CONSIDER FINALIZATION OF BOARD AND COMMITTEE
REAPPOINTMENTS
NOVEMBER 21, 1994
At both the October 17 and November 7 meeting, the City Council
discussed the reappointment of Board and Commission members.
Reappointments should be finalized at this meeting.
At the November 7 meeting the City Council directed staff to provide
attendance records for Boards and Committees prior to reappointments of
its members. Attached are attendance records for the Business
Development Committee, Planning Commission and Lake Advisory
Committee. Also attached is the material which the Council received at
the November 7 meeting including the attendance records for the Park
Advisory Committee and the rosters for each committee, including the
proposed term renewals.
From the attendance records, it appears that all members are within city
standards with the exception of Nat Wisser on the BDC who attended 9 of
14 meetings for a 64% attendance. As Councilmembers are aware, Nat
regularly commutes to Florida each winter. This is the time the meetings
were missed.
Lake Advisory Committee members who are below the Council's standard
are Peter Patchin (60%) who will be resigning at the end of this year, and
Bill Packer (70%). We have contacted Bill. He has expressed an interest
in being reappointed and has committed to the attendance minimums.
On the Parks Advisory Committee, Pat Heaney (70%) and Kathy Smith
(60%) are below the expected minimum. Both have expressed an
interest in being reappointed. Bill Mangan is checking with them to
determine their commitment toward meeting attendance minimums. The
Update will address this issue. The only PAC member who does not
desire to be reappointed is Art Schoot.
Unless the Council has specific concerns, they should reappoint the
Board and Committee members to the new terms as shown on the
attached exhibits. Because of the unique term limit issues on the PAC, I
recommend that two of the five incumbents whose terms expire in 1994
(Doug Berens and Ron Ceminsky) be reappointed for a two year term
expiring September, 1996. The other two individuals whose term expires
in 1994, Le. Patrick Heaney and Kathy Smith, could be reappointed to
one year terms. We will have to recruit to fill Mr. Schoot's position. By
taking this action the Committee "turnover" will occur on a 4/3 basis rather
than the present 5/2 basis.

Council has the following alternatives:
1. Reappoint Board and Committee members as set forth
above and as reflected in the attached document.
2. Request additional information.
RECOMMENDATION: I recommend that the City Council select Alternative #1 so that this
housekeeping matter can be concluded and the Committees can continue
the important work assigned to them by the City Council.
ACTION REQUIRED: Motion and second as part of the Consent Agenda endorsing the staff
recommendation.
