1994 GOALS AND OBJECTIVES
FEBRUARY 22, 1994
At the January 21-22 Council/Staff workshop, the City Council formulated
the attached fifteen major Goals and Objectives for 1994. The Council
directed that these goals and objectives be placed on a future City
Council meeting agenda for further discussion. The Council also
indicated that it supports the implementation of the many other goals and
objectives which were provided as part of the workshop, and are also
attached.
Council should determine whether the list of fifteen goals is to their
satisfaction. It would also be helpful if the Council would prioritize the
fifteen goals and, where appropriate, establish a timeline for their
achievement.
Council should provide direction on the following:
1. Do the fifteen listed goals conform to the Council's desires?
2. What is the priorities for achievement of the goals?
3. What timeline should be followed in accomplishing each
goal?

Prepare a strategic plan to manage a protected growth
over the next five to ten years.
Develop a more aggressive business attraction program.

Personnel
1. Establish strategy which implements revisions in the Police Officer's
contract and general employee compensation system to address
longevity.
2. Establish goals for employees to assure they have direction for their
1993 work, and criteria against which their performance can be
measured as part of a revised performance evaluation system.
3. Have the Council adopt a policy regarding pay and benefits.
4. Solicit employee input on non-bargaining related issues such as
employee recognition, etc.
5. Proceed with implementation of steps needed to comply with ADA
in personnel programs, public facilities and employee safety.
Police
1. Update emergency preparedness plan.
2. Continue cooperative working relationships with the Indian
community.
3. Continue DARE program and other crime prevention initiatives.
4. Provide aggressive traffic enforcement on hazardous roadways.
5. Present a report to the City Council showing department activities
on a monthly basis.
6. Provide an analysis of using Police cars on an 18 month cycle.
Planning
1. Adopt revised Sign Ordinance.
2. Prepare draft 2010 Comprehensive Plan, solicit public input and
submit to the Metropolitan Council in October.

3. Propose sidewalk policy.
4. Receive DNR approval of Shoreland Management Ordinance.
5. Monitor implementation of 1994 Planning Commission Work Plan.
Community
1. Encourage staff representation on each of the major CIVIC
organizations within the community. (Optimists, Rotary, VFW, Lions,
Knights of Columbus, etc.)
2. Review orderly annexation agreements. Recommend change as
appropriate.
Indian Community
1. Calculate fees in lieu for 1993 and arrange for payment as set forth
in the agreement.
2. Work with Indian Community to assure completion of and financing
for County Road 83 improvements.
3. Explore ways of wOrking with the Indian Community to maximize
the benefit of the recreation center.
4. Identify ways in which Prior Lake and the Dakota Community can
work to promote ourselves and each other.
Transit
1. Monitor High Speed Bus Proposal. Assure that service will benefit
Prior Lake without jeopardizing the Opt-out Program and its funding
source.
Transportation
1. Encourage County adherence to their Capital Improvement Plans,
especially: County Road 42 and County Road 21.
2. Continue to monitor paving of County Road 18 ramps and
improvement of County Road 18 to four lanes from County Road 16
to County Road 42.
Economic Development
1. Sell a second parcel for building construction in the Office Park.
2. Establish and monitor 1994 Work Plan for Economic Development
Committee.
3. Complete six month performance evaluation of economic

development services from Advance Resources.
6. Establish and monitor 1994 Work Plan for Planning Commission.
Public Works
1. Complete 1994 C.I.P. street and utility projects with minimal
resident complaints and within anticipated expenditures.
2. Enforce erosion control and shoreland ordinances in an appropriate
fashion.
3. Provide Council with periodic reports on the status of improvement
projects for City and County.
4. Update Engineering Guidelines and Water Quality Guidelines.
Relationships with Other Agencies
1. Initiate annual meetings between City Council and other elected
officials (city councils, county, school district and watershed) as
appropriate. All such meetings should have an agenda and
encourage elected official participation rather than staff
presentations.
Parks and Recreation
1. Update trail and parks element of Comprehensive Plan.
2. Construct Sand Point Beach improvements and other park
improvement projects authorized for 1994.
3. Update Community Service catalog and seek funding from at least
two parties.
4. Establish and monitor completion of 1994 Work Plan of Parks
Advisory Committee.
5. Provide a periodic activity report to the City Council on department
activities.
6. Evaluate and recommend changes to Park Dedication Policy as
appropriate.
7. Expand Adopt-A-Park Program to include additional groups.
Building
1. Implement computerized permit information system.
2. Conduct complete and timely inspections of new and remodelled
facilities.

3. Supervise annual Fall Cleanup Programs.
4. Conduct miscellaneous Inspections on a compliant basis.
5. Provide periodic report to the Council on department activities.
6. Work with engineering to implement sump pumplinterconnect
prevention program.
Business Retention
1. Continue program for weekly staff visits to community businesses.
Professional Services
1. Complete performance evaluation of City Attorney.
Fire Department
Provide Ambulance Study recommendations for City Council
direction and implement accordingly.
Revise department personnel and equipment based upon services
rendered.

Continue to work closely with Dakota Community to establish plans
for dealing with hazards which might occur at Mystic Lake or other
community sites.
Monitor timely completion of new fire station project.
Establish or update a replacement schedule for mobile equipment.
Adopt a long-range plan for building construction, refurbishing or
replacement.
Complete the 1995-1999 Capital Improvement Program.
Develop the 1995 Budget in a fashion which provides for employee
input at the start and Council monitoring throughout the process.
Review and revise Special Assessment Policy as necessary to
assure it is defensible and equitable.
Annually review City license and permit fees to assure that they
recapture City costs.
Propose establishment of reserve accounts to assist the City in
financing needed projects.

8. Establish a regular report by department that Identifies activity
levels.
1. Continue to improve direction and monitoring of advisory bodies.
2. Maintain effective on-going communication and team interaction
(written, oral and in person) with City staff.
3. Minimize procrastination.
4. Continue to find ways to expedite responsibilities while assuring
appropriate public and staff input.
5. Conduct performance evaluation of City Manager in a complete
fashion in March.
6. Revise and update Bylaws for advisory bodies.
Public Relations
Monitor and report on effectiveness of consolidated Wavelength.
Consider conducting town meetings to facilitate better
communication with City residents.
Host at least one public event at the new fire station.
Consider Open House of City facilities.
Consider advertising in newsletter to defray part of the cost.
Assure effective use of voice mail by staff and Council.
