CITY COUNCIL AGENDA REPORT
MEETING DATE: AUGUST 26, 2013
AGENDA #: 5N
PREPARED BY: JANET RINGBERG, ACCOUNTING SPECIALIST
PRESENTED BY: FRANK BOYLES, CITY MANAGER
AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING A TEMPORARY
LIQUOR LICENSE EXTENSION FOR THE POINTE GRILL & BAR
DISCUSSION: Introduction
The purpose of this agenda item is to consider approval of a temporary liquor li-
cense extension for The Pointe Grill & Bar.
Current Circumstances
The Pointe Grill & Bar is planning a motorcycle exhibit in the parking lot of their
bar/restaurant on Saturday, September 7, 2013, from 11:00 AM until 8:00 PM.
They currently hold an on-sale intoxicating liquor license which allows them to sell
intoxicating liquor on the premises of 16691 Highway 13 South and the perma-
nently fenced area on the north side of the building.
For this event they plan to temporarily fence off a large area of the parking lot ad-
jacent to the north side of their building where the motorcycles will be displayed
and food and liquor will be sold. There will be one entrance to this fenced area to
allow motorcycles to be brought in for exhibit. A security guard will be at this en-
trance throughout the event. The extension of the liquor license will only be valid
for the fenced area of the parking lot on September 7, 2013.
The Pointe Grill & Bar is planning to have live music at this event with the bands
playing from the stage inside the building. Since they expect in excess of 50 peo-
ple at this event they will be securing an outdoor event permit. As part of that per-
mit they will notify any neighbors within 500 feet. The Pointe has also agreed that
the motorcycles on display will not be started and revved up in the interest of con-
trolling ambient noise. This of course will not affect those attending this event who
arrive by motorcycle.
Conclusion
The Prior Lake Police Department has completed an investigation of this applicant
to ensure that all requirements and issues concerning public safety and compli-
ance have been met.
FINANCIAL The Pointe Grill & Bar has paid a license fee of $25.00 for this event.
I M PACT:
ALTERNATIVES: 1. Approve the resolution authorizing a temporary liquor license extension for The
Pointe Grill & Bar. The outdoor event permit is staff approved.
2. Deny the license request.
RECOMMENDED Alternative #1.
