Such a request must be submitted to the City Council prior to preliminary plat public hearing. If the Council agrees, the final and preliminary plats may be reviewed contemporaneously, provided the developer submits a written request to the Council prior to the preliminary plat hearing." Attached is a letter dated May 25, 1994 from Scott Clements, representing David Carlson Companies. The letter requests that the City Council consolidate the preliminary and final plat review into a single action. Sterling South at the Wilds is an 88 unit townhome plat. The legal description of the site is Outlot P, the Wilds and consisting of 21 acres. The town homes and features are similar to Sterling North with values between $199,000 and $400,000. The townhomes are to be served by private roads. The City Council previously authorized the consolidation of preliminary and final plat consideration for the eighteen unit Sterling North addition. Sterling South is considerably larger both in acres and number of units. However, since the style of the units is identical to that proposed for Sterling North, and the topography of this area does not suggest any unique challenges, there do not appear to be any problems with the Council concurrently considering the preliminary and final plat. The key staff issue is assuring plat materials are submitted in a timely fashion in order that the platting documents can be reviewed thoroughly to minimize contingencies. Council has the following alternatives: 1. Deny the request and consider the preliminary and final plat separately. 2. Approve the request. 3. The staff review will occur as quickly as possible within the Development Review Committee timelines. (I think we worked with just about everyone on the Sterling North subdivision, and the cooperation was terrific!) We are now proceeding with the above-referenced property, and, per Subdivision Ordinance 87-10, Section 6-3-3(B)4, would like to request that the City Council consolidate the preliminary and final plat review into a single action at our hearing, when scheduled. I would also like to "re-open" discussions on the permitting of a twinbome model on the Sterling South site. This had been agreed to last winter, and now the season and time is upon us. Our interest is, of course, to get started as soon as possible, and we would like to explore the ability to proceed prior to final approvals on the plat, etc. I'm sure that more detail is necessary for review by yourself, Horst Graser, and Gary Staber, but we just wanted to get the item on your schedule. Please include this consolidation request on the appropriate City Council agenda, and feel free to contact me if you need any additional information.
