CONSIDER APPROVAL OF AGEND TEMS FOR
JANUARY 10-11, 1997, CITY COUNCIL WORKSHOP.
DECEMBER 16, 1996
Each year the City conducts a two-day workshop. The
purpose of the workshop is to improve the effectiveness of
the Council's internal relationships as a leadership team,
as well as relationships it has with other bodies, including
the staff, boards and commissions, watershed, etc. The
workshop has also been devoted to establishing goals and
objectives for the coming year, as well as updating the
strategic plan elements. The purpose of this agenda item
is to facilitate Council discussion of the proposed agenda
items so that meeting preparations can be concluded.
With the exception of Councilmembers Greenfield and
Mader, all of the Councilmembers, Staff Members, City
Attorney Pace, and Consultant Helgeson have confirmed
that the dates of Friday, January 10 and Saturday
January 11 are satisfactory for this year's workshop. We
anticipate that the workshop will be conducted at Oak
Ridge Conference center in Chaska.
In October of this year, the City Council conducted a team-
building session. The purpose of that session was to
facilitate greater effectiveness in City Council internal
relationships. At that time, the Council agreed that the
second workshop would be conducted with Staff Members
to enhance Council/Staff relationships. Councilmembers
. are also aware that staff members have been meeting on
ongoing basis to foster better working relationships and
improve service delivery to the Public.
I am suggesting that the City Council devote Friday,
January 10 to the issues around creating a more effective
Council/StafflPublic relationship. As part of this dialogue,
Staff and Councilmembers will focus upon what needs to

be accomplished In 1997 to achieve Council Policy
objectives.
This would leave Saturday open to focus in detail on City
Council internal issues, including its mission, values, and
vision, as well as 1997 City Council Top Priority Goals.
The Council could also devote Saturday to a discussion of
other policy issues it deems to be important. Items
typically discussed at the workshop such as the Board and
Commission 1997 Objectives can be discussed at the joint
meeting the Council holds annually with each body.
Accordingly, I would anticipate that TTT members, City
Attorney, Consultants and City Councilmembers would be
present on Friday. Saturday, participants would include
the City Council, City Attorney, Consultant, and myself.
I am seeking Council direction regarding the general tenor
of the workshop as I have outlined it above. I would also
solicit Council input on those policy issues that require
agenda time on Saturday, January 11. With this
direction, I can prepare a more specific and detailed
agenda.
ALTERNATIVES:
The Council has the following alternatives:
1. Provide Staff with Council reaction to the general
workshop scenario set forth above.
2. Provide more detailed recommendations for issues for
discussion on Saturday, January 11.
RECOMMENDATION: Alternatives #1 and #2.
ACTION REQUIRED: Motion and second to provide the direction requested in
alternatives #1 and #2 above.
