Subject: Adoption of Business Zones
Date: APRIL4, 1994
INTRODUCTION: During several workshops Council reached a consensus on
the need to increase our emphasis on future business and commercial
opportunities.
At our last workshop of Febma~ 28. Council reviewed and consented to support a
proposal to provide a greater diversi .ty of site uses to meet the demands of
prospective businesses wishing to relocate to Prior Lake.
RECOMMENDATION: At our last council meeting on March 21, Council
retained Mr. Blair Tremere as our consultant for commercial uses in our city. In
conjunction with his services, I recommend Council's support to request his
additional services to prepare the language and text within 60 days, to implement
multiple business zones for review to adopt in our Zoning Ordinance from the tex~
discussed in our previous workshop.
Text of proposed Business Zoning;
Propose new multi-zone designations tbr our business opportunities based upon
topography, densi%', location, business D'pes and needs, architectural standards,
landscaping criteria as tbllows;
B-l:
A - Similar to I.,imited Business (B-I) currently in ordinance.
B - Similar to Community.' Business (B-2) currently in ordinance.
C - Similar to General Business (B-3) currently in ordinance.
B-2: Corporate Business. Business opportunities providing the highest standards
of architectural and landscaping design standards, with the intention of attracting
and providing for the needs of Corporate Headquarters offices; Low-density site
utilization, designed to work with and enhance the existing areas of rolling to steep
topography, wooded areas, water features, wetlands, steep slopes, and other
complex site characteristics.

B-3: Prolbssional Business. Business opportunities providing high-moderate
standards of architectural and landscaping design standards, with the intention of
attracting and providing for the needs of Professional and Business offices with
greater site amenities than B4: Low to medium density' site utilization, designed
to xvork with and enhance existing areas of rolling hills to flat topography, some
~vooded areas, xvater features, xvetlands, and other moderate site characteristics.
13-4: 1-1, Business Park Standards currently in ordinance.
B-5: Business Park whose clients desire uses requiring standards that are less
restrictive than current I-1 Standard's structural and material requirements, less
screening and more outdoor storage permitted uses. Light Industrial (I-2) currently
in ordinance could become a part of this zone designation.
