MAY 20, 1996 INTRODUCTION: At the May 6, 1996 meeting the City Council sat as the Board of Review pursuant to Minnesota statutes. Twenty property owners submitted an appeal of their valuation as of January 2, 1996. The purpose of this agenda item is to conclude the Annual Board of Review Meeting. DISCUSSION: The City Council is sitting as the Board of Review this evening to make a final determination on appeals received on May 6, 1996, with respect to property valuation as of January 2, 1996. The public has had an opportunity to provide input on their valuations. The purpose of this evening's meeting is for the City Council to receive the Assessor's report and make a final determination with respect to valuation. To assist the Board of Review in its effort, the County Assessor, Leroy Arnoldi, has prepared the attached report on twelve properties for which the owners requested follow-up. He has recommended an adjustment in value for four of the twelve properties. The report provides a brief rationale for his position in each case. According to Mr. Arnoldi, he does not anticipate that any of the property owners who were in attendance on May 6 will attend Monday's meeting. ISSUES: The City Council, sitting as the Local Board of Review, should determine whether or not a valuation adjustment is appropriate based upon the materials submitted by the County Assessor and property owner. If the property owner does not agree with the action of the Local Board of Review, they may appeal the valuation to the County Board of Equalization. ALTERNATIVES: 1. Approve all valuations as proposed by the County Assessor. 2. Approve valuations with amendments as deemed appropriate by the City Council sitting as the Local Board of Review. RECOMMENDATION: Either Alternative # 1 or #2. ACTION REQUIRED: A motion and second with respect to each property to establish a valuation as of January 2, 1996. To expedite this task, the Council may wish to separate the properties into two groups. The first being those for which little or no adjustment or discussion is warranted, and those which require greater adjustment and, potentially, discussion.
