BACKGROUND:
This agenda item contemplates an expenditure of
$33,542.00 from the 1996 contingency account to pay for
the replacement of a roof on the old segment of city hall,
library building and repair to a portion of the newer city
hall roof.
DISCUSSION:
The roof on the old segment of city hall was completed
about 20 years ago. The roof on the library was last
worked on about twelve years ago.
Over the last few years we have found it necessary to
repair leaks in both roof tops which caused damage to
the interior of the buildings. This year in particular the
old city hall roof leaked causing significant damage to
interior walls, floors, furniture and equipment.
Since these are both flat roofs the likelihood for leakage
will continue unless a new roof is installed. Since both
buildings will likely continue to be used for their current
purposes for the next ten years, a new roof is part of the
normal maintenance which should be provided for each
building.
Gary Staber, Building Official, has received quotations
from two companies to replace the two roofs. Nieman
Companies and Dalsin Roofing. When both bids are
considered the Dalsin bid in the amount of $33,542.00
is the lowest.

ISSUES:
The Council should determine whether they believe new
roof should be installed on the older portion of city hall
and on the library and whether the costs proposed are
"r~asonable" .
ALTERNATIVES:
Council has the following alternatives:
1. Approve re-roofing of the older segment of city
hall and library.
2. Direct staff to undertake additional research
or provide additional information as Council
desires.
RECOMMENDATION: Alternative #1 The quotation provided by Dalsin is a
competitive quote they are a reputable roofing firm of
long standing. The contingency account contains
$140,000. This would draw down the account by
$33,542.00. The Council should also be aware that we
are seeking proposals for the re-roofing of the police
annex building anticipated to be approximately $40,000.
This expenditure would also be drawn from contingency.
ACTION REQUIRED: Motion and second to approve Resolution 96-30
Accepting the bid of Dalsin Roofing in the amount of
$33}542.00 to complete re-roofing of the older section of
city hall and the library.

their useful life, and;
WHEREAS, both roofs have leaked during the last year causing damage to the building interior, and;
WHEREAS, bids have been solicited and received for roof replacement as follows:

Oalsin is a competent roofing company substituting the apparent low bid.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Mayor and City Council of the
City of Prior Lake that it should and hereby does award bid for reroofing of the northern portion
of city hall, the library building and for repairs to the southern portion of the city hall roof at a
cost not to exceed $33,542.
AND FURTHER, that funds for such work will be drawn from the 1996 General Fund
Contingency Account.

follows:
DEMOliTION
Remove the existing Roof Membrane. Clean up and dispose of debris. All debris will be disposed of at
Dem-Con Landfill, Incorporated.
Remove Sheet Metal Coping and save for re-installation.
INSULATION
If necessary, replace wet or damaged Insulation at a cost of $.80/board foot.
Install one (1) layer of 1/2" Wood Fiber over existing Isocyanurate insulation. New Roof R-Value +22.2.
ROOFING
Roof Membrane to be 3-Plies of Type IV Fiberglass Felt in 23 lbs. inter-ply moppings of hot Asphalt.
Surface to have a 60 lb. Floodcoat of hot Asphalt and 400 lbs. of Gravel per 100 square feet, (GAP #103G).
Membrane Flashings to be Modified Bitumen Reinforced Capsheet set in hot Asphalt. Wrap Parapet with
20-mil Vinyl.
