HomeMy WebLinkAbout5C - Lakefront Master Plan .../ ,,' STAFF AGENDA REPORT AGENDA #: PREPARED BY: SUBJECT: DATE: 5C PAUL HOKENESS PRESENTATION BY BRA.UER AND ASSOCIATES OF THE LAKE FRO NT PARK MASTER PLAN STUDY RECOMMENDATION APRIL 11, 1996 INTRODUCTION: The purpose of this item is to present to the City Council the final design plans and consultants report for the Lakefront Park Master Plan. Included in the Council packet is the draft report for review by the Council. If the plan is approved by the Council the color photos will be inserted and a final copy will be distributed to the Council on or before May 1, 1996. DISCUSSION: On December 4th, 1995 the City Council approved Resolution 95- 120 which authorized retaining Brauer and Associates as the consulting firm that would prepare the Lakefront Park Master Plan. The Council felt that regardless of funding source for park improvements, a master plan was necessary so that the city could best utilize the park and minimize the costs through non-duplication of improvements. Following a series of four community meetings the Master Plan has been completed and Brauer and Associates is prepared to present the plan to the Council. The Parks Advisory Committee has worked very diligently in conducting the-community meetings and has approved the plan. The final development of the plan was a result of community input through meetings, letters, and phone calls. Those who attended the meetings were very interested in the development of the park and their participation was instrumental in the completion of the plan. The plan recommends that the park be categorized into land use zones as shown on the attached graphic. These zones are numbeted on the attached graphic and would function as follows: 1. Historic Farm Site/ General Park Activities Zone This area would be used for programmed educational and recreational activities as well as passive recreation. 2. Attached is a drawing of the park which includes all of the amenities that will be included within the park. Some of the features which are included within the plan are: Improved access to the park A downtown connection via path and boardwalk Paved parking lots A large playground Three full size soccer fields An upgraded baseball field A historic farm Nature education areas Improved trail system Preservation and management of natural resource areas Wetland restoration area A community bandshelllamphitheater Tennis and volleyball courts Picnic pavilions with bathrooms and a community meeting space Accessibility Paved hockey rink for in-line skating Fishing dock Hard surface play areas Hockey and skating rinks Scenic overlooks ISSUES: The community meetings for the master plan revealed the following issues: 1. The community, P.A.C., staff, and consultants all agreed that in the development of the park that it is imperative that we not only maintain but also manage the existing natural resources throughout the park. (In other words, "don't remove any trees to build any athletic fields") 2. There will be a few special interest groups in the city that will be disappointed that the plan does not address their wants or desires. One of these groups are those that requested that a boat launch and marina be included in the plan. Those park neighbors which attended the meeting were very opposed to this concept and therefore it was eliminated from the plan. This was one of the only real sensitive issues that was addressed in the plan. The other elements involved within the plan were well received by those attending the meetings. .AGLKFNT.DOCIPH . ' 3. There was some discussion regarding the needs for a community bandstand/amphitheater and whether or not this amenity would create excessive noise and traffic. After it was explained that the bandshell/amphitheater would be programmed for community band concerts, ice cream socials, and children's performances this no longer became an issue. There was only one individual that was concerned about the bandstand/amphitheater, however, there was overwhelming support to include a bandshell/amphitheater in the plan. 4. All agreed that one of the highest priorities included within the plan would be the future acquisition of the Kop property. This property is crucial to the final development of the park and portions of the property and buildings would eventually be preserved as a Historic Farm Site. 5. One issue which is not addressed in the plan is the funding mechanism for the plan. Costs associated with the plan have been identified and all of the elements do include a price tag. The beauty is that we now have a plan that we can work with, the reality is that currently there are limited means to finance the plan. ALTERNATIVES: 1. Approve the Lakefront Park Master Plan which was prepared by Brauer and Associates as result of community input and recommendations. Direct the staff to include discussion of financing options with the Parks Advisory Committee at the joint meeting on May 6, 1996. 2. Not approve the Lakefront Park Master plan. RECOMMENDATION: Staff recommends Alternative #1. This plan will give the community the groundwork from which to develop the park and result in a park that the entire community can use and take great pride in. ACTION REQUIRED: Motion and second to approve the Lakefront Master Plan and discuss financing options with the Parks Advisory Committee at the May 6, 1996 meeting. ankC..
