JUNE 17, 1996 AGENDA #: PREPARED BY: SUBJECT: INTRODUCTION: The purpose of this Agenda item is to authorize the award of bid for the purchase and installation of playground equipment at the following parks: PARK 1. Carriage Hills Park 2. W oodridge Park 3. Northwood Park 4. Indian Ridge Park 5. Green Oaks Park Total BUDGET AMOUNT $21, 000.00 $16, 000.00 $16, 000.00 $16,000.00 $21.000.00 $90,000.00 The new playground equipment which was specified is a modular design system which meets new safety standards and provides accessibility as required pursuant to the Americans with Disabilities Act BACKGROUND: At the May 6, 1996 City Council meeting Council authorized staff to solicit bids for playground equipment. Specifications were prepared and the bids were advertised. Bid packages were also mailed to four vendors. Bids were submitted by three vendors and were opened at 10:00 a.m. on Thursday, June 6, 1996. DISCUSSION: What was done in bidding the playground equipment was to provide the vendors with the dollar amount that the city is willing to spend on each park, as well as a set of specifications for the equipment. The vendors were responsible for providing the city with the design and plans for the equipment as well as a list of deviations from the APLA YEQ2.00c 1 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. This bidding process is a common practice in many communities when bidding playground equipment as it saves a great deal of time and money, due to the fact that the city doesn't have to do the design work, and the City is able to select the equipment based upon the design as well as quantity, and quality of equipment. The following three vendors submitted proposals for the playground equipment: Vendor Earl F. Anderson Inc. Flanagan Sales, Inc. Miracle Recreation Equipment Co. Equipment Bid Landscape Structures Iron Mountain Forge Miracle Sketch plans submitted by each vendor are attached for council information. Full size sketch plan will be available for viewing at the council meeting. At the June 10, 1996 Parks Advisory Committee meeting, the members of the committee reviewed the proposals of all three vendors and made a motion and unanimously moved to select Earl F. Anderson as the company that they would recommend to provide playground equipment. Earl F. Anderson was chosen by the committee because in their opinion they provided the following: 1. Fewest deviations from the specifications. 2. Better accessibility to more equipment. 3. Better design and playground layout. 4. Better warranty. 5. Equipment is more resistant to vandalism. 6. Proposed equipment to serve a wider age range of children. ALTERNATIVES: The alternatives are as follows: 1. Approve Resolution 96-67 awarding the bid for the purchase and installation of playground equipment to Earl F. Anderson, Inc. 2. Defer action of this Agenda item to a date certain and provide direction to staff 3. Deny this Agenda item for a specific reason. APLAYEQ2.00c 2 RECOMMENDATION: Staff recommends Alternative No.1. Award the bid to Earl F. Anderson, Inc. in the amount of $90,000.00. The equipment is scheduled to be installed by August 1, 1996. FINANCIAL IMPACT: The funds for this playground equipment are available through the Capital Park Fund as set forth in the Capital Improvement Program ACTION REQUIRED: APLA YEQ2.OOC 3 RESOLUTION 96-67 UTION AUTHORIZING THE AWARD OF BID FOR THE PURCHASE AND INSTALLATION OF PLAYGROUND EQUIPMENT MOTION BY: WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, SECOND BY: the following neighborhood parks are scheduled to receive new playground equipment as listed in 1996 Capital Improvement Program. Carriage Hills Park W oodridge Park Northwood Park Indian Ridge Park Green Oaks Park, and The City of Prior Lake is committed to providing playground equipment for it's children, and; the City's Capital Improvement Program allocates funds in 1996 and for the acquisition and installation of new playground equipment, and the new playground equipment will be modular, will meet current safety standards, and provides accessibility required pursuant to the Americans with Disabilities Act, and bids have been solicited and received for the purchase and installation of new playground equipment and the following companies have submitted proposals: VENDOR Earl F. Anderson Inc. Flanagan Sales, Inc. Miracle Recreation Equipment Co. EQUIPMENT Landscape Structures Iron Mountain Forge Miracle and, Earl F. Anderson has been selected by motion by the Parks Advisory Committee as the Company which can provide playground equipment that meets the specifications, is in the opinion of the committee of better design, provides accessibility, meets the needs of a wider age range of children, is more resistant to vandalism, and provides the best warranty. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that it should and hereby does award bid for purchase and installation of playground equipment to Earl F. Anderson Company at a cost not to exceed $90,000.00 and a project completion date of August 1, 1996. AND FURTHER, that funds for such equipment and installation be drawn from the Capital Parks Fund.
