DECEMBER 16, 1996 AGENDA #: PREPARED BY: SUBJECT: BACKGROUND: When the Prior Lake Fire Department moved into its new home in the Waterfront Passage Business Park, the old Fire Station became available for use by other departments. Since the Police Department had serious space deficiencies, improvements were made to the old building in order to maximize its utililty to the City. This agenda item is to request an amount not to exceed $15,275 from the 1996 Contingency Account to reroof the annex building. Following reroofing, the only exterior work remaining would be exterior painting / redecorating. DISCUSSION: Acting as general contractor, the Building Inspection Department was able to complete major interior improvements iri the old fire station at a cost of about $27,000. The improvements included the creation of a training room, male and female locker/shower rooms, and enhanced storage/evidence space. The building also makes it possible for police cars to be housed indoors during the winter months. Since I do not expect the City will be in a position to build a new City Hall in the immediate future (the next five years), it is important that we make the best use of the facilities available to us. This was the theory used in making improvements to the old fire station in the first place. Leaks have appeared in the tin roof, and were temporarily dealt with with silicone caulking. However, this is only a short term solution and reroofing is necessary to preserve the structure. The Building Inspection Department has solicited bids for reroofing this facility. Two bids have been received and are attached. Both bids would complete the work next spring. The low bid of $15,275 has been submitted by Tim Fetzer Industries located in Bloomington, MN. Costs for reroofing City Hall and the library, which were concluded earlier this year were drawn from the contingency account. At present, there is a $22,731 balance in the contingency account. The Council has the following alternatives: 1. Approve award of bid to reroof the Annex to Fetzer Industries in an amount not to exceed $15,275; and authorize an expenditure from the 1996 contingency account in an amount not to exceed $15,275 to complete the reroofing of this building. 2. Not Approve the proposed reroofing. RECOMMENDATION: Alternative 1.
