Sprint Site Number: MS14XC833 Site Name: Prior Lake Water Tank BSI Project WI 1086 Dear Mr. Hutchins: Badger State Inspection (BSI) has reviewed the revised November 26, 2012 Sprint structural assessment on the Tower Street water tower (Sprint Site MS14XC833) provided by Michael L. Owens P.E. (Minnesota P.E. License No. 44052) of SSC. BSI had requested and SSC has provided the structural calculations that validate the November 26 SSC structural review letter. Sprint provided the analysis that specified that Sprint will be utilizing the existing Sprint mounts on the tower leg at 80'AGL for the antennas and the RRU's on the exterior. BSI agrees with the engineering analysis that the impact on the Tower Street water tower as a result of the additional loading of the new Sprint antennas and new equipment for both the intermediate and final configuration will be negligible. Therefore we recommend the City of Prior Lake, Minnesota accept the structural analysis for the Sprint upgrade on the Tower Street water tower. Sprint Site Number: MS14XC833 Site Name: Prior Lake Water Tank BSI Project WI 1086 Dear Mr. Hutchins: Badger State Inspection (BSI) has completed the final review of the Sprint (Rev 3) drawings dated March 21, 2013 for the above referenced antenna upgrade on the Tower Street water tower. We find that the drawings represent an installation that is acceptable to BSI. Unless the City has additional outstanding requirements, BSI recommends the City of Prior Lake approve the drawings as submitted. A preconstruction conference with Sprint representatives, their contractor and subcontractor(s), the City of Prior Lake, and BSI can be scheduled to discuss the construction. It should be relayed to the contractor that BSI will be inspecting the welding, surface preparation, and coating during this project (including shop coating). The weight of the antennas and RRUs will be insignificant when compared to the gravity loads carried by the water tower. The additional loads imparted to the water tower by the proposed antennas will create less than a 5% increase in stresses. Per the IBC code section 3403 the structure will be adequate for the proposed loads. The existing frames will also be adequate to support the wind imparted by the proposed antennas. Assuming that the existing structure is built per all applicable codes and adequately supports the existing loads it is the opinion of SSC that the existing structure will be adequate to support the proposed interim and final Sprint installation. Sprint Site Number: MS14XC833 Site Name: Prior Lake Water Tank BSI Project WI 1086 Dear Mr. Hutchins: Thank you for providing BSI with the opportunity to assist the City of Prior Lake with this Sprint Antenna upgrade. It appears that this installation will take place in three separate phases. The first phase consists of Sprint adding the new equipment which consists of (1) MMBS BBU cabinet, (1) MMBS battery cabinet, (3) new panel antennas, (6) RRU's, (1) GPS antenna, (3) Hybrid cables, (1) Microwave cable ( ?) and associated hardware. Phase two consists of having the new equipment and existing equipment on the tower during the interim migration and phase three, Sprint will return and remove existing panel antennas and associated cabinets that are not needed after the upgrade is completed and is running properly. BSI has reviewed the January 21, 2013 drawings provided by Sprint regarding the proposed antenna installation and we offer the following observations and recommendations to forward to Sprint: 1. In general the drawings lack detail, please provide an overall site drawing that includes both the RAD centers and the azimuths of Sprint's antennas. The drawings should also include the RAD centers and azimuths of all other providers on the tower. The City is also requesting a site layout that includes the locations of all providers' equipment buildings, the distance from the tower and the underground cables to the tower base. 2. Drawing T -1 in the Site information column: Please add the following under Owner's Contact: Jacob Theisen Maintenance Manager City of Prior Lake 4646 Dakota Street SE 1 Prior Lake, MN 55372 (952) 447-9899 3. Drawing T -1 Project Description Column: Please remove the (1) MW coax \cable note. There was no reference either a microwave dish or coax cable in any of the drawings. 4. Drawing T -1: BSI recommends the City of Prior Lake not accept any version of the drawings until a certified structural report is included with the plans. It appears that Black & Veatch is responsible for the plans. BSI recommends that the final drawings be stamped and signed by a Professional Engineer registered in the State of Minnesota. 