SUMMARY REPORT
SEPTEMBER 19,1994
As part of the Goals and Objectives of the Park Advisory
Committee, staff will be presenting a Summary Report for each of
the seasonal programs as they are concluded throughout the year.
This particular report is intended as a summary of the 1994
Summer Programs for the Parks Advisory Committee and the City
Council to review and comment.
The Summer Recreation Program Summary Report is broken down
into the following four areas:

As each program is evaluated, decisions can be made by staff as to
what needs to be improved, what went well, what the program
made financially, and what the program cost to run. By doing this,
staff is able to ascertain when an event is no longer popular by
checking these statistics from season to season and from year to
year.
This item has been prepared for review and discussion by the PAC
and the City Council. At the PAC meeting on Monday, September
12, the PAC reviewed the Summary Report, held a discussion on
the different programs, then voted to accept the Summary Report
and recommended that the Summary Report be submitted to the
City Council for their review.
A brief presentation will be made to the council on the summary
report for the 1994 summer activities. Any questions can be
answered after the presentation.

Park.
The program gives kids the opportunity to partIcIpate in daily
supervised recreational activities that take place, in most cases, within
walking distance from their own homes. The registration fee, which
is only $20.00 for residents ($25.00 for non-residents), covers arts and
crafts, games, sports, stories, arid plenty of fun! Each child also
receives a Parks and Recreation Department T-Shirt and Water Bottle.
This years "color" for the summer, as mentioned earlier, was green.
Seven weekly special events were also offered to those who registered
for the summer playground program. Three of the events were free
and the other four had an additional fee the participants had to pay.
The first event was the Blast Off Picnic which was held on
Wednesday, June 15th from 12:30 - 2:30 p.m. at Memorial Park. This
annual event is held to kick off the summer and get the kids excited
about the summer playground program. The highlight of the day was
the free picnic lunch and the free concert performed by "Bob the
Beachcomber. "
Another annual event, the Penny Carnival, was held the following
Friday, June 24th from 11:30 a.m. - 2:30 p.m. This event was also held
at Memorial Park. The carnival was attended by over 200 children
who had the chance to try their hand at the following games: duck
pond, sponge toss, cookie walk, face painting, and a spook house.
There were also hot dogs, chips, orange drink, and plenty of candy
available for purchase.
The third special event, which is always a favorite of the kids, was a
trip downtown to the Metrodome for an afternoon Twins Game.
Ninety-six kids attended the game on Thursday, June 30th, which was
also "Parks and Recreation Day" at the dome. The Twins won the
game, so the bus ride home in traffic was a little more enjoyable.
Cleary Lake Park was the destination for the fourth special event of
the summer. A Bike Hike to Cleary Lake from Memorial Park was
attended by eighty-five kids. Both trips, there and back, are fully
escorted by the Police Department for extra safety. Once the group
arrived at Cleary Lake, a picnic lunch was cooked and served to all of
the participants. After lunch numerous games and activities were
enjoyed before the bike trip home. This particular day (Friday, July
8th) was unseasonably cool and rainy, but the kids still had a great
time.
On Friday, July 15th, 109 children took the bus to Beaver Mountain
Waterslide & Golf for the fifth special event of the summer. The trip
included two and a half hours of unlimited water sliding and miniature
golf.
The Prior Lake Fire and Rescue Safety Camp was the sixth special
event and one of the most popular. The site of the event was Lions
Sand Point Beach. The safety camp was held on Friday, July 22nd
from 8:00 a.m. - 4:00 p.m. 150 kids participated in the day long event
that consisted of nine stations. The kids were divided up into groups
and rotated between all nine stations. The day concluded with a rescue
helicopter landing in the middle of the park.
The summer playground program concluded on Wednesday, July
27th, with a trip to the Shakopee Pool. Ninety-four children enjoyed a
beautiful eighty degree day of water fun. The pool has a waterslide
and also a snack bar and a volleyball court for those who chose not to
swim the entire time.
Overall, the summer playground program was a success. There was a
lot of positive feedback from the participants and their parents. Each
year the program continues to grow and expand with the added
growth to Prior Lake. Therefore, after each summer, the program is
evaluated to make sure that an enjoyable, well rounded, "fun to come
to" program is offered the following summer.
Three other youth activities were offered this summer after the
playground program was completed. Each program ran for a week
and took place during the day. The first two programs were week long
Day Camp sessions offered at Cleary Lake Park. These camps were
also conducted by the summer leaders. The highlight for the week is
the overnight camp out. The weather cooperated for the most part,
with the second week overnight getting a little cool. Both of these
week long camps were filled to capacity, with fifty kids attending each
week.
The last youth activity offered was a week of Theater Camp held at
the Prior Lake High School. Twenty boys and girls participated in the
camp which was run by an instructor from the Steppingstone Theater
Group of St. Paul. This was the second year of the camp, and it once
again filled to the limit.
D. Tennis Lessons
Tennis lessons were held this year during the morning and also in the
evening to try and accommodate many busy summer schedules. The

