APPROVING AWARD OF BID FOR TRAFFIC MARKING,
STREET SWEEPING, SEAL COATING, AND CRACK
SEALING THROUGH THE JOINT POWERS
AGREEMENT (pROJECT 96-13)

The purpose of this Agenda item is to approve Resolution 96-25
approving concurrence with award of bid for traffic marking, street
sweeping, seal coating, and crack sealing for streets in the City of
Prior Lake.
The City of Prior Lake by Council action entered into the above
referenced Joint Powers Agreement (JP A) on February 5, 1996,
along with seven other south suburban municipalities. Sealed bids
have since been received by Bumsville on February 16, 1996.
Prior Lake participated in the 1995 JP A for these same services
and we were pleased with the arrangement. The 1995 and 1996
JP A will streamlined contracting for these services and result in a
lower total cost to Prior Lake.
The City is in an annual program of crack sealing and seal coating
of streets. The crack sealing and seal coating is done as
preventative maintenance to extend the life of the streets.
Before the joints and cracks are sealed and before the seal coating
is applied, the streets need to be swept. Approximately three days
after the streets are seal coated, the loose rock will need to be
swept up. The extra rock is cleaned and graded and recycled for
other projects. After the newly seal coated streets are swept, then
new traffic markings will be painted on collector streets. The
Public Works Department does the majority of sweeping and uses
the JP A sweeping on an as needed basis for overload work.

RECOMMENDATION: Alternative No.1.
FINANCIAL IMPACT: Traffic marking and crack sealing will be paid for from the 1996
Street Department Budget. Street sweeping and seal coating will
be paid for from ad valorem tax levy and financed by the sale of
bonds for the 1996 Improvement Projects.
ACTION REQUIRED: Make a motion and second as part of the Consent Agenda to
approve Resolution 96-25

THROUGH THE JOINT POWERS AGREEMENT
MOTION BY: SECOND BY:
WHEREAS, the City of Prior Lake entered into the 1996 JP A by Council action on
February 5, 1996; and
WHEREAS, the City of Bumsville has received and opened bids on February 16,
1996 for the 1996 JP A; and
WHEREAS, the City of Burnsville staff is recommending award to the lowest
bidders as per attached "Exhibit A"; and
WHEREAS, the City of Bumsville has requested that the City of Prior Lake provide
a written confirmation of its concurrence; and
WHEREAS, the City of Prior Lake staff recommends that the Prior Lake Mayor and
Council approve concurrence with the award of the 1996 JP A to the
lowest bidders by the City of Bumsville through approval of Resolution
96-25.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
that concurrence as referenced above is hereby approved.