5. The drawings should include an additional section titled As- Builts Plans and should read as follows: At the completion of the installation, T- Mobile shall be responsible for providing the City with a set of final as -built drawings. It is the contractor's responsibility to document and report any changes made during construction so the work is accurately shown on the as- built plans. 6. Drawing GN -2 under Structural Steel Notes Replace Item Number 6 with the Following: "All field modifications shall be surface prepared and painted using the painting instructions ". 7. Drawing A -1 Site plan: Please include an "Enlarged Site Plan" and "Site Elevation Plan" that includes and clearly identifies all of the other carriers' equipment locations and antennas. The plan should also include the azimuths and RAD centers of all the antennas on the tower. Indicate the location of the existing route coax cables from the Sprint lease area to the water tower. The plan should also include the Sprint underground utilities (Power, Telco and Fiber). 8. Drawing A -3 Tower Elevation and Coax Detail A: Please indicate whether or not the proposed hybrid cables will be routed through Sprint's existing underground PVC pipes. 9. Drawing A -3 Tower Elevation and Coax Detail C: Please add a frontal view of the antenna mounting frame, Include the water tower leg. Show the proposed location of the new antennas and RRU's. The city would like the RRU's hidden behind the antennas and near the tower leg to minimize their view from the ground. Please add welded end caps on the antenna mounting pipes. Show the height of the mounting pipe and the height of the antennas. 10. Drawing A -5 Equipment Details, Detail (B ?): Please provide details of the size and attachment methods for the proposed Hybrid Break Out enclosure. If the cylinders are too large, they may also need to be installed inside the tower. 11. Drawing A -7 Equipment Details, Detail A: Please provide the actual depth required for the utility trench. 12. Drawings A -6, RF -1, RF -2, E -1, E -2, E -3, E -4, G -1 G -2, G -3, and S -1 are all outside BSI's areas of expertise and were not reviewed. If desired, BSI recommends that you have the City electrical engineer review the electrical and ground drawings. 2 13. Painting Instructions: Sprint should be responsible for performing spot coating repairs to areas damaged by the new antenna installation and after antenna removal. Add the following painting instructions to the drawings under General Notes: a. Painting of all new items and repair of all damaged areas of the tower will be required. Surface preparation and painting requirements are as follows: • Under the direction of the Engineer, spot repair the tank and tower surfaces where the coating has been damaged by structural repairs and modifications using SSPC -SP -10 Near White Metal Blast Clean. This work includes all new items and at other areas damaged by structural repairs or modifications. Feather edges of existing coating, at spot blasted areas, using SSPC -SP -3 Power Tool Cleaning methods. b. Before any primer or coating is applied, metal surfaces shall be completely dry, dust free, inspected, and approved by the Engineer. c. No coating shall be permitted when the relative humidity is expected to exceed 85% or temperature is expected to drop below 40 degrees within 8 hours after the application of the coating. Proceed with surface preparation and coating application only when air and surface temperatures are above the manufacturer's recommended minimum surface temperature and below 100 degrees F, and surface temperature is at least 5 degrees above wet bulb air temperature reading. Coating shall not be applied to dusty, wet, or damp surfaces and shall not be applied in rain, snow, fog, or mist. If working conditions are questionable, the Engineer shall make the decision and the Contractor shall accept the Engineer's interpretation as final and binding. d. Prime coat must be applied within 8 hours of abrasive blasting. e. Apply by brush one (1) additional coat of primer to insure a uniform coat of primer thoroughly worked into and around all seams, welds, bolt assemblies, plate overlap seams, and other irregularities in the surface. f. Antennas, exterior coax cables, and exterior jumper cables to be painted to match existing tank color. All items attached directly to the tank, such as mounting brackets and supports, should be painted to match existing tank coating system and color. Cables may require scarification prior to coating. g. Exposed coaxial cables: Solvent