The ma�s of the Hwy 13 Access Plan availabie anline are great, but I found the symbols and legend
descriptions to be confusing. 1 consider myself to be able to read maps pretty well, so I suspect others are
finding it confusing, too. For example, most intersections appear to have a printed symbof that looks like the
Roundabout symbol from the map fegend, and then also have a hand-drawn symbol that I assume also ties to
the map fegend. I'm not sure if that means there are roundabouts with certain characteristics or if the printed
symbols merely were intersection markers and the hand-drawn syrrtbols are the whole story. I also am not
sure I fuily understand what the legend descriptions mean. Would it be possibie to add a simple list of the
intersections to the website with a brief description of the proposed access at each interseetion? If you use
brief phrases like "rlght in, right out", I'd advise a gfossary that explains those terms. Using that example, if
that term means "no left turn", I'd add that to the description.
I'm suggesting this because if the plans are acceptable to people and they understand them, they'll not need
to attend the meeting. If people are unsure what is happening or misinterpret the plans, you coufd end up
with a very, very large audience (possibly unjustifiably unhappy}, i'd recomrr►end publishing this list in the
paper, too. Or, at the very least indicate in the paper that the (ist has been added to the website.
In my own instance, my interpretation of the two intersections of Candy Cove Trai) is that one of two things
are happening:
1. Both intersectians will be roundabouts, or
2. Neither intersection will allow anyone in the Candy Co�e acfdition ta go north on Highway 13 without going
south and finding a place to loop around to head north.
Thanks for considering my suggestion for adding a narrative description of the proposal for each intersection.

My name is Steve Robertson and I live on 150th St SE about 1/2 mile west of Hwy 13. I have plans on Aug 15,
and caunot make the meeting or open house that day I l�ave seen the inap of Hwy 13 and cannot ta�ake out what
all tlie ma�'kings mean. I would be greatly in favor of having eifher a signal tig�rt ar a��ound-abaut at ISOth St
SE anc� Hwy l 3. Yoit cannot access Hwy 13 from 150fh St during rush hour. It is especially bad during the
school year when averyone ti•ies to get to the high school. Now with tl�e iiew Aspen Academy open, and the
opening of a new spanish emersion schQOI at Bethany Churcl�, the section of Hwy 13 from Rustic Rd to 150th
St is a fraffic nighttna�•e for people living in that area. I see thei•e zs a"no left furn" sign gouig south on Hwy 13
at Ziivan, however, many people turn left thez•e anyway.
I have been a proponent since 1975 that Hwy 13 sliould be at least 4lanes with turn lanes or round-abouts at
accesses to the hwy.
I can tell you with years of experience, that it is very fi•usfrating to access Hwy 13 during n�arning 1nd evening
rush hour fi•om 150th St on either side of tlze hv�ry. and even during non-rush hour times. Drivers take risks
driviug out in fi•ont of on-coining traffic because fhey are so tired of waiting for access. Please share m3�

suggestion for Segmenf 4 of HWY 13 access plan. Connect the end of Glendale Ave to Watersedge with small arch
bridge ( span of 200 feet ). This would relieve a11 of Oakland Beach. Maple 7rail, Rustic ... roads with access to 13 via
Boudin fraffic fight. Ali oak[and beach drivers would go Glendale Ave over a one way arch bridge ( similiar to others
around Prior Lake ) to Watersedge, right on Boudin to the light. Bridge could be one-way ( inexpensive ) because access
onto 13 is the problem, nof getting oif 13. Proximity to housing on this route is a(so non-factor for most homes. Boudin
runs atong a park, condos - a ways off the pavement in additian to the fact that weekdays 7 am - 9 am would be fhe only
fime traffic would be heavier on Glendaie - Watersedge - Boudin route. I'm working but will try to make the rneeting

Hi Mary thanks foryou're e.mail, I'd like to help on the committee if one is formed. I feel it's not a option
to not be able to make a left turn out of the area. I talked to some of our folks on the lake with Matt the
other night and they would like to be included on helping with this issue.
I got to thinking, I talked to a person who runs a business from his home, he makes left turns out of here
more than 3 or 4 ti mes a day, and I know Mary and I probably average at least 3 times a day. 5o if we have
to drive a mile or so to a light to go north it would be about 6 or more wasted miles a day, and figuring 300
days per year driving those miles would add 1800 " es or better of wasted gas and wear and tear on our
cars. and multiply that times the 7_ 0 or 80 homes in this area is a lot of wasted gas and time.
I know all the other points about safety, fire rescue police, and ambulance have been mentioned.
It would probably be a good idea to get a petition drawn up, and run around the area, I'll help run it
around so it is done and ready to give to the city if we feel the need for it. It would be best to turn it in at
a formal council meeting if we decide we need to use it.

