive Park and Trail Plan based on the athletic facility strategy/plan and the annexation area park and trail plan. Revise the city-wide park and trail plan maps and incorporate the park plans done for the Prior Lake Park Fee Study into the plan. · Refine the draft Comprehensive Pak and Trail Plan based on input and prepare the final draft. Prepare a Met Council submission packet for the Park and Trail Plan update. Provide a digital and 30 paper copies of the final plan text, maps and athletic facility study. Schedule The comprehensive park and trail planning and athletic facility needs assessment work is anticipated to take approximately four months to complete. The following schedule is based on starting the work in mid February 2004. February - Update facility map. Prepare facility inventory, recreation association survey, and an issues and opportunities map and list. March - Prepare the recreation needs assessment, recreation program statement, recreation service goals and objectives, and concept park and trail plan for the annexation area. Meetings with youth athletic organizations and City staff. Meetings with PAC and City staff. 1/28/04 2 City of Prior Lake, MN Comprehensive Park and Trail Plan Update and Outdoor Athletic Facility Needs Assessment Proposal/Agreement April- Prepare the city-wide outdoor athletic facility plan/strategy, and revise the Prior Lake Comprehensive Park and Trail Plan and maps (draft). Meetings with athletic organizations, school district, other stakeholders, PAC and City staff. May/June - Prepare the final Comprehensive Park and Trail Plan update and maps. Prepare the Met Council submission packet. Meetings with PAC, City Council and City staff. Consulting Fee Ingraham & Associates, Inc. will prepare the Comprehensive Park and Trail Plan update, conduct the outdoor athletic facility needs assessment, and prepare the athletic facility strategy and plan according to the scope of work listed above for a not-too exceed amount of $23,200.00. This includes materials and mileage. This assumes that the city will provide an AutoCAD compatible digital base map of the annexation area, an inventory of city recreation facilities and a digital copy ofthe existing Comprehensive Park and Trail Plan text (Comp Plan Ch. 5) in Word or another compatible format. Summary We have extensive experience preparing comprehensive park and trail plans and athletic facility needs assessments. We prepared the Prior Lake Park and Trail Plan Maps and Park Dedication Fee Study and are familiar with the annexation area. We recently completed a recreation facility needs assessment and recommendations for the City of Farmington. We are excited about the opportunity to prepare plans and an athletic facility strategy which will allow Prior Lake to meet and exceed its residents recreation needs and desires.