lessons are taught by two very experienced instructors who have
worked together for several summers. This summer there were
sixty-six children who participated in the morning lessons and 23
adults & children who chose to attend the evening lessons. The
lessons are very popular during the summer and the fall seasons. Two
classes are being offered during the evening hours in the fall.
E. Adult Activities
Along with the evening tennis lessons, three day trips were offered to
the adults of Prior Lake. However, only one of the programs had
enough people sign up to make the trip possible. During the summer
months a lot of the adults who usually participate in parks and
recreation trips choose to stay home and spend time with their kids or
grandchildren. However, it is still important to offer the trips in case
there is enough interest.
The trip that was successful was a trip to Taylors Falls for a scenic
boat tour of the St. Croix river followed by a lunch at a local
restaurant. The weather was perfect, sunny and low 80's, and the
meal was enjoyable as well. Forty adults attended the trip which was
relatively long, lasting from 9:30 a.m. - 4:00 p.m.
F. Dance Activities
Along with the usual tumbling and pre-dance classes that are offered
each season, five additional classes were added to the list. They
included: "Summer Fun With Lisa," "Funky Jazz," "Ballet For
Children," "Teen Jazz," and "Teen Ballet." All in all, sixty-nine boys
and girls participated in the dance programs offered for the summer
months.
These classes were open to boys and girls between the ages of three
and seventeen. The summer classes not only allow the tots to
participate, but also the dancers who participate in the progressive
dance program that runs from September through May.
III. Summer Seasonal Staff
The seasonal staff for the summer of 1994 did an exceptional job
throughout the course of the summer. There were a total of 16
individuals involved with the above mentioned programs for kids.
They included: a playground director, tot lot supervisor, twelve
playground leaders, and two tennis instructors.
Twelve of the sixteen seasonal employeeswere college students or
older, while the other four are going to be college freshman this fall.
The individuals who are hired to work as summer leaders are all
trained before the summer to ensure that the expectations and
requirements of the position are made clear. The majority of the
leaders are studying elementary education, child development, or
something to do with interacting with people. The experience is good
for them, as they try to gain experience for future careers in their
chosen field.

The information contained on the following page shows the financial
details of the programs offered by the Parks and Recreation
Department for the summer of 1994. The report lists: the name of the
program, number of participants, income received, expenses paid, the
profit 1 loss figure, and the overall totals for each category.
There were roughly 2,349 participants who took part in the summer
activities listed in this report. The total profit / loss breakdown for the
programs show a 29.1 % profit margin.

Prior Lake's Annual Community Celebration is scheduled this
year for Saturday, August 6th. Once again the festival will
include a multi-unit parade, a bass fishing contest, Hot Shot
basketball, a dog show, children's activities, food, beverages,
and much much more!! Almost all of the activities take place
on or near the city hall grounds. Bring the family and enjoy the
day!
Along with all of the above mentioned activities, this year's
PRIOR LAKE OPEN GOLF TOURNAMENT will be held on
Friday, August 5th, at Lone Pine Country Club. Watch for
more information about this event in the Prior Lake American
Newspaper.

