PAUL HOKENESS, PARKS & RECREATION DIRECTOR CONSIDER APPROVAL OF AMENDMENT TO 1996 PARKS AND TRAIL CAPITAL IMPROVEMENT PROGRAM MARCH 18, 1996 The purpose of this item is to consider amending the 1996 Parks and Trail Capital Improvement Program. Staff feels that priorities have changed and that our 1996 improvements should be consistent with a change in Parks and Recreation Department philosophy and community requests and concerns. At the March 11 th Parks Advisory Committee meeting the committee reviewed the proposed 1996 C.I.P. amendment and passed a motion approving the amendment contingent upon Council approval. Attached are pages which identify the projects that constitute the 1996 Park and Trail Capital Improvement Program. There are items which were identified in the 1996 C.I.P. which the staff would recommend be rescheduled for future years. One of the items listed in the C.I.P. (#8) are basketball courts. We constructed three single courts and one double court in 1995 and would like to construct two courts in 1996 one being at Carriage Hills and the other at Green Oaks. We were slated to do four courts in 1996 but two of the parks will not be ready (Cardinal Ridge and The Wilds). Item #9 is picnic shelters. We now have picnic shelters constructed at all locations that have summer playground programs, which was our top priority. The shelters were constructed by the Sentence to Service crew. Staff would recommend that in 1996 we would utilize this crew to build toilet enclosures for our portable restrooms rather than picnic shelters. These enclosures would be constructed at our summer playground sites as well as any of the other sites which have portable restrooms. These enclosures are wooden structures which allow for additional privacy by the users, are more aesthetically pleasing to the neighbors, and protect the portable toilets from vandalism (tip overs). 16200 ~~~S.E., Prior Lake, Minnesota 55372-1714 / Ph. A discussion of each is shown below. 1. How will the project revisions be received by existing residents who have paid their fees and are awaiting park facility construction? Only one such change is contemplated. The Wild's neighborhood parks will be delayed until the development stabilizes and we have a better understanding of the development's needs. All other new park development will proceed without change. 2. How do the changes integrate with the overall plan to build and renew city park facilities? In the past the primary focus has been on building new parks and not upon renewing older parks such as Green Oaks, Indian Ridge, and Northwood. The proposed changes would address the renewal of an older park annually. This will serve to deliver an updated park system to our residents. ALTERNATIVES: 1. Do not approve the amendment to the Capital Improvement Plan and proceed with the projects as originally scheduled. 2. Amend the Capital Improvement Plan and allow staff to proceed with the Park and Trail projects as recommended in this report. RECOMMENDATION: Staff recommends Alternative #2. This alternative would allow for the best use of funds which are included in the Parks Capital Fund.
