INTRODUCTION:
Prior Lake Lions Sand Point Beach Park has been scheduled for
parking lot paving in the 1994 Capital Improvement Program. As
part of this project, staff was directed to research funding sources
as an alternative to funding this project from the CIP. The cost of
this project is estimated to be $75,000.
BACKGROUND:
Staff has contacted the Prior Lake Lion's Club to make a proposal
to them regarding the funding of this project. Since the Lion's
have made substantial contributions to Sand Point Beach in the
past, this paving project would put the "finishing touches" on the
park.
DISCUSSION:
Staff made the proposal to the Lion's Club at the meeting in May.
The Lion's Club suggested that a written proposal be submitted by
staff for the June Board meeting. Staff did prepare a written
proposal (attached) and delivered it to Lion's President Gordon
Affield prior to the June Board meeting. At the June meeting of
the gambling committee, the Board recommended to the
membership that this item be tabled for funher study for two
reasons:
1. This is a substantial committment on the pan of the Lion's club
at this time with so much uncenainty in terms of pull tab
revenues in the future, and
2. The Lion's Club requested that the City check on the
availability of State and Federal Grants for such projects so
that there may be only a matching portion of the project
cost that they would have to fund.
On Thursday, June 16. the membership will vote on the
committee's recommendation. Staff believes that the membership
will approve the request by the Board to table the issue for funher
study. The bottom line is that the City should not rely on any
Lion's Club contribution for this project in 1994.
ALTERNATIVES:
The alternatives available to the City Council are as follows:

1. Delete the Lions Sand Point Beach parking lot paving project
from the 1994 General Obligation Improvement Bond
Issue;
2. Include partial funding of the project in the bond issue (perhaps
50%) in hopes that the Lion's Club or some other funding
source can be identified within the three year time limit for
usage of bond funds;
3. Include the full $75,000 project cost for paving in the $800,000
General Obligation Improvement Bond issue.
Staff would recommend that full project funding be included in the
issuance of the General Obligation Improvement Bonds for 1994.
In the past, the Council has stated its desire to improve the parking
lots in the community parks with curb and gutter. Last year, The
Pond was Completed with Sand Point Beach scheduled for 1994,
and Lakefront Park scheduled for 1995. Paving of community
parks parking surfaces is consistent with City ordinance
requirements and the preliminary strategic visions we have
discussed for the community. Staff would recommend that the city
bond for the project because even if the Lion's Club decides to
support the project in the future, they would spread their
contribution over a number of years.

Dear Lion Affield:
On behalf of the City of Prior Lake, I have been directed to solicit funding
from the Prior Lake Lion's Club for the paving of parking lot area at Prior Lake
Lions/Sand Point Beach Park. As you are aware, this project is the final Capital
Project necessary at the park to finish all of the improvements.
The City is requesting funding for the parking lot at a cost not to exceed
$75,000. This will provide concrete curb and gutter and blacktop surfacing of the
entire parking lot and turn around area. By paving this area, we will be able to
remove, permanently, all of the post and cable that is currently in place that is not
only an eyesore but a liability as well.
Lion Gordy, I would like to have you carry this request to the committee at
their meeting on June 6, at 6:30 p.m. so that the membership can act on this
request at the monthly meeting on June 16.
Thank you for your assistance on this matter and I hope that the members
are using their passes for Lion's/Sand Point Beach.
