CONSENT AGENDA #: 4 (g) PREPARED BY: RALPH TESCHNER FINANCE DIRECTOR SUBJECT: CONSIDER DOG IMPOUNDENT FEE STRUCTURE DATE: MARCH 21, 1994 INTRODUCTION: BACKGROUND: DISCUSSION: The purpose for this agenda item is for the City Council to review the City's established fee structure associated with boarding fees and redemption charges for dogs that are picked up by animal patrol. During the Council's annual review of the City's fee schedule on January 3, 1994, discussion came up regarding if such animal control fees are adequate and in line with what other communities charge. As a result of this discussion, Council directed staff to prepare a comparative city survey. Attached to your agenda report is an excerpt on impoundment fees taken from the most recent Association of Metropolitan Municipalities Municipal License and Permit Survey conducted by the AMM in June of 1993. In the majority of cases the impoundment fee consists of two parts; a fine and a daily boarding fee. The highlighted amounts in yellow represent the fine according to 1st, 2nd and 3rd offense with the boarding fee in blue. It appears that Prior Lake's 1st and 2nd offense fines are a little on the light side comparatively speaking and would support an increase to the $25/50 tier while leaving the third offense at $100.00. With respect to the daily boarding fee, our charge of $7.50 is very close to the overall average. However, it could be increased to $10.00 in an effort to recover a greater portion of our $700.oo/month service contract cost with Robert McAllister. Our current 1994 budget cost for animal control is $8,830 with projected offsetting fines/fees revenue of $3,000. The above referenced proposed increases should generate approximately an additional $2,400 which would increase our cost recovery from 33% to nearly 60% of expenses. Overall, it is important that the fees are set at a reasonable amount to encourage the owner to recover his pet as opposed to creating a financial obligation whereby the animal remains unclaimed and thereby must be destroyed. ALTERNATIVES: The following alternatives are available to the City Council: 1. Approve an increase in the 1 st/2nd offense tier from $10/25 to $25.00/$50.00 plus a license charge for those unlicensed pickups and increase the daily boarding fee from $7.50 to $10.00 per day. 2. ReaffIrm the current fee structure as is. 3. Approve a different fine/fee amount as agreed upon per Council consensus. RECOMMENDATION: Staff would recommend that the Council approve Alternative #1 and incorporate these changes into the City of Prior Lake 1994 Fee Schedule effective immediately. ACTION REQUIRED: A motion as part of the consent agenda to approve an increase in the 1st offense fine to $25.00, an increase in the 2nd offense fine to $50.00 and increase the daily boarding fee to $10.00.