COMMUNITY BEACH PARTY
Round up the family and join the Parks and Recreation
Department at Sand Point Beach for a delightful Saturday of
summer fun! "Bob the Beachcomber" will perform a FREE
forty-five minute concert at 11:15 A.M. This fast-paced, fun-
filled show is loaded with entertainment for the entire family.
After the concert, enjoy exciting games and contests. There will
also be helium balloons for the kids!! DON'T MISS OUT ON

YOUTH SAFETY CAMP
A free one day safety camp for youths will be offered on
Friday, July 22nd at Lions Sand Point Beach from 10:00 a.m. -
4:00 p.m. The Prior Lake Volunteer Fire Department will run
the program which includes sessions on fire prevention, water
safety, auto & bike safety, and much much more. This event is
offered as a "Special Event" in the Summer Playground
Program.
A limited number of spaces are available for this safety
camp. Although it is free, pre-registration is required.
Please see page six of this brochure for more information on
the Summer Playground Program.

The Value of Volunteers
The City of Prior Lake Parks and Recreation Department offers
many programs to the residents of the community. Each of
these programs requires sufficient supervision, which at times
can be quite expensive.
One way to counteract the t';.xpense is to use volunteers to
supervise some of the recreation programs. This can help the
City of Prior Lake Parks and Recreation Department expand on
its existing programs and look into the possibilities of
implementing new initiatives and new programs without the
added supervision expenses that go along with it.
The Parks and Recreation Department offers programs for
people of all ages for all seasons. There is always a need for
qualified volunteers to help with the programs. Some of the
tasks that could be carried out by volunteers include: trip
chaperons, program assistants, and summer playground and/or
tot lot helpers.
Proper training and guidance is provided to each volunteer.
This is done to ensure that everyone is aware of what is
expected of them throughout their volunteer work with the
department.
There is nothing more valuable to the Parks and Recreation
Department than donated time through volunteers. Not only do
the volunteers benefit the department, they benefit the entire
community.
What's in it for me?
There are also many benefits and incentives for those people
who volunteer their time. For example, if you are a trip
chaperon you receive the same accommodations and
arrangements as the other participants, but you do not have to
pay the trip fee (usually the trips range from $10-$50). .
If you are a summer playground helper, you will gain valuable
experience working with kids and you will also receive
training for a possible playground leader position in future
years.
How about more benefits and incentives?
After 30 hours of individual volunteer work, volunteers earn a
complimentary seasonal parking permit for Lions Sand Point
Beach (a $15 value). Individual volunteers working in excess
of 50 hours will receive a Parks and Recreation Department T-
shirt and a City of Prior Lake Pin.
In addition, all volunteers will be invited to attend the
Volunteer Appreciation Day Picnic held each year at Memorial
Park.

ADA UPDATE
(Americans with Disabilities Act)
The Americans with Disabilities Act (ADA) took effect in
January 1992. The City of Prior Lake Parks and Recreation
Department complies with the legislation, which prohibits
discrimination on the basis of disability.
The City of Prior Lake Parks and Recreation Department
makes reasonable accommodations in recreation programs to
enable participation by people with disabilities who meet
essential eligibility requirements for the specific programs and
facilities.
The ADA requires that recreation programs offered by the City
of Prior Lake be available in the most integrated setting
appropriate for each individual.
People with disabilities are encouraged to contact the Parks
and Recreation Department (447-4230) regarding any special
accommodations needed for their enjoyment of recreation
programs.

