If plans are approved by the Council, then adoption of Resolution 94-38 is In order to authorize the Advertisement for Bids on the project. BACKGROUND: On March 15, 1993, the Council adopted Resolution #93-13 ordering the preparation of plans and specifications for several 1993 projects, including the Carriage Hills Parkway street improvement project. MSA Consulting Engineers have prepared the plans and specitications for Council approval. If Council approves the plans, the next step would be to authorize an Advertisement for Bids by approving Resolution #94-38. Carriage Hills Parkway is a designated street collector on the City's Municipal State Aid system and on the City's current Comprehensive Plan. The project proposes to construct an urban two lane divided roadway with tree p1antings in the center median and boulevards. The Parks Department will install the tree plantings. The City is completing eminent domain proceedings to acquire the necessary right of way to construct the roadway. A court date for August 11. 1994. has been scheduled to detem1ine public need. Staff is proposing to acquire the necessary property by using the Quick Take condemnation method in which the City can use the property 90 days after public need is detem1ined by the court. The earliest that construction work could begin would be November 11, 1994. Since this project is on the City's Municipal State Aid system, the vast majority of the project will be funded with MSA dollars. Non MSA items will be paid for by Ad Valorem Tax Levy which has been bonded for in the 1993 project bond issue. The City's annual MSA allocation is based upon two factors. Fifty (50) percent is based upon population and fifty (50) percent on the City's needs to construct the balance of the MSA system. The an10unt of the City's balance as of September 1. 1994, is subtracted from the City's needs in detem1ining the needs apportionment. By having a contract awarded by August 15, 1994, by the City Council. and a report of State Aid contract into the State Aid office by September 1, 1994, Prior Lake will have a net gain of approximately $14,000.00 in its 1995 apportionment. 4629 Dakota 51. 5,E., Prior Lake, Minnesota 55372-1714 / Ph. The Engineer's Estimate for the project's construction cost is $530,000.00, with the total project cost including right of way acquisition, and engineering costs estimated to be $630,000.00. Most of the project cost will be financed with MSA funds with an estimated amount of $60,000.00 for the non participating MSA items which is to be recovered by ad valorem tax levy. Staff will present the plans and specifications at the July 18; 1994, Council meeting and they are available for viewing in the Engineering Department. RECOMMENDATION: Approval of Resolution #94-38 would be appropriate subject to Council direction. ALTERNATIVES: The alternatives are as follows: 1. Approve the Plans and Specifications and approve Resolution #94-38 ordering an Advertisement for Bid with a bid opening for August 15, 1994 at 10:00 A.M. 2, Table this iteIl). for a specific reason. 3. Deny the project at this time. FINANCIAL IMPACT: The cost of Project #93-02 will be recovered through Municipal State Aid funds and Ad Valorem Tax Levy which has been included in the 1993 construction bond issue. ACTION REQUIRED: Make a motion to approve Resolution #94-38. ...\- Cjt-f3Q .1 93027C.ENG I i I ~ "RS9438" RESOLUTION 94-38 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON CARRIAGE HILLS PARKWAY (PROJECT 93-02) MOTION BY: SECONDED BY: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that pursuant to Resolution 93-16 which the City Council approved on March 15, 1993, the City Engineer and the City's Engineering Consultant, MSA Consulting Engineers, has prepared plans and specifications for the street improvement project on Carriage Hills Parkway (formerly known as CalTiage Hill Road) from CSAH 21 to Pike Lake Trail by the constrUction of grading, sanitary sewer, watermain, storm sewer, aggregate base, concrete curb and gutter, bituminous smfacing, sidewalk, landscaping, and appurtenant work; WHEREAS, 1. Such plans and specifications, a copy of which is attached hereto and made a part of hereof, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the ConsUl.lction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, shall state that bids will be opened, and that all bids will be received by the City until 10:00 A.M. on August 15, 1994, at which time they will be publicly opened in the Council Chambers of City Hall by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake for five (5) percent of the amount of such bid. 3.