wipe all exposed cables prior to priming with the recommended solvent. Prime the cables and jumper cables with 2 coats of X -I -M Coax Cable Binder & Sealer (Product No. 1138). Manufacturer's phone number is (800) 262- 8469. After priming, apply one finish coat to the cables as directed by the engineer. h. If galvanized materials used, the galvanized surfaces must be solvent wiped and brush - blasted prior to coating. j. Specifications apply to both shop and field coating. k. Exterior surface spot repair and re- coating: 3 i. Spot blast the interior area of the tank at locations damaged during installation of antenna support brackets and penetrations through tower, to an SSPC -SP -10 Near White Metal Blast. Feather edges of existing coating, at spot blasted areas, using SSPC -SP -3 Power Tool Cleaning methods. ii. Spot prime and finish coat repaired areas as specified by manufacturer. The coating system shall match the existing coating system on the tower. The exterior primer shall be TNEMEC Series 90 -1K97 Aromatic Polyurethane, Zinc Rich Primer 2.0 - 3.5 mils DFT. The DFT of the primer at any individual spot measurement location shall be 3.0 mils minimum. Intermediate coat shall be TNEMEC Series N140, at 4.0 — 6.0 mils DFT. The DFT of the primer plus intermediate coat at any individual spot measurement location shall be 5.0 mils minimum. Exterior finish coat shall be TNEMEC Series 1075 at 2.0 — 4.0 mils DFT. The total dry film thickness including the primer and the finish coat shall be 8.0 mils minimum — 13.5 mils with an average of 11.0 mils DFT. The minimum dry film thickness of the coating at any individual spot location shall be 8.0 mils. Contractor to verify the color on the tower. It is believed to match TNEMEC coating color 03 BL Falling Blue. iii. Exterior coating shall be by brush and roller only. 1. Antennal panel painting instructions: • Hand scarify with 120 grit sand paper • Solvent wipe the antennas with Denatured alcohol • Prime with Sherwin Williams Pro -Cryl primer at 2.0 -4.- mils DFT • Finish coat with Sherwin Williams Sher -Cryl high performance Acrylic at 2.0- 4.0 mils DFT • Color to match the existing color on the tower (03BL Falling Blue) 14. It should be noted on the drawings that there will be anticipated coating repairs required after phase 3 is completed (removal of the existing antennas and hardware). Sprint will be responsible for making the repairs as pointed out by the City Engineer or consultant. 15. It should be noted that nothing installed should interfere with normal operation or use of the tower. 16. Identifying labels need to be added to the Sprint equipment on the tower. Please provide a label on the door of the equipment building to clearly identify Sprints contact information. Also identify Sprint's coax cables at grade level prior where they exit the underground PCV. And to the back side of the antenna panels. This will help the owner identify Sprint's equipment and contact information if there becomes an issue with the equipment. Information on the label on the equipment door should include but is not limited to the following: a. Owner b. Site Number c. Site name d. Contact name and contact information(Corporate and Local) The information for the antenna panels and coax cables mat simply read "Sprint" 4 17. The City of Prior Lake, if not already completed, should also determine and communicate to Sprint the procedure that must be followed when reconditioning of the tower is required. BSI recommends that Sprint temporarily remove all antennas, cables and associated equipment to protect them from damage during such reconditioning. Abrasive blasting can easily damage cables and antennas. Sprint should respond with a either a response letter or balloons to the drawings indicating the changes to the drawings. This will assist in a timely second review. These recommendations should be incorporated into the construction drawings and an updated copy provided for our review, in addition to the one provided to the City of Prior Lake. Following final review and approval, a preconstruction conference with Sprint, their contractor and subcontractor(s), the City of Prior Lake, and BSI should be scheduled to discuss the construction. Prior to construction, the contractor should provide welder's qualification certificates for our review. It should be relayed to the contractor that BSI will be inspecting the welding, surface preparation, and coating during this project (including any shop coating). These inspections are hold points and it is the contractor's responsibility to contact BSI to schedule all field and shop inspections.