You may remember me as I worked with Jerry Anderson at the Fed and we met regarding some issues when our hotne
was built 21 years ago. We have enjoyed our tirne here but the aver those years the access to HWY 13 has beconie
diFficult due to the traf€ic caused by the commercial deve(opment near the 42/13 intersection. We have had meetings
with the state and city in #he past but the problein has not been tixed. We cfo not quallfy for any type of traffic control
at the two in#ersectfons to HWY 13 because of low traffic volumes coming frorn our area.
E.ast night we wei�e shown a plan approved by the cities of Savage, Prior Lake, and the State of Minnesota which will
eiiminate direct access to our camrnunity from HWY 13 northbound and HWY 13 southbound. This situation will create
a safety issue (it will tal<e emergency vehicles longer), a property devaluat3on Issue (wt�o will want to buy a home in the
area when you can't access it directly etc), and an inconvenience issue (every time we want to go north an 13 (the
prec�om3nant direction we travely, we have ta go to the fish [ake itttersectian and make a U-Turn.
When I expressed my outrage at tast night's meeting, I was tolti that wfZen changes are rr�ade, there are trade-offs which
cause some to suffer. Those planning had na solution for our problem so we just need to live with the new plan.
Over the next few months, f plan on working with the people in our neighborl�ood ancl those in the 150` street
neighborhood to fight this pian. Since ti�ere is a potentiai for a signi€icant drap in the property value of our homes t wiil
be researching whether this has tlze potential for a cEass action suft.

There was recently an informal information gathering meeting at the Prior Lake City Hall put on by Bolton — Menk, which
discussed the 4-phase plan for Hwy 13. At this meeting we were shown a plan, which we were told, was approved by
the cities of Savage, Prior Lake, and the State of Minnesota that will eliminate direct access to our community from HWY
13 northbound and HWY 13 southbound. As a resident of the Rustic Road and Oakland Beach area I am disappointed in
the proposal, and in the way it is being handled by those in charge.
Hwy 13 has been discussed in the past, recently in 2007, by our various government constituents, with no resolution and
no set action. Now, out of the blue we are presented with a proposal that has "supposedly" been approved by these
same government groups. In addition, I now hear there is a workshop being held for the City Council to hear what was
addressed at this informal meeting on Monday August 26th. Forgive me for thinking that this is a conspiracy. Kind of a
pattern though.....the notice in the paper just pops up with no advanced warning, the open house is planned on a
summer Friday night when there is a good chance no one is around, and now a discussion just prior to one of the biggest
weekends in Minnesota. To me and my neighbors it feels like you do not want residents involved in the Hwy 13
solution. It doesn't add up to our government being CONCERNED.
I like many of my neighbors do read the Prior Lake American and do try to keep up with what is going around town, but
cannot always attend meetings do to family and kid activities. I must say this proposal clearly came out of left field.
Those of us in the Rustic Road, Oakland Beach and 150th neighborhoods feel we are getting trampled on by the city,
county and state. We believe those of us that are directly impacted by the Hwy 13 proposal should be and need to be
involved in the Hwy 13 solution.
We object to the current proposal that would eliminate direct access to our community from HWY 13 northbound and
HWY 13 southbound. We object to this current proposal for several reasons:
1.) Safety: This situation will create a safety issue, as it will take emergency vehicles longer to access our
neighborhood, whether coming or going. Time is of the essence when it comes to emergency needs for our property
(fire) and our person (medical).
2.) Home Devaluation: Once folks learn or see that they are prohibited certain access to and from the
neighborhood there will most likely be a property devaluation issue. This is not good for us as owners and would
certainly not be good tax wise for the city or county.