PHOTO POLICY
Occasionally the City of Prior Lake Parks and Recreation Staff
may take pictures of participants during programs, classes, and
activities or of people in the city's parks. Please be aware that
these pictures may be used in future program guides,
brochures, pampWets, flyers, or news releases.
DISCOUNTED MOVIE TICKETS
VIP Movie Tickets good at all General Cinema Theaters are
available from the Parks & Recreation Department for the low
cost of $4.50. To purchase these tickets, stop by the Park's
counter at City Hall.
GRAND SLAM DISCOUNT CARDS
Grand Slam is located in Cedarvale Mall, Eagan. A mini-
entertainment center for youths (or youths at heart!) The
discount package includes: I-round of mini golf, I-round in the
batting cage, l-krazy kars pass, I-adventure land or go-cart
pass, and 4,..video tokens. These passes retail for $7.50, but the
Parks & Recreation Department has them available for only
$5.00. These entertainment packages have no expiration date.
A great gift idea for yourself or for a friend.

SUMMER FUN WITH LISA
Learn how to choreograph your own dance routines, make dance
costumes, apply stage and theater makeup, watch dance videos, plus
learn new dance techniques in jazz, tap and ballet. No dance
experience is necessary, however tap and ballet (or soft) shoes are
required. This class is a very popular summer program.

movement and an elaborate formal technique. Many years of formal
instruction are necessary to become an accomplished ballerina.
However, in just a few lessons one can learn the basic ballet positions,
movements, vocabulary, and techniques. Ballet or soft shoes are
required.

SteppingStone Theater Camp is back by popular demand! It is an
opportunity for youth to work together on the creation of an actual play.
A professional artist from the SteppingStone Theater for Youth
Development will work with the children to develop the characters,

DAYCAMP FOR YOUTHS
Hi Ho, Hi Ho, it's off to Daycamp we go! Our energetic Camp
Leaders want you to join them for a week of Daycamp FUN at Cleary
Lake Park. This fun-filled week will be packed with arts and crafts,
nature games, nature activities, swimming, and hiking. Among other
things, each participant will get an opportunity to pitch a tent or try
their hand at preparing their dinner over an open fire. We will meet
Monday thru Wednesday from 9:30 a.m. - 3:00 p.m., and from 1:00
p.m. Thursday to 11 :00 a.m. Friday for the overnight. This annual
Daycamp is very popular, so please register early to avoid
disappointment. Children should bring a sack lunch Monday -

YOUTH BASEBALL CLINIC
This summer marks the 34th year the Minnesota Twins have offered
free youth baseball clinics. Twins clinics are aimed at teaching
youngsters basic fundamentals such as hitting, fielding and pitching.
The clinic is free, and open to boys and girls over the age of six. The
format is broken down into two 1 1/2 hour sessions with the first
focusing on kids 6-8 years old and the second featuring instruction for
participants who are 9 years old or older. All participants are divided
into three groups and rotated between hitting, fielding and pitching
stations. No pre-registration is required. All participants need to do is
report to Memorial Park with a glove. See you there!

TENNIS LESSONS
The Parks and Recreation Department is once again offering our
popular summer tennis lessons. Tennis is an excellent summer activity,
and once mastered, can become a valuable lifetime sport. All
participants should wear tennis shoes, bring a racquet and three NEW
tennis balls to class. (The tennis balls will not be returned.).
BEGINNERS: Participants will learn basic forehand and backhand
strokes, serving, rules and scoring. This class is for people who have
never taken a class before, or for those who feel they need extra practice
with the basics of the sport.
INTERMEDlA TE: This class is designed for those who can
consistently hit balls but would like to work on placement shots.
Emphasis will be placed on game playing, net game, and the serve.
ADVANCED INTERMEDIATES (ADULTS ONLY): This class is
for those who have a strong background in the sport of tennis and who
play the game regularly but would like some pointers to fine tune their
technique. Emphasis will be on the strategy of game playing. New skills
taught include the "lob" and the "overhead smash".

Come along as the Parks and Recreation Department takes an adult trip
to the Science Museum of Minnesota. We will spend the fIrst half of the
morning browsing through the exhibit halls. There is plenty to see at
this museum, including a fascinating exhibit on our very own State of
Minnesota. After the browsing, we will see an Omni Theater
presentation titled "Antarctica." Following this busy morning, we will
