RALPH TESCHNER FINANCE DIRECTOR
CONSIDER APPROVAL OF RESOLUTION ADOPTING 1995 PRIOR
LAKE BUDGETS AND CERTIFYING FINAL 1995 CITY OF PRIOR
LAKE TAX LEVY TO SCOTT COUNTY AUDITOR
DECEMBER 19, 1994
The purpose of this agenda item is to consider approval of the City of
Prior Lake's 1995 Operating Budget, Enterprise Fund Budget and to
certify the City's final 1995 property tax levy to the Scott County
Auditor's Office.
The budget process started in the middle of May with the Council
approving an initial budget timetable. Since then, three workshops were
held on June 20th, August 15th and December 5th, 1994. The process
concluded with the budget public hearing on 12/7/94.
Final budget reductions of $13,980.00 were approved by the Council
during the last workshop. This amount represented the difference between
an appropriation of an additional $13,580.00 to the professional services
category within the Planning Department and the elimination of a
$27,560.00 line item that was initially designated for ambulance service
subsidy that is no longer necessary as a result of negotiations with
HealthSpan.
The Council considered the public's comments and indicated support of
the budget as discussed. Therefore, the $5,130,765 Operating Budget for
the General Fund is submitted for Council approval. This budget
represents an increase of 7.4% above the current level of expenditures and
will produce a final property tax levy amount of $3,125,210.00 that
includes $693,500 of special debt levies. Also requested for approval is
the Enterprise Fund Budget of $1,392,805.00. The tax levy amounts are
exactly the same as the preliminary levy approved by the Council on
September 6, 1994.
The following alternatives are available to the City Council:
Approve resolution adopting the City of Prior Lake's 1995
Operating Budget, Enterprise Fund Budget and final property
tax. levy.
Reduce the property tax amount within the the resolution and
approve an amended operating budget as determined by
Council consensus.
