MEMBER TO THE PLANNING CO ISSION.

T om Loftus will be leaving the Planning Commission
effective June 30, 1996 under provisions of the term limit
policy.
On May 29, 1996, in accordance with the City Council's
Bylaws, a committee consisting of Mayor Lee Andren,
Planning Commission Chair Dick Kuykendall, Planning
Director Don Rye and myself interviewed two candidates
for the Planning Commission opening. Attached for
Council information are the applications provided by the
two candidates.
Both candidates were seen as positive additions to the City's
advisory bodies. Anthony Stamson was seen by the
committee as the more experienced of the two candidates
since he has served on the Park Board in the City of Savage
and presently serves on the Prior Lake/Savage School Year
Around Education Study Committee. In addition,
Anthony's natural interests seem to lie in development
related issues, whether in Prior Lake or in other
communities. F or these reasons, the committee
recommends that Anthony Stamson be appointed effective
July 1, 1996 to the Planning Commission vacancy created
by the term limit of Tom Loftus.
The committee further recommends that John Blatzheim be
re-interviewed by a sub-committee including Jody Stroh and
Engineering staff representative for consideration to serve
on the Lake Advisory Committee to fill the opening created
by Tom Watkins' resignation. During the course of the May
29 interview, John expressed an interest in lake related
issues and would appear to be a good candidate for the

Q. #3 I am presently the Manager of Total Quality, Western United States, for Lehigh
Portland Cement Company. We are an international manufacturer of building materials,
primarily cement, and I am involved in every aspect of our business providing me with a
broad rang~ of knowledge and experience. I work well with groups, part of my
responsibility is training trainers in the tools and processes of team dynamics as well as
managing process improvement. I have been involved in non-profit organizations and
presently I'm the Chairman of the Marketing Committee for ARM (Aggregate & Ready
Mix Association ofMN), overseeing seven regional managers.
