To consider payment for the existing colored stamped concrete medians and landscaping for CSAH 42 from the Harbor to Crest Avenue. 2. To consider authorization and payment for installing colored stamped concrete medians at the intersection of CSAH 18/Crest Avenue and CSAH 42. 3. To discuss the merits of a urban versus rural design for CSAH 42 from Crest Avenue to County Road 83. BACKGROUND: On June 7, 1993, the City Council approved the plans for the construction of CSAH 42 from Ferndale Avenue to Harbor Place. This work included the intersection of CSAH 18/Crest Avenue and CSAH 42. At the same meeting, the Cooperative Agreement for the project was approved by the City. The Cooperative Agreement provides a detailed breakdown of costs to be paid by the City and Scott County. DISCUSSION: The three issues are: 1. Consider payment for the existing colored stamped medians on CSAH 42 from The Harbor to Crest Avenue. In September the City of Savage approved a Cooperative Agreement with Scott County which included the installation of stamped concrete medians and landscaping on CSAH 42, The County has indicated that the Cooperative Agreement included the City of Savage paying for the special medians and plantings. County representatives indicate that any cost shaling for this work was to be accomplished through a separate agreement between Prior Lake and Savage. The Public Works Director was contacted by the City of Savage in the fall to determine if the City had interest in a stamped concrete 4629 Dakota St. S.E., Prior Lake, Minnesota 55372-1714 / Ph. The Public Works Director indicated that a plan should be provided with a cost breakdown for the City to consider this further. No commitment was made for funding the special medians. This information was not provided by Savage, and construction of the medians commenced this summer. The cost of the special medians and plantings installed from The Harbor to Crest Avenue is $168,000. The City of Savage has indicated that they are willing to pay $74,500 towards their share of the cost of the existing special medians. Discussion with the City of Savage and Scott County have been to request the City to consider payment of $93,500 towards its share of the cost of the special medians, The County's position is that they have a Cooperative Agreement which requires Savage to pay all the cost if the City of Prior Lake does not participate. 2. Consider authorization and payment from installing colored stamped concrete medians at CSAH I8/Crest Avenue and CSAH 42 intersection. The City obtained a copy of the plan for the improvements which were being made and determined that median improvements were not included for the intersection of CSAH 18/Crest Avenue and CSAH 42. The County was contacted to determine the cost to add stamped concrete for this intersection, and the cost is $52,000. The attached drawing shows the proposed improvement for the intersection. 3. Merits of urban versus rural design for CSAH 42 from Crest Avenue to County Road 83. City Manager Boyles and Public Works Director Anderson met with Commissioner Dick Underfcrth and County Engineer Brad Larson to discuss the merits of CSAH 42 being an urban section from CSAH 18 to County Road 83. The urban section on the long range would fit better with long term development. The County has sufficient right of way to construct a rural section with a thirty four (34) foot wide depressed median to CSAH 21. This section provides for the upgrading of CSAH 42 with double left turn lanes in the future at intersections where needed. The location of intersections will be driven by the ultimate development of the area, By using a rural section, the intersection and turn lanes can be constructed at a later date to accommodate development at a substantially less cost than with an urban section. Scott County is proposing that CSAH 42 be upgraded in 1996 to CSAH 21 and to County Road 83 in 1997. These improvements are much needed and County funding is marginal to accomplish this. The additional City cost to go to an urban section from CSAH 18 to CSAH 21 is approximately $625,000 more than a rural section. ($1.1 million if special colored and stamped medians are used,) The County's position is that with limited funding, the County cannot justify the additional expense and resulting delay in the improvements. Pal!e 2 ISSUES: The existing special median provides an intrinsic value and sense of place, The improvements are very attractive and are an amenity to the City. The dollar value of this beyond actual construction costs is hard to measure. The City should have been approached to participate in the cost of the improvements at the time of the preparation of the Cooperative Agreement. The City could have elected to participate and incorporated the appropriate cost into the bond issue which funded the City's portion of the cost of the CSAH 42 project. The fact of the matter is we did not. The City has no legal obligation to pay for the existing medians; however, the City does benefit from the improvements since the majority of the existing improvements are within our corporate limits. The Construction Fund does not have funds to underwrite the $93,500 and/or the $52,000 without eliminating funding for another project. The one project which has not been constructed is the CSAH 21 project to the east City limits. The bonding did include $100,000 for lighting and $60,000 for landscaping. The plans for CSAH 21 have not been completed. The Council will ultimately approve the inclusion or exclusion of lighting and landscaping. The City Council did discuss at the time of the feasibility study whether or not lighting should be continued to the east City limits. The existing lighting on CSAH 21 does go to Fish Point Road which is the entrance to the Business Office Park. The Council could discuss this again if they desired. The amount of landscaping could be reduced or installed by the Parks Department to reduce the cost. Another source of funding would be to use an off system expenditure from the Municipal State Aid fund. The cost of the existing special medians and the medians for the intersection of CSAH 18/Crest Avenue and CSAH 42 could be paid by Municipal State Aid funds. While this appears to be an easy source of funding the CIP needs to be considered. Constructing the projects programmed for 1994 and the balance of the proposed CIP would leave a balance of approximately $200,000 in the Municipal State Aid fund, The Municipal State Aid projects from 1994 through 1999 total a projected amount of $2,958,000 of which the $200,000 represents about 6% of the total expenditures. Considering the projected costs are not based upon an engineer's estimate the 6% is not an unreasonable amount. The unknown question is will development and City projects be completed within the context of the CIP. Other option's are to defer projects from the CIP or pay for the improvements from the 1994 contingency account. ALTERNATIVES: Because there are three issues under consideration, there are numerous options. They are: l. Existing CSAH 42 Medians - a. Make no payment b. Pay the requested $93,500 or some lesser amount Pa2"e 3 T yo' T .." RECOMMENDATION: ACTION REQUIRED: AG718A,ENG from the construction fund, Municipal State Aid, or contingency fund, Payments could be spread over a number of years recognizing that we have not programmed these costs into our bonding. 2. CSAH 18/CSAH 42 Intersection - a. Approve completion with standard medians. b. Approve stamped colored medians and a funding source for the additional $52,000 cost. 3. Urban versus Rural Design from CSAH 18 to CSAH 83- a. Approve an urban section recognizing that City costs will increase well over $1 million. b, Approve rural section to assure that the basic road improvements are accomplished in a timely manner and encourage final urban improvements as development occurs along this corridor. There is no question that the City benefits from the roadway improvements. Nor is there any question that the City of Savage and/or Scott County should have obtained Prior Lake commitment. Any payment the City authorizes should be drawn from a combination of Municipal State Aid funds and from money not expended by not installing lighting or landscaping on CSAH 21. To promote a sense of completion and continuity at this important intersection, staff recommends that we pay the $52,000 for stamped colored median at Crest Avenue and CSAH 42 intersection. This will provide an opportunity for this median style to be continued at some point in the future, if desired. The County has indicated that they would be willing to wait until 1995 for payment. The segment of County Road 42 between CSAH 18 and County Road 83 should be constructed in rural design. We should continue to encourage the completion of these road improvements in a timely manner, especially given the shift of completion date from 1995 to 1996 for the segment from CSAH 21 to Crest Avenue.
