CONSIDER AWARD OF BID FOR FIRE STATION #1

Bids were received on Tuesday, March 29, 1994 at 2:00 p.m. for
the construction of Fire Station #1 which was authorized by a $2.1
million bond referendum in November of last year. The City Council
should adopt the attached resolution awarding bid to the lowest
responsible bidder as recommended below.
Specifications were sent to over 50 potential bidders for the
construction of a 17,600 square foot fire station. A total of nine
general contractors submitted proposals. The architects estimate
of the base bid amount was $1,550,000. Actual base bids ranged
from a Iow of $1,470,000 submitted by Kratochvil Construction to a
high of $1,625,000 submitted by Del's Construction Company.
Eight bid alternate items were included in the specifications. They
included: the epoxy .flooring, pressure washer for vehicles, partition
for the training room, vinyl wall covering, ceiling paint in the vehicle
bay area, display cabinet, substitution of shingles for metal roof,
and the installation of a permanent exterior sign. Bids were very
competitive for the alternatives identified.
The Iow bid was submitted in the amount of $1,518,760 by
Kratochvil Construction Company. This bid assumes the
acceptance of alternates one through six and eight. The alternate
for asphaltic shingles would be rejected and the metal roof would
be included as originally designed. Attached is a bid tabulation
recorded at the bid opening. The range between the first and
second Iow bidder is a mere $12,000 showing that competition for
this construction was intense. David Kroos of Boarman, Kroos,
Pfister, Rudin and Associates has checked six references on the
apparent Iow bidder. The attached letter confirms positive reports
from the reference checks and recommends award to Kratochvil
Construction.
When the Council authorized the solicitation of bids there was a
question of whether or not there was sufficient project budget to
obtain the alternatives desired by the Fire Department. The bid
amount allows the city to include all alternatives desired both by the

department and the city and still be about $40,000 below the
budgeted construction estimates. Budgeted separately were
building furniture and equipment ($75,000), radio and phone
system ($15,000), and audio visual equipment ($30,000). Since it
is possible that these items may exceed the budgeted allocation, I
believe that tonight's action should be limited to award of bid.
The Council should also provide direction on the waiver of permit
fees. The Council at their March 7 meeting entertained waiver of:
-- Permit fee $4,739.50
-- Plan Review Fee 3,080.67
-- Park Support Fee 4,550.00
$12,370.17
I recommend waiver of these fees with the understanding that the
partition wall ($6,700) be paid for through the project budget, as
well as the reinstallation of the sound system (estimated at $4,400
to $6,000). Under this scenario both the Fire Department and City
benefit from the lower than expected bids. I believe that the Fire
Department Building Committee concurs with this recommendation.
The Council has the following altematives:
Authorize the award of bid and waiver offers for Fire
Station #1 to Kratochvil Construction Company in the
amount of $1,518,760 as provided in the attached
resolution.

with said company for the construction of Fire Station #1.
