MAY 20, 1996 AGENDA #: PREP ARED BY: SUBJECT: INTRODUCTION: The purpose of this agenda item is to accept and award the bid for Project 96-11, Brooksville Hills Storm Sewer Improvement. BACKGROUND: This project is in the 1996 Capital Improvement Program as part of the Water Resources budget. This project is being constructed to alleviate a backyard drainage problem in Brooksville Hills 5th and 6th Addition. The surrounding City storm sewer system is under-capacity to handle a standard 10- year storm event, which causes temporary flooding during a storm event of this size or larger. In order to alleviate this problem, the City is proposing to construct an open ditch along with storm sewer pipe in the backyards of Brooksville Hills 5th and 6th Additions to provide for extra drainage capacity to the existing system. The owner of the townhomes in Brooksville Hills 5th Addition, Fran Otto, has agreed to pay for the sodding that will take place on his properties. This amount has been agreed upon beforehand and amounts to $1,515.00. If he wishes to have more sod placed on his property, Mr. Otto has agreed to pay this additional work at the contract unit bid prices. Also, Mr. Otto has signed drainage easements in favor of the City, which allows this work to be done. DISCUSSION: This project is scheduled to be completed in 1996. The CIP budgeted amount for this project was $60,000.00 to be drawn from the Storm Water Utility Budget. This project was bid with an alternative for concrete and plastic pipe for a portion of pipe work that will occur in the back yards where there will be no traffic load. This was done to see if bids would come in lower for the plastic pipe alternative. There was also an alternative bid 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER r- for extending the pipe 72 feet which would move the outlet past the existing maintenance road to City well number 4. This road periodically washes out due to large storm events. Extending the pipe past this portion of the road would prevent this problem. Bids were received from eight contractors. In all eight bids, the plastic pipe alternative was lower than the concrete alternative. The cost savings by using plastic pipe in the backyard area is $2,934.50. Bids ranged from a low of $70,284.25 for the plastic pipe alternative including the pipe extension to a high bid of $110,302.92. The low bidder for the plastic pipe alternative and the 72 foot pipe extension was Kusske Construction Co. The engineer's estimate for plastic pipe and the extension was $70,412.00. If the plastic pipe alternative would have been chosen without the 72 foot pipe extension, this would have resulted in a different low bidder, which was S. W. Lee Construction. The specifications allow the City to select the alternative which is in the best interest of the City. ALTERNATIVES: The alternatives are as follows: 1. Award bid for Project 96-11 in the amount of $70,284.25 for the plastic pipe and the 72 foot pipe extension alternative to Kusske Construction Co. Inc. 2. Award bid for Project 96-11 in the amount of$63,677.50 for the plastic pipe alternative without the 72 foot extension to S.W. Lee Construction. 3. Deny this item for a specific reason. 4. Table this item for specific reason. RECOMMENDATION: Alternative No.1: Award bid to Kusske Construction Co. Inc. for $70,284.25. FINANCIAL IMPACT: The cost of Project 96-11 will be paid for from the Storm Water Utility Budget. The balance in this account is sufficient to pay for this project cost. Inc. for $70,284.25. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that the bid for Project 96-11 in the amount of $70,284.25 be awarded to Kusske Construction Co. Inc. Passed and adopted this 20th day of May, 1996.
