Histo On August 26, the City Council approved the Capital Improvement Plan for 2014-2018. As a part of that plan, the City must begin the process for 2014 projects. On September 9, 2013, an agenda item will come before the City Council authorizing the preparation of the Feasibility Report for the 2014 Improve- ment Projects. The Feasibility Reports will address street reconstruction and utility improvements on Rolling Oaks Circle, Maplewood Street, Maple Lane, Mushtown Road, and Panama Avenue. In anticipation of these projects the City of Prior Lake must perform survey- ing and soil analysis for them. Current Circumstances With approvals tonight, the Engineering Department will soon begin the preparation of the Feasibility Report for the 2014 Improvement Projects. The surveying and geotechnical exploration will provide the details neces- sary to provide the information for the report. Surveying Staff has requested proposals from four firms for design survey. They in- clude: Bolton & Menk, MFRA, Probe Engineering, and WSB & Associates. Each of these firms has previously completed work for the City of Prior Lake. WSB & Associates $8,044.00 Bolton & Menk $27,800.00 Two proposals were received and were each analyzed. City staff is rec- ommending that WSB & Associates be selected to perform the 2014 design survey for the City of Prior Lake. WSB is currently performed the construc- tion staking and surveying for County Road 12 and Sunset Avenue. Staff believes this is the reason for the lower price. Geotechnical Exploration Staff has requested proposals from three firms for geotechnical exploration. They include: American Engineering Testing, Braun Intertec, and Element Materials Technology. Each of these firms has previously completed work for the City of Prior Lake. Element recently per- formed the construction testing on the 2013 reconstruction project. Conclusion The City has worked with WSB and Element Materials Testing on previous projects and is comfortable with the proposals provided. City Staff recom- mends that WSB and Element Materials Technology be selected for pro- ' fessional service support for the 2014 Improvement Projects. ISSUES: Surveying services for a project of this size are beyond the scope of what the City can provide in house with limited personnel and equipment. The City does not have the expertise or equipment to complete the geo- technical services in-house. FINANCIAL IM- The surveying and geotechnical exploration will be funded through the PACT: Construction Fund separately for the Rolling Oaks Circle project, Maple- wood Street project, and the Maple, Mushtown, and Panama Avenue pro- jects. Geotechnical exploration will also be funded through the Construc- tion Fund for the Carriage Hills Parkway and Crest Avenue rehabilitation project. ALTERNATIVES: The alternatives are as follows: 1. Approve two resolutions (1) Awarding the City's Standardized Contract for Professional Services with WSB for the 2014 Improvement Projects Design Survey (2) Awarding the City's Standardized Contract for Pro- fessional Services with Element Materials Technology for the 2014 Im- provement Projects Design Geotechnical Services. 2. Deny this item for a specific reason and provide Staff with direction. 3. Defer this item until a specific date in the future. The Mayor and City Manager are authorizetl to execute the City's Standardized Professional Services Agreement with WSB & Associates for a not to exceed amount of $8,044.00. 3.
