CONSULTING GROUP, INC. TO PROVIDE PROFESSIONAL
ENGINEERING SERVICES FOR THE TRANSPORTATION
SYSTEM COMPREHENSIVE PLAN UPDATE
DISCUSSION:
HISTORY
The planning of collector streets in developing areas and how the City street
system complements the County and State arterial highways are guided by
the Transportation System chapter of the 2020 Comprehensive Plan which
was completed in 1998. The City has begun the process of annexing about
3000 acres into the City over the next 20 years. This will require an updated
Transportation System plan to address the future transportation system
needs.
The purpose of this item is to authorize SRF Consulting Group, Incorporated
to provide engineering services to update the City's Comprehensive
Transportation System Plan. A copy of their proposal is attached.
ISSUES:
The major items to be addressed in the Comprehensive Transportation
System update include:
. Updating the transportation forecasts to 2030 including adding a
number of new traffic analysis zones for the annexation area and
refining the existing traffic analysis zones.
. Incorporation of a new transit plan which will identify future transit
needs and facilities.
. Review County and MnDOT plans to ensure consistency between
jurisdictions and functional classifications of roadways.
. Conduct assessment of collector system to determine adequate
Collector Street fees toe nsure that future developments are paying
for new trunk street facilities.
. Complete the Transportation System chapter of the required
Comprehensive Guide Plan amendment for the annexation area.

SRF was chosen for this project since they completed the previous City
Transportation system plan and their familiarity with the City. SRF also
completed the County's recently updated Transportation System plan. Dave
Montebello is the designated project manager and will provide his extensive
knowledge of working with MnDOT and Scott County. Dave is a well
respected engineer who has worked in the transportation industry for over 20
years.
The SRF proposal details exactly the tasks involved. SRF's proposal to
prepare the Comprehensive Transportation System Plan is at a cost not to
exceed $29,500.00. If authorized to move forward, SRF will complete the
Transportation System plan by mid-summer of 2004.
FINANCIAL IMPACT: The funding for the project will come from the Collector Street fund, since
the plan addresses the installation of new collector street facilities.
ALTERNATIVES:
There are two alternatives for the City Council to consider:
1. Approve a resolution which authorizes the City to enter into its standard
professional services contract with SRF Consulting Group, Inc. to
provide engineering services for the update of the City Comprehensive
Transportation System Plan for a fee not to exceed $29,500.00.
2. Deny this item for a specific reason and provide staff with direction.
RECOMMENDED
MOTION: Staff recommends adoption of Alternative No.1.
ACTION REQUIRED: dopt the Resolution stated above.

A RESOLUTION AUTHORIZING SRF CONSULTING GROUP, INC.
TO PROVIDE ENGINEERING SERVICES FOR THE UPDATE OF THE
COMPREHENSIVE TRANSPORTATION SYSTEM PLAN

WHEREAS,
The City is beginning the process of annexing about 3000 acres which will add a
significant number of people and vehicles on our roadways over the next 20
years, and;
The annexation process requires an updated Comprehensive Transportation
System Plan and;
Engineering services including traffic forecasting and extensive knowledge of
transportation systems are required for this project.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA that:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the City's standard
professional services contract with SRF Consulting Group, Inc. to provide engineering
services for the Comprehensive Transportation System Plan for a total fee not to exceed
$29,500.00.
3. The funding for the contract is to be drawn from the Collector Street Fund.

TRANSPORTATION PLAN UPDATE

Based on our phone conversation, we have prepared a work plan for updating Prior Lake's
Transportation Plan. This work is broken into two elements: one element provides a standard
update of the plan; the other element incorporates additional tasks including access guidelines
and collector infrastructure fee analysis. These elements are described below:
ELEMENT A: TRANSPORTATION PLAN UPDATE
1.
Update transportation forecasts from 2015 (previous plan) to 2030.
The forecasts would include a refinement of TAZ's and network in
new annexation area. City staff would provide assignments of
population, households and employment to zones.

Incorporation of new transit plan (plan has substantially changed
from previous report); the City is to provide information to SRF for
inclusion in the plan. The plan is to identify future transit needs in
terms of park-n-rides and/or route changes.
Conduct public/agency involvement process to identify issues, ensure
consistency of plans between jurisdictions, and to coordinate
projects, alignment and access issues (Assume one small-group
meeting with agencies and adjacent jurisdictions, one working
session with the City Council, and one open house meeting).

Review current and future functional classification system plans,
update future functional classification system where needed; develop
functional classification plan for new annexation area.

Manage project to maintain schedule and budget, and formulate final
deliverables; includes up to five project meetings with City staff to
discuss strategies, products and deliverables.

Prepare Draft and Final Report in a format consistent with the City's
current comprehensive plan. Plan to include discussion of
implementation strategies and funding. Other documentation
prepared as part of scope of work would be delivered to the City in
technical memorandum (e.g., collector fee information).

ELEMENTB: ADDITIONAL TASKS
Conduct assessment of collector system impact fee to determine
potential changes to the current fee structure. The City to provide
unit costs for improvements; SRF to assist in development of
methodology for calculating per acre or per unit infrastructure fee.
Review current corridor studies, document access-related decisions
and prepare set of access guidelines consistent with City and County
guidelines.

We propose to be reimbursed for our services on an hourly basis for the actual time expended.
Other direct project expenses, such as printing, supplies, reproduction, etc. would be reimbursed
at cost, and mileage would be reimbursed at the current allowable IRS rate for business miles.
Based on our scope of services and our understanding of the project, we estimate the cost of our
services to be $29,500, and we will not exceed this figure without your approval.
Invoices are submitted on a monthly basis for work performed during the previous month.
Payment is due within 30 days.
CHANGES IN SCOPE OF SERVICES
It is understood that if the scope or extent of work changes, the cost will be adjusted accordingly.
Before any out-of-scope work is initiated, however, we will submit a budget request for the new
work and will not begin work until we receive authorization from you.