3.) Traffic Jams: Forcing people coming from the neighborhood to only make right turns out and then go a mile or
so down the road to then make a U-turn will more than likely create a slowdown in traffic and would also increase the
risk of traffic accidents in and around the U-turn area.
4.) More Safety and Inconvenience: Forcing U-turns at 150th or Fish Point Road will not only be an inconvenience
for those trying to get to and from our High School, Middle Schools, and the new Aspen School, it will also increase the
risk of traffic accidents, especially those involving our young and new found drivers.
5.) Increased stress and Road rage: This proposal also creates inconveniences for all trying to come and go from our
neighborhoods. While this may seem to be of little importance, an unnecessary inconvenience can lead to more stress,
increased road rage, and greater risk of accidents.
6.) Pollution issues: For residents as well as visitors, to have to travel an extra mile or so just to turn around and
head north every time they leave the area would create excess wear and tear on vehicles, utilize more gas, and create
more noise and air pollution. Take one person leaving the neighborhood 3 times in a day having to drive a mile or so to
a light to go north it would be about 6 or more wasted miles a day, and figuring 300 days per year driving those miles
would add 1,800 miles or better of wasted gas, wear and tear on the vehicles and increased air and noise pollution for
all neighbors. Then multiply that by the 70 or 80 homes in the Rustic Road area alone. Not to mention Oakland Beach
and 150th Street neighbors.
In addition to this proposal we were also informed that the state is thinking of increasing the speed limit to 50 miles per
hour. We strongly object to this due to safety issues for all traveling on Hwy 13 as well as those of us trying to get in and
out of our neighborhoods.
We the neighbors of Rustic Road, Oakland Beach and 150th Street ask that any and all solutions for Hwy 13 include the
involvement of not only the city, county and state officials but residents directly affected by this. We understand that
when the Boudin/Commerce/Hwy 13 traffic issue was addressed all parties worked together (city, county, state and
residents) to come up with a very workable and safe solution for all residents as well as visitors to our great community.
We ask for this same consideration. We as residents do have ideas for solving this traffic dilemma and we wish and
demand to be heard.
Thank you for taking the time to read this and we look forward to working with our government officials to find a
feasible, safe and efficient solution.

Mayor, and city council members, I realize that some of you are new to this highway 13 issue. I'm hopeful that you are
the type of elected officials that don't feel that since I'm elected I automatically know what's good for the people and
don't need to ask them how they feel on issues.
I live in the Oakland Beach, Rustic road area, and have talked to quite a few of my neighbors, and no one is happy that
you folks are even looking at the idea of taking the ability for us to make left turns to the North from our area, and
toying with the idea of raising the speed limit.
Losing the ability to make left turns from our area, are:
1. A safety issue - If we have to drive close to a mile up the road then make a u-turn to go North to get to out which
could slow down rescue equipment and as you know a few minutes can make the difference between life and death.
2. The extra mileage on our cars will really add up the cost of driving that extra couple miles and waiting for a left turn
arrow to make a u-turn.
3. It will probably cause more road problems than it will solve adding to the congestion, as people making the u-turn at
150th or Fish Point Rd, will be frustrated and probably push through the light even as the arrow is going to red. I
personally feel that adding a light to our area would help the traffic flow as it could be timed with a light on 150th.
The people of Prior Lake fought years ago to have the limit reduced to what it is today. Raising it would not only
increase accidents, but greatly increase road noise for the residents who live next to the road. I could give you many
examples where speeds are kept down through cities, take 35E through St. Paul for one.

