I for PROJECT 94-02, NORTHWOOD ROAD JUNE 3, 1996 AGENDA #: PREPARED BY: SUBJECT: INTRODUCTION: For Project 94-02, additional work and a change in the design of the plans have required the preparation of a Change Order. A Change Order for this additional work has been prepared and enclosed in the Agenda packet for Council approval. BACKGROUND: The contractor, Valley Paving Inc., and their subcontractors, have submitted prices for three items identified on this Change Order. The additional work is described and itemized costs are shown on the enclosed Change Order form. A total of three (3) additional items are described with the total net cost of the Change Order being a decrease of$1466.58. DISCUSSION: The first item on the Change Order covers the use of recycled bituminous/gravel as a substitute for Class 5 aggregate base. Valley Paving has negotiated a price with the City for $5.00 per ton to mill the bituminous and gravel on Northwood Road and then salvage the material for use as aggregate base. The use of this material will save the City approximately $10,000 and the material provides a good surface for the residents to drive on during the construction of North wood Road. The recycled material has been tested by SPC Engineering and Testing Inc. and it meets the MnDot specification for Class 5 aggregate base. The second item involves construction of a water quality treatment pond at station 14 + 00 to treat the storm water runoff of approximately 40 acres before the runoff discharges to Prior Lake. The proposed pond would be located on the lakeshore side of North wood Road on Scott County Park property 1000 feet north of Center Road as shown on the enclosed plan sheet. The City has obtained the easements for this pond from the County. The costs to construct the pond at station 14 + 00 is $6,233.42 as shown on the attached cost estimate sheet. The embankment item is a negotiated unit price item which involves the construction of a berm with compacted clay material along the east edge of the pond. The original items bid with the project did not include an embankment item, therefore the Change Order is needed to approve of the negotiated unit price. Property owners adjacent to the pond have been contacted and have no objection to the proposed water quality pond. The third item involves the removal and replacement of a faulty hydrant at station 19 + 60 left. The hydrant is near the lift station south of Butternut 16200 Eagle Creek Ave. S.E., Prior Lake. The milling of the bituminous will be paid for as removal of bituminous. Also, Valley Paving wilt remove all chunks of bituminous bc:fcrc placing the recycled material. By using the recycled material, the City will be able to save S 1.60 per ton. So, depending an how much arthis material we are able to salvage, the City should be able to save $5,000 to 510,000.
