Residential 34 129,307.00 23 137,918.56 212 2, Ind ustrial 2 69,800,00 3 51,600.00 12 & Commercial 3, Mechanical 35 129,785.00 24 80,198.00 270 Permits TOTAL 95 3,870,489,62 64 2,096,674,15 671 AGENDA #: PREPARED BY: SUBJECT: DATE: BACKGROUND: DISCUSSION: ISSUES: STAFF AGENDA REPORT (f) BONNIE CARLSON, ASSISTANT CITY MANAGER SEPTEMBER 19, 1994 CONSIDER APPROVAL OF RESOLUTION 94-56 SUPPORTING THE CITY OF PRIOR LAKE'S PAY EQUITY IMPLEMENTATION REPORT The State Legislature passed the Local Government Pay Equity Act in 1984, As a result all local units of government were required to implement pay equity systems and to submit Pay Equity reports as of January 31, 1992, Subsequently, each local governmental unit is required to submit current Pay Equity reports once every three years, Recently, I discovered a letter dated November 22, 1993, stating that the City of Prior Lake's Pay Equity Implementation report was due January 31, 1994, Upon consulting with Faith Zwemke, Pay Equity Coordinator for the State Department of Employee Relations, I was informed that because we are submitting the report after the deadline we would automatically be issued a letter stating we were not in compliance with the Pay Equity Act, and that we would be required to submit an updated report indicating our current pay schedules as of June 30, 1994. She suggested that I complete the report now using pay rates and schedules as of June 30, 1994 instead of December 31, 1993 in order to expedite the review process, The attached report reflects the pay schedules as of June 30, 1994, including the salaries established by the recently approved AFSCME contract. I have used the Department of Employee Relations software to evaluate our data, It appears that the City of Prior Lake Pay Equity Implementation report is in compliance with the Pay Equity Act. One issue that may impact our future compliance is the fact that this plan reflects 1993 salary ranges and rates for the Patrol Officers and Police Sergeants, If the arbitrator's award for the Patrol Officers is on the generous side, we may be out of compliance when our next report is due in 1997, At this point, I believe we are now in compliance, and I suggest that we continue to monitor our compliance on an annual basis so that we can address any potential noncompliance before the 1997 report is submitted, -1- 4629 Dakota 51. 5.E" Prior Lake, Minnesota 55372-1714 / Ph.
