RESOLUTION 96-57 AUTHORIZING THE INITIATION
OF AN EXPERIMENTAL DIAL-A-RIDE PROGRAM FOR
PRIOR LAKE.

Beverly Miller has proposed that an experimental Dial-a-Ride
program be offered in Prior Lake from the first week in June
through August 30 of this year. The purpose of the program
would be to afford vacationing students, senior citizens and
employees with enhanced transportation opportunities, both
within the community and in connecting with existing transit
opportunities to other destinations. The service would be
provided through mini-coaches. The six day a week service
could be accessed by calling 4 hours ahead of the time of need to
arrange for pickup and drop-off times and locations. The cost
has not yet been determined.
The program would be experimental in nature and likely to be
discontinued on August 30 unless ridership response is
overwhelming. Publicity of the program will be provided
through cable television, posters at likely transit targets and
fliers in the schools. The best news regarding Dial-a-Ride is that
it will have no financial impact on Prior Lake taxpayers.
Instead, funding for the program will be taken from those funds
already expended by Prior Lake taxpayers to support MVT A.
Attached is a resolution for Council consideration which would
authorize the service as set forth above. Bev Miller's
presentation should require approximately 15 minutes.

RESOLUTION AUTHORIZING THE INITIATION OF
AN EXPERIMENTAL DIAL-A-RIDE PROGRAM
FOR THE CITY OF PRIOR LAKE

WHEREAS, The City of Prior Lake has entered into the Minnesota Valley Transit
Authority Joint Powers Agreement for the purpose of improving transit
opportunities within the city; and
WHEREAS, as a growing community Prior Lake needs transit services, both to provide for
peak hour commuter service to the central business districts and local
community internal circulation service; and
WHEREAS, the Minnesota Valley Transit Authority has proposed an experimental Dial-a-
Ride Service be offered to the City of Prior Lake from the first week of June
through August 30, 1996; and
WHEREAS, such a program would provide riders with transportation service, both within
the City of Prior Lake, as well as connections to regular route transit service
going downtown and to other Scott County area communities; and
WHEREAS, the cost of such service will be paid for through the existing transit taxpayer
levy and will not cause an increase in Prior Lake costs.
NOW THEREFORE, BE IT HEREBY RESOL YED BY THE CITY COUNCIL OF THE
CITY OF PRIOR LAKE, MINNESOTA that it should, and hereby does, authorize the initiation of
an experimental Dial-a-Ride program for Prior Lake to operate six days a week from June 3 through
August 30, 1996, with the understanding that there will be no additional cost to Prior Lake taxpayers
and further understanding that the service is temporary in nature.