Thank you for the apportunity #o provide comments regarding the Access Planning Study
on Highway 13 in the City of Priar Lake. This letter provides a formal summary of the
concepts discussed at the Project Team Meeting.
As you are aware, Highway 13 is a principal arterial which carries 15,OOd AADT. This is
an important roadway for MnDOT, Scott County, Prior Lake and neighboring
cities/counties. When evaluating access and intersectian control on principal arterials, our
goa! is to preserve the mability and safety of the corridor. One of the tools we use for our
mobi{ity and safety goals is our Access Management Guidelines, similar to what Scott
County would use for roadways under their jurisdiction.
Under the current parfnership study Prior Lake, Savage, Scott County, and MnDOT are
working together to take a closer look at the corridor to see if those Access Management
Guidelines should be applied differe�tly on Highway 13. The access at Anna/Franklin
Trail was a discussion area during the Prior Lake Dawntown South Study and again with
our current access planning study.
' The focus of this letter, as requested by yau, 9s to formalize MnDOT's position on a signal
at Anna/Franklin Trail. Adding a new signal at Anna/Franklin Trail would nat meet our
signal spacing or primary intersection spacing due to the existing signals at Dufuth Avenue
and CSAH 2�.
As MnDOT has mentianed, if the Duluth Avenue signal was removed and then placed at
Anna/Franklin Trail the Pleasant Sfreet Access would need modification (as well) due to
the intersection turn lanes being too closely spaced.
MnDOT would like #o work with the City and Scott Caunty in deueloping a"right sized
solution" for the intersection of Hwy 13 and CSAH 21. We believe fhat there is benefit in
keeping State Highway and County Road traffic on these roadways versus encouraging a
bypass of the State/County intersection to city streets such as Duluth or Anna/Franklin
Trail.

I was unable to attend the open house last week at Prior Lake. I do appreciate your company hosting it and I
have been in contact with a number of neighbors in regards to it.
Unfortunately, the combination of the newspaper, the website priorlake access and the open house has led to
lots of confusion and mis-information wether intended or not.
I have been advocating for HWY 13 since 2002, along with others from my neighborhood.
Our voices have gone unheard, our neighborhood has miserably been impacted by HWY 13 and the traffic
issues created by the sho�ping centers on 42/13, and more recently PRIOR LAKE HIGH SCHOOL, (as an
example to get out of Rustic Road or Oakland Beach on a left turn out, at Prior Lake High School let out around
2:45PM, with a big portion of that traffic exiting on HWY 13 from ZINRAN, all making left turns, it is at least
a 10 to 15 min wait for us, BUT wait there is more, now the new ASPEN ACADEMY off HWY13&ZINRAN,
they have large growth aspirations as well and have added many vehicle operations.
Your comments, sent to Denny Maas, I have read, they are of little value, HWY 13 has been dangerous for at
least the last 15 years and more traffic gets stuffed into it.
I have personally suffered someone slamming into my truck from the rear as I was attempting a left turn into
Rustic Road from Prior Lake, that accident totaled 2 vehicles, nearly killed the person that hit me and didn't do
me any good either. That accident was specifically caused by the design of the STATE OF MINNESOTA
highway 13 which allows flow traffic to pass on the right side, a practice that is still currently in effect, which is
extremely dangerous. In my situation I was shoved into the left hand lane an was just missed by a semi truck.
The proposal, plan or whatever the open house put forward is not adequate and does not address the issues.
I am working with other in my neighborhood that have urgent concern, we will look forward to an opportunity
to formally address these issues.

Gentlemen,
After reviewing the HWY 13 access plan information presented to the public I have
made the following points. I am hoping not to be dismissed and taken seriously.
1. The Highway 13 Access Plan is seriously flawed, 3/4 access intersections that
cause people to make left turns in directions that they don't want to go, to be
followed at some point by a U-TURN to get them going the correct direction, on a
dangerous highway that is bumper to bumper, most of the time traveling at speeds
over 45 mph is a ridiculous and extremely unsafe idea.
There is no evidence to show that potential detrimental effects have been
adequately identified or addressed with this plan. One such example is the
question of vehicle access into and out of neighborhoods.
2. Commuter traffic from the south out of Prior Lake in the morning and from the
north in the evening has always been a problem, Scout County has consistently
been one of the states top growing county's, why would anything but continued
traffic increase be planned for.
3.The shopping center at 42/13 has been a game changer, Hwy 13 is now an access
road to that shopping all day long, there is now pretty much a steady stream of traffic
that is accessing this area, that traffic grows in volume exponentially during the high
volume commute periods and evening shopping periods.
4. Relief roads that were expected to move some of these traffic issues don't appear
to have reduced HWY 13 traffic significantly. Hwy 13 leads to the shopping, it leads
to the north where people want to go. With a speed limit of 45 mph that has
creeped to more like 55 mph that is difficult to police, it is still very popular for
commuters and shoppers. The steady stream flow is making it nearly impossible at
times now to even access HWY 13 from Oakland Beach or Rustic Road in a timely
fashion.
5. The State of Minnesota appears to want, better flow and faster flow, how does that
benefit any of the residences along corridor? There is a conflict of citizen best
interest between commuter and shoppers and residents of this area attempting
normal access.
6. The State of Minnesota allows and promotes the use of right hand bypass lanes
at busy intersections along highway 13 that allows traffic that is in a 45mph flow
lane to change to the right lane at full on speed to bypass a stopped vehicle
attempting to turn LEFT, this is extremely dangerous, only 1 car at a time sees the
stopped car turning left, any inattention by subsequent drives can result in a
serious rear end crash, that has the potential of projecting the stopped car into on

