CONSIDER APPROVAL OF KE ADVISORY COMMITTEE
APPOINTMENTS
NOVEMBER 21, 1994
There are presently two positions vacant on the Lake Advisory Committee
(LAC). The term for both vacancies is 10/94 - 10/96. This memorandum
recommends individuals to fill these vacancies.
In accordance with the City Council bylaws, a subcommittee consisting of
Jody Stroh, LAC Chair, Mayor Andren and I met to interview five
candidates for two LAC openings. The candidates included: Kenneth
Conrad, Jim Peterson, Marianne Breitbach, Doug Larson and Jim
Weninger.
All five candidates possess qualifications valuable to the LAC.
Applications for each are attached. The subcommittee recommends
appointment of:
1. Marianne Brietbach - Marianne has a background in the civil
engineering field. She is familiar with lake issues through
contacts in her firm and because she has lived by lakes all her
life. She is familiar with issues facing the city despite the fact
she has lived here only two years. Marianne's appointment to the
committee also helps to balance the committee membership.
2. Doug Larson - Doug served on the original lake study committee
which recommended that the LAC be formed. He is very familiar
with lake issues both because of living next to the lake as well as
his experience as a Prior Lake councilmember.
A third vacancy will occur at the end of this year. Pete Patchin will be
resigning since he will be moving out of the area. Accordingly, the
subcommittee recommends that Kenneth Conrad be appointed, once Mr.
Patchin's resignation is received. Mr. Conrad will serve for the unexpired
portion of Mr. Patchin's term or until October, 1995. At that time the
Council could consider him for reappointment.
Mr. Conrad lives in Prior Lake, but on the shores of Spring Lake. The
subcommittee believes that Mr. Conrad's representation of the Spring
Lake area is important, recognizing that the water issues facing Prior
Lake involve the chain of lakes which provide water to the lake. More
importantly, Mr. Conrad was the only candidate who strongly recognized
the asset value which Spring and Prior Lakes play in our community. He

ALTERNATIVES:
seeks to encourage the use of the lake from various perspectives.
Because of his representation of the Spring Lake area, Mr. Conrad brings
a new perspective to the committee which will be valuable in researching
and debating the issues facing the LAC.
Council has the following alternatives:
1. Adopt the Subcommittee's recommendations as part of the
consent agenda.
2 Remove the item from consent for discussion.
RECOMMENDATION: Alternative #1 is recommended.
ACTION REQUIRED: Motion and second as part of the Consent Agenda to adopt the
Subcommittee's recommendation.

I have been a Prior Lake (lake) residenu for more than 40 years. I have previously
served on the Prior Lake Planning Commission and City Council. I currently serve on
the Scott County Ground Water Advisory Committee.
Briefly describe you interest in this position and how you can

Further, I have experience obtaining the views of interested/affected parties, possess
the ability to differentiate between fact and fiction and have an understanding of the

Experience
As a Civil Technician with Bonestroo's Civil
Group, Marianne is experienced in various
technical areas. A member of the firm since 1979,
she is proficient in AutoCAD, DCA COGO and
various other software programs.
As a civil technician, her primary responsibilities
encompass the computer drafting of all types of
public works improvement projects, such as:
* Streets
* Sanitary sewers
* Retention ponds
* Bridge culvert replacement
* Water mains
* Storm sewers
* Pavement repair
Examples of tasks performed by Marianne on an
ongoing basis include:
* Assist engineers in complex civil design and
drafting
* Transfer information from record plans, field
surveys to drawings for design of construction
plans, report drawings, and comprehensive plans
* Perform structural and process design and drafting
* Perform, direct, and oversee complex drafting
* Provide leadership for a team performing a
sequence of tasks to meet deadlines, including
adjusting schedules
* Prepare contour map
* Coordinate printing and photographic processes

STATEMENT OF PHILOSOPHY:
As a life long resident of Spring Lake, I have been involved in lake improvement
activities for over thirty years. I have always looked at Spring Lake and both
Upper and Lower Prior Lake as a chain of lakes with inter-related problems. You
cannot effectively address problems in one of the lakes without considering the
impacts of the others. In many cases the solution to these problems extends
beyond the borders of the City of Prior Lake. It then becomes imperative that
those interested in improving the lakes work effectively with other state and local
agencies and to tap into the available resources to solve the problems.
ACCOMPLISHMENTS:
A. Helped develop the original Metropolitan Council Water Management
Planning Guide, much of which is still in use.
B. Initiated the first Watershed project by petition: the Spring Lake Siltation
Pond.
C. Supported the Prior Lake outlet project by handling the petition drive on
Spring Lake.
D. Helped to develop the Watershed 504 Water Management Plan.
E. Serve on the state.committee which is developing recommendations as to the
Minnesota River Valley water quality.
F. Testified before the Minnesota State Legislation Commission on Minnesota
Resources regarding the 1994-1995 MEP A Budget Initiatives.
G. Chaired the successful Prior Lake/Savage School System Funding Drive in
1993.
