HomeMy WebLinkAbout7A - Prior South Street Project AGENDA NUMBER: PREPARED BY: SUBjECT: DATE: INTRODUCTION: BACKGROUND: DISCUSSION: 7A BRUCE LONEY, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF RESOLUTION 94-30, AWARDING BID FOR PROJECT 94-01 (PRIOR SOUTH STREET IMPROVEMENTS) AND AUTHORIZE MSA CONSULTING ENGINEERS TO PERFORM CONSTRUCTION ENGINEERING SERVICES JULY 5, 1994 The purpose of this Agenda item is to accept or reject the bids received and to enter into a contract for the construction of Project 94-01. Resolution 94-30 has been prepared for Council action on the award of bid. Also this Agenda item is for Council to consider authorizing MSA Consulting Engineers to perfOlm the construction engineering services on this project. On May 2, 1994, the City Council approved the Adveltisement for Bids for the improvement of the following streets: 1. Brunswick Avenue from Franklin Trail to Lyons Avenue. 2. Dublin Road from Brunswick Avenue to Lyons Avenue. 3. Erin Circle from Dublin Road to end terminus. 4. Lyons Avenue from Franklin Trail to Brunswick Avenue. A bid opening on June 2, 1994, at 10:15 A.M. was held in the Council Chambers, and the results are shown on Resolution 94-30. Resolution 94-30 shows that Valley Paving, Inc. from Shakopee, Minnesota is the low responsible bidder. The low base bid including alternate bid is $435,577.16. The Engineer's Estimate was $434,615.38 for this project. The base bid is for the reconstruction of streets including the repair of storm sewers and correcting drainage problems within the Prior South area. An alternate bid has been included for the dredging of Blind Lake by a stonn sewer outlet. This work was scheduled in the Storm Water Quality Budget for this year. The altemate bid amount was $9,300.00 as compared to staffs estimate of $11,538.00 to do the work. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372-1714 / Ph. If the project bid is awarded, the construction engineering services need to be authorized by Council. The construction engineering work will be done on an hourly basis with a cost not to exceed $40,000.00 without further authorization. The construction engineering cost is approximately 9% of the estimated construction cost. ALTERNATIVES: The following is a list of the alternatives: 1. Approve Resolution 94-30 awarding the contract for Project 94-01 to the lowest responsible bidder for the Base Bid and Alternate Bid amount. Approve a motion authorizing MSA Consulting Engineers to perform construction engineering services for Project 94-01. 2. Do not approve Resolution 94-30 for specific reasons. 3. Table this item for specific reasons. RECOMMENDATION: The recommendation is to award the bid to Valley Paving, Inc. for the base bid and alternate bid items if Council approves the Public Hearing, and adopts the assessment roll for the Prior South street improvement project. FINANCIAL IMPACT: Project 94-01 will be paid for by Special Assessments against the benefitting properties, Ad Valorem Tax Levy and Storm Water Quality Funds. ACTION REQUIRED: Make a motion to approve or deny Resolution 94-30. Make a motion to authorize MSA Consulting Engineers to perform construction engineering services on Project 94-01 at a cost not to exceed $40,000.00 wi out further authorization. AGE? A.ENG 2.
