PRESENTATION OF DONATION FROM SHAKOPEE
MDEWANKATON DAKOTA COMMUNITY TO THE
PRIOR LAKE FIRE DEPARTMENT.
The SMDC has made a donation of $25,000 to the Prior
Lake Fire Department for the purchase of a CairnsIRIS
Thermal imaging system. You may have seen the T.V.
news story featuring the CairnsIRIS system last spring.
The CairnsIRIS system enables firefighters see through
the smoke and darkness, to see body heat from victims,
and to see heat behind walls, floors, and ceilings. The
CairnsIRIS is one of the most significant advancements in
fire-fighting technology this century.
The Prior Lake Fire Department, City of Prior Lake, and
the City Council are excited about the SMDC's generous
involvement in advancing the safety of our communities.
This life-saving technology is placed in our hands through
their donation. Attached is a brochure which provides
additional information about this device.
A formal presentation by Glenn Crooks representing the
Tribal Council and SMDC will be made to the Mayor and
Fire Chief at the October 7,1996 Council Meeting. The
Prior Lake American will be on hand for pictures and
discussion. I hope to explain the CairnsIRIS system to the
newspaper prior to the meeting. Receipt of this device is a
wonderful way to acknowledge Fire Prevention Week in
Prior Lake.

1. Advanced new focal plane array technology provides a ten times better image. You see more detail, can
recognize objects & persons faster, allowing the user to perform firefighting more quickly, bringing a situation
under control in a timely fashion. The added benefit in conducting searches, extinguishment more quickly, reduces
the stress on the firefighter and removes this individual from "harms way" sooner that otherwise wouid be
expected.
2. Helmet mounted technology allows for a hands free use of this tool. This frees the user to locate victims and
remove them while maintaining the vision, showing the way out. The user can also locate the seat of a fire,
whether free burning or smoldering and thus lead the hose line crew where they will be most effective, or a team to
conduct ventilation in the appropriate location(s).
3. CairnsIRlS "averages" temperatures as it is scanned through an area. This prevents the "white-out" effect.
While looking into a high heat source you still see peripherals and depth.
4. Weighs 7 Lbs. 5 Ozs., which includes the helmet whose stand alone weight is 2 Lbs., 11 Ozs. Processor unit,
mounted on waist belt weighs 3 Lbs. Total weight of all components for CaimsIRIS, excluding helmet, is 7 Lbs. 10
Ozs.
5. Uses re-chargeable video recorder battery & four batteries are supplied with unit. Each is rated, at "real time" of
30 minutes & when properly maintained typically can provide longer running times. Battery discharger/recharger
also included with each unit sold. Each battery has a 5-light indicator showing charge still remaining. Raising
"heads-up" display places unit in standby mode, thus preserving battery charge when not in use.
6. Modular design so you can add future innovations which minimizes obsolescence.
7. Cost is $25,000 complete, which includes both classroom and field use training as well as all equipment and
protective carrying case with foam liner. Hands free allows user to perform other functions, opening walls, rescue,
hose line advancement, ventilation, etc.
8. Newest, advanced, reliable display and sensor technology is ceramic chip and all SOLID STATE electronics.
Focal Plane Array technology. Over 3,500 HOURS, Meantime-Before-Failure (MTBF), useful life. Almost FIVE

9. Safety features in "heads-up" display include low battery and high temperature warnings. Also includes
breakaway frangible link cable, to match performance of helmet.
10. CairnsIRIS technology performs best in higher temperatures and doesn't display the whiting out
characteristics.
11. CairnsIRIS System includes a coaxial cable connection (BNC) on the Power Processor Unit for the
transmission of the image to a source remote from the user. This allows a Incident Command Post to see exactly
the same images displayed on the users Helmet Mounted Display. Video recording is thus applicable and produces
an accurate record of conditions/actions during the time CairnsIRlS is in service. On an emergency incident site
the video recording becomes invaluable for investigation, court testimony, incident record keeping, insurance
claims, etc. An added value for training, this ability allows the review of training evolutions conducted in smoke
filled environments, to enhance your programs and to insure the student has fully understood the principles being
taught.
12. Transmission of the image can be accomplished in one of two methods. Standard is a typical coaxial cable
connected to the Power Processor Unit and at its opposite end, connected to a TV monitor, via its video output. A
second, Optional method, is to provide for a portable transmitter, worn on the belt of the user, which "beams" the
signal to the outside receiver and thus displays the image on the monitor provided and which includes a VCR for
the recording of activities.
