HomeMy WebLinkAbout8C - Lift Station #3 Upgrade I I , AGENDA NUMBER: PREPARED BY: SUBJECT: DA TE: 8C BRUCE LONEY, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF LIFT STATION #3 UPGRADE MARCH 21,1994 INTRODUCTION: Lift Station No. 3 is located off of Franklin Trail in the Brooksville Hills 5th Addition and was built in 1971 to serve the Brooksville Hills area. The Cardinal Ridge subdivision is also to be served by this lift station. The lift station is close to capacity currently and needs to be upgraded to handle the increased sewage flow generated by Cardinal Ridge. This Agenda Item is for Council to consider approval of upgrading Lift Station No.3 and to authorize the City's engineering consultant, MSA Consulting Engineers to perform the design and construction engineering of this project. BACKGROUND: Lift Station No.3 has an existing capacity of 180 gallons per minute and was constructed in 1971. Calculations show that with the addition of Cardinal Ridge 2nd Addition, the lift station will be over capacity and it is necessary to increase the capacity. A sewer study was done by City Staff for this area in 1988 which indicated an upgrade of the lift station is necessary once the area east of Brooksville Hills develops. With the fInal plat approval of Cardinal Ridge 2nd Addition on the Council Agenda, the time to increase the pumping capacity of the lift station is this year. Enclosed with the Council Agenda Report is a copy of the engineering services proposal from MSA Consulting Engineers on the design and construction engineering of $5,500.00 A preliminary cost estimate of the construction is $37,500.00. The construction items include replacing both pumps in the lift station. Since the construction cost is estimated to be over $25,000.00, an advertisement for bids and public bid opening is required. Staff would bring plans back to Council in the future for approval and for establishing a bid opening. Construction would be done this year pending Council authorization. The appropriate funding source is Trunk Reserve fund. An additional benefit is that the controls and pumps have served their useful life and this would provide for a new lift station. RECOMMENDATION: Staff recommends that the Lift Station upgrade project be approved and that MSA Consulting Engineers be authorized to design and oversee the construction for this project. Authorization for payment of this project from the City's Trunk Reserve Fund is recommended as well. FINANCIAL IMPACT: This amount will be paid from the Trunk Reserve Fund and a sufficient fund balance exists to cover this expenditure. ACTION REQUIRED: Make a motion upgrading of Lift Station No.3, to authorize MSA Consulting Engineers for the design and construction up to $5,500.00 and to authorize payment of this project out of the City's Trunk Reserve Fund. .~ ..- ~.~ ,',. The lift station was constructed in 1971 to serve the Brooksville Hills Addition(s). The existing capacity of the lift station is approximately 180 gallons per minute (gpm). The Cardinal Ridge Subdivision will also be served by Lift Station No.3. Calculations show that the first phase of the Cardinal Ridge Subdivision will utilize all the remaining reserve capacity of the lift station. Now that the second phase of Cardinal Ridge is under construction, it is necessary to increase the capacity of the lift station. Wastewater flow calculations indicate that the capacity of the lift station should be increased to 400 gpm. Increasing the capacity of Lift Station No. 3 will require replacement of the pumps and motors, control panel, and discharge piping internal to the wet well. Mr. Bruce Loney March 14, 1994 Page Two MSA, Consulting Engineers will prepare plans and specifications for the project, administer the bidding process, attend the bid opening, monitor construction, prepare pay estimates and change orders, conduct a final inspection, and prepare record drawings. MSA will invoice for the project in accordance with the number of hours worked and our hourly rate schedule. MSA will not invoice for direct expenses with the exception of subconsultants (electrical engineering). Subconsultant expenses will be invoiced at MSA's cost. The maximum billing for this project, including subconsultants, will not exceed $5,500. MSA is pleased to be of service to the City of Prior Lake and would be happy to continue our relationship with the City by completing this project.