coming traffic. Records show these has occurred.
7. A dedicated CENTER LANE only for turning, may be an option. That would make
HWY 13 a 3 lane system, 2 flow lanes and the middle DEDICATED TO TURN
ACCESS ON and OFF HWY 13. This perhaps with reduce speed limits would help
create a safer operation. THIS IS A WELL ACCEPTED IDEA IN MANY STATES
and CITIES THAT HAVE LIMITED BUDGETS.
8. Another game changer are the schools that are now heavily focussed in this area.
Prior Lake High School has hundreds of new drivers, some going west on 150th to
access HWY 13 South, (across extremely heavy traffic to turn left on a blind corner
coming from the right), some going down ZINRAN to access HWY 13 ( a right turn in
heavy traffic on a blind corner coming from the left). These are new drivers, they are
not focussed on driving, they are in big danger in this scenario.
9. Rustic road and Oakland Beach Ave are severely compromised as a result of all
the above. We have a very difficult and dangerous time accessing the highway. Your
proposal does not address these issues, your proposal if followed to the fullest
extent will eventually not allow left turn outs, this reality would now focus our entire
neighborhood to doing unsafe U-TURNs to gain access to the NORTH. The idea of
turning out of these neighborhoods on a right turn to go a number of miles down the
road to find a place to safely do a u turn to enable access to our normal events is
entirely unacceptable. Keep in mind that an extremely high percent of the residents
in this area of Oakland Beach and Rustic road are rarely if ever driving SOUTH into
Prior Lake....that is just the fact.
10. Highway 13 will never flow smoothly again. If that was a real and tangible goal,
why was a shopping center ever allowed to locate on 42/13. This shopping center
and the associated infrastructure is what has caused a"traffic flow issue", we
residents of Rustic Road and Oakland Beach were here first, we have been paying
taxes like everyone else, we are the ones that have not been give consideration.
11.The current proposal is extremely inadequate. Given the award winning
examples that the city of prior lake has been able to show case in it's pursuit of
"VISION 2030", this plan should actually be a down right embarrassment.
12. Other cities, example White Bear, have had similar issues, they have had to slow
traffic down with stop lights but their citizens have been afforded safe access.
13.PRIOR LAKE has some physical boundaries with regards to the LAKE itself, that
is a problem for sure, but you over come problems with creative outside the box
thinking, ex. VACATE HWY 13 for a county/city highway that has less restrictions

and can be formed into what is needed, ex. RE-ROUTE HWY 13 to a more proper
flow that is away from the city, ex. COUNTY/ STATE ROAD SWAP, swap portions
of 42 for 13.
14. Slowing HWY 13 further with stop lights and a slower speed (35mph) may
actually help support the idea of using the other bypass highways (the money has
been spent on these already). Commuters would tire of HWY 13 and be forced to
actually use the optional road ways.
15. We the citizens here in Oakland Beach / Rustic Road will be asked to pay for this
BAD PLAN in more taxes, we are not getting our money's worth, we are not getting
value.
16. You are TELLING a group of citizens here in Oakland Beach and Rustic Road
to make unrealistic sacrifices at the cost of our time, our home values, our
community investment, our safety and our very lives, all for the convenience
of commuters, shoppers, and the State of Minnesota traffic flow.
In conclusion our voices want to be heard, we want to become a part of this solution.

