INTRODUCTION:
The purpose of this Agenda item is to approve a lease agreement
with Scott County to install an antenna on the City's water tower
for communications with the Police Department.
BACKGROUND:
City Manager Frank Boyles and Police Chief Dick Powell have
been working with the Sheriff s Department for the installation of
a Mobile Data Computer System (MDT) to serve all cities in Scott
County as well as the County. The City Council previously
executed a Joint Powers Agreement confirming Prior Lake's
participation in this program. The new system will allow patrol
officers to operate computers in their vehicles to do vehicle
registration, drivers license, stolen article, checks, etc. which will
help alleviate radio congestion and provide data quickly. The
system will be operational county wide and will utilize four other
towers throughout the County. A 14.5 foot whip antenna is
proposed to be located on the top of the Crest Avenue water tower.
This is an intergovernmental agreement through which all law
enforcement agencies benefit. The City is providing the tower for
the location of the antenna, and Scott County through the lease is
paying for the installation costs and the annual cost for power to
operate the system which is estimated to be less than $200
annually. Payment for other sites in the County is consistent with
this lease agreement.
DISCUSSION:
The City has two other lease agreements for cellular phone
operation on its two water towers and collects $9,775 annually for
each location for providing the space. This agreement does not call
for collecting those amounts because this system is benefiting the
taxpayer versus the private sector.

AN EQUAL OPPORTUNITY EMPLOYER
The cellular company on the Crest Avenue tower is AT&T and
they do not object to the operation of the MDT system. The MDT
system will benefit all law enforcement agencies in Scott County.
Attached is a lease agreement prepared by the City attorney. We
have reviewed the installation plans and they will not cause
problems with our system.
ALTERNATIVES:
The alternatives are as follows:
1. Approve the radio transmitter lease agreement between the
City of Prior Lake and Scott County.
2. Do not approve the lease agreement for a specific reason.
3. Table this item for a specific reason.
RECOMMENDATION: The recommendation is to approve the lease agreement as it
benefits all law enforcement agencies.
FINANCIAL IMP ACT: There is no financial impact to the City.
ACTION REQUIRED: Make a motion and second to approve the lease agreement between
Scott County and the City of Prior Lake and to authorize the
Mayor and City Manager execute the agreement.
