HomeMy WebLinkAbout6A - Board of Review/Arnoldi AGENDA #: PREPARED BY: SUBJECT: DATE: BACKGROUND: DISCUSSION: ISSUES: RECOMMENDATION: AGNREVWRT STAFF AGENDA REPORT 6A FRANK BOYLES, CITY MANAGER 1994 BOARD OF REVIEW MAY 16,1994 Under Minnesota statutes the City Council acts as the Board of Review each year to consider resident concerns about the valuation which is placed on their property by the County Assessor as of January 2. This evening, the Council will be acting as Board of Review for this purpose. County Assessor, Leroy Arnoldi, has conducted assessments of properties within the City of Prior Lake in accordance with state statute. As a result of his work he has prepared the attached memorandum to local boards of review which summarizes his findings. The Council, acting as the Board of Review, should listen to questions and concerns raised by residents about the value which has been placed upon their property as of January 2, 1994. Mr. Arnoldi will attempt to immediately respond to questions which do not require significant additional research. In some cases it will be necessary for Mr. Arnoldi to research the question and return to the Council when the Board of Review is reopened on June 6. The local Board of Review is the first of numerous opportunities afforded to taxpayers to appeal the value of their property as of January 2, 1994. In order to proceed to the next step, the property owner must perfect their appeal at the previous step. To perfect the appeal, the person must send a letter documenting their concerns or address their concerns in person to their local Board of Review. The only issue in question is whether or not the valuation of the property is accurate when compared with other like properties as of January 2, 1994. The amount of property taxes is a separate matter which is considered as part of the budget hearing and truth in taxation process. The Council should provide Mr. Arnoldi the opportunity to make a presentation with respect to assessment trends this year. The public should then be allowed to present their concerns with respect to this year's valuation. Questions which cannot be answered this evening should be referred to Mr. Arnoldi for further research. A report will be presented to the City Council prior to reopening the hearing on June 6 if necessary. After everyone has been heard, the Council should continue the Board of Review until June 6, 1994 at 8:00 p.m. If all questions have been answered satisfactorily, or if there are no concerns expressed, then the Board of Review could be adjourned. -1- 4629 Dakota St. S.E., Prior Lake, Minnesota 55372-1714 / Ph.