Prior Lake government and staff,
We are writing to express a great concern we have about the current plans for the Hwy 13 so called "corridor".
We have attached comments from others with whom we agree.
We will add a bit of a correction in that the distance from the Hwy 13 and Rustic Rd. intersection to the proposed Fish
Point Rd "U-turn"
is actually 1.3 miles.
Thus, in order to turn left onto Hwy 13 from Rustic Rd. a person would have to actually take
a 2.6 mi. "DETOUR" !
That means I have to drive 2.6 miles iust to cross the street!!!
We heard (at the Prior Lake open house) statements similar to "that our neighborhood won't experience a no left turn
out vet, or it will be a wait and see, or that there is no money in the budget, so don't worry about this". All such
statements are just so much "put off" language.
Please take seriously that the entire greater neighborhood has a great concern about all of this proposed corridor and
want to be included in all parts of planning and solutions!

We object to the current proposal that would eliminate direct access to our community from HWY 13
northbound and HWY 13 southbound. We object to this current proposal for several reasons:
1.) Safety: This situation wil► create a safety issue, as it will take emergency vehicles longer to
access our neighborhood, whether coming or going. Time is of the essence when it comes to
emergency needs for our property (fire) and our person (medical).
2.) Home Devaluation: Once folks learn or see that they are prohibited certain access to and from
the neighborhood there will most likely be a property devaluation issue. This is not good for us
as owners and would certainly not be good tax wise for the city or county.
3.) Traffic Jams: Forcing people coming from the neighborhood to only make right turns out and
then go a mile or so down the road to then make a U-turn will more than likely create a
sfowdown in traffic and would also increase the risk of traffic accidents in and around the U-turn
area.
4.) More Safety and Inconvenience: Forcing U-turns at 150` or Fish Point Road will not only be an
inconvenience for those trying to get to and from our High School, Middle Schools, and the new
Aspen School, it will also increase the risk of traffic accidents, especially those involving our
young and new found drivers.
5.) Increased stress and Road rage: This proposal also creates inconveniences for all trying to come
and go from our neighborhoods. While this may seem to be of little importance, an unnecessary
inconvenience can lead to more stress, increased road rage, and greater risk of accidents.
6.) Pollution issues: For residents as well as visitors, to have to travel an extra mile or so just to
turn around and head north every time they leave the area would create excess wear and tear
on vehicles, utilize more gas, and c�eate more noise and air pollution. Take one person leaving
the neighborhood 3 times in a day having to drive a mile or so to a light to go north it would be
about 6 or more wasted miles a day, and figuring 300 days per year driving those miles would
add 1,800 miles or better of wasted gas, wear and tear on the vehicles and increased air and
noise pollution for all neighbors. Then multiply that by the 70 or 80 homes in the Rustic Road
area alone. Not to mention Oakland Beach and 150` Street neighbors.
In addition to this proposal we were also informed that the state is thinking of increasing the speed limit
to 50 miles per hour. We strongly object to this due to safety issues for all traveling on Hwy 13 as well
as those of us trying to get in and out of our neighborhoods.
We the neighbors of Rustic Road, Oakland Beach and 150` Street ask that any and all solutions for Hwy
13 include the involvement of not only the city, county and state officials but residents directly affected
by this. We understand that when the Boudin/Commerce/Hwy 13 traffic issue was addressed all parties
worked together (city, county, state and residents) to come up with a very workable and safe solution
for ali residents as well as visitors to our great community. We ask for this same consideration. We as
residents do have ideas for solving this traffic dilemma and we wish and demand to be heard.

Bolton — Nknk, which discussed the 4-phase plan for Hwy 13. At this meeting we were shawn a plan,
which we were told, was approved by the cities of 5avage, Prior Lake, and the State af Minnesota that
will eliminate direct access to our tommunity from HWY 13 northbound and HWY i3 southbound. As a
resident ofthe Rustic Road and Oakland Beach area I am disappointed in the proposal, and in the way it
is being handkd by those h charge.
I have lived in P�ior lake for 32 years. Like many of my neighb�rs, I clo read the Prior Lake American and
try to keep up with what is going aroand town, but cannot always attend meetings. This proposal cleariy
came out of left ffetd.
Thosa of us in the Rustic Road, Dakland Beach and 150` neighborhoods feel we are getting trampled on
by the tity, county and state. W� belicwe those of us that are directly tmpatted by the Hwy 13 proposal
