July 1, 1996 The City Council will be recognizing three individuals who have given substantial service to the City of Prior Lake. A plaque will be presented to Tom Watkins and Tom Loftus for their contributions to City Advisory Committees. A clock will be presented to Larry Anderson. A summary of accomplishments of each individual is shown below. Larry Anderson has been Public Works Director for the City of Prior Lake for 21 years. When Larry began with the City, there was a population of approximately 1,200. Not only has he been responsible for over $20 million in City improvement projects but he has seen our population grow to ten times the original number.. Larry was particularly instrumental in the development of Waterfront Passage Business Park. Larry and his wife Jeri are opening a business, and Larry desires to give his full time attention to this new pursuit. Tom Watkins' contributions to the City of Prior Lake goes back to the days when he served as one of the town supervisors. Tom has been responible in many ways for providing the foundation for what is now known as Prior Lake. Tom's recognition tonight is for his five years of service as a member of the Lake Advisory Committee. While on the committee, Tom was instrumental in assuring that the Committee repared for Council consideration and ultimate approval a Surface Water Management ordinance to regulat~ the day-to-day use of Prior Lake. During Tom's tenure, the Committee also successfully identified, analyzed and recommended Public Accesses and vistas for City Council consideration. Both the Surface Water Management ordinance and Public Access recommendations are difficult issues which were dealt with for the first time by the Lake Advisory 71965A.DOC 16200 Eagle Creek Ave. S.E., Prior Lake. Tom is resigning service from the Lake Advisory Committee since he is moving out of the community. Tom Loftus originally served as a member of the Lake Review Committee, a precursor to the Lake Advisory Committee. In 1983, Tom was appointed as a member of the Prior Lake Planning Commission. During his tenure on the Planning Commission, he has been instrumental in the development we see around us. Moreover, the Planning Commission, during his tenure, has reviewed and analyzed two separate comprehensive plans. The most recent is the 2010 Plan, approved by the Metropolitan Council this past month. Tom is resigning his position from the Planning Commission under the provisions of the term limit policy. The mayor will make the presentations following consideration of the consent agenda.
