The purpose of this agenda item is to update the Council on the T.R. 13
Corridor Study progress. The Council will receive input from MnDOT
and the public at the l1leeting. The Council does not need to take action
to approve the plan at this meeting.
The City of Prior Lake has been working with the Minnesota Department
of Transportation (MnDOT) to have safety improvements made on T.H.
13. The Fish Point Road intersection with T.R. 13 is an example of an
intersection that has been improved. There are approximately 20 other
intersections across Prior Lake that need to be studied.
A T.H. 13 Task Force has been meeting since 1987 to examine the
following issues:

Status:
Are there too many access points onto Highway 13 in
Prior Lake? Are the access locations regulated
properly? Signed properly?
What can be done to improve the appearances of the
Highway and the accompanying right-of-way? Who
should be responsible for the upkeep of the right-of-
way?
Is a two lane road sufficient to handle the traffic? Is
the location of the road suitable for the future?
What is MnDOT's plan for Highway 13? . Are any
improvements scheduled? Do they know the
seriousness of our problems? Is funding available
from MnDOT?

5) Intersection: Are the intersections designed properly? Do the
intersections promote safe driving? What can be done
to improve traffic flow through the intersections?

Is the speed limit a safety factor on the highway? The
City needs to continue to enforce the 45 mph speed
limi 1.
The T.H. 13 Task Force membership has changed over the years. The
most recent Task Force consisted of Allen Greenfield, City Council
Member; Larry Anderson, Former Public Works Director; Paul
Kachelmyer, MnDOT; Dick Underferth, Scott County Commissioner;
and Brad Larson, Scott County Engineer. Others that have helped
include Pete Schenck, City Council Member; Frank Boyles, City
Manager; John Wingard, Assistant City Engineer; and Dave Hutton,
Savage City Engineer. The Task Force has received a lot of positive
input from the residents and businesses along T .H. 13.
DISCUSSION:
Approximately three years ago, the City asked MnDOT if improvements
could be made to the 170th Street intersection with T .H. 13. The City,
County and MnDOT have also studied improvements to the Five Hawks
Avenue/C.R. 23 intersection with T.H. 13 over the past five years.
Instead of looking at improvements to intersections along T .H. 13 on an
individual basis, MnDOT has recommended that the City implement a
long range plan for improvements to all the intersections along T .R. 13.
MnDOT then prepared a rough draft of the plan for City review. The
City suggested modifications to the plan and MnDOT revised the layout.
Then MnDOT and the City felt it would be beneficial to receive input
from the residents and business owners along T .R. 13.
As shown on the following chart, information meetings regarding
different segments along T .R. 13 were held:

The plan has been modified further to address the concerns raised at the
informational meetings.
A proposed Long Term Access and Development Plan 13 was developed
which addresses safety improvements to every existing roadway
connection to T.R. 13, and potential connections in the presently
undeveloped areas. The plan defines the long term desired roadway
configuration, and the proposed locations of full access intersections.
Priorities are set for proposed improvement projects. Some projects are
proposed within the next several years while other projects are likely to
be twenty or more years distant. The proposed Long Term Access and
Development Plan is attached as Exhibit A.
The Notes of the four Informational Meetings ofT.H. 13 Corridor Study
are included for your review. The sign in sheets for each meeting are
also included. A copy of Concepts A through I are included at the end of
the fourth meeting notes.
At the neighborhood meetings the residents were encouraged to submit
comment sheets, and they are included in this agenda packet.
Paul Kachelmyer at MnDOT will be available to make a 15 minute
presentation.
Then questions or comments would be appropriate from the City Council
and the public. Public input will identify areas of continuing concern.
The City Council may wish to identify what additional information
should be provided by the staff based upon tonight's input.
The Council should then decide whether to act or table this item and
what additional information is needed. If Council wishes to act,
Resolution 96-77 is attached.
The alternatives are as follows:
1.
Receive additional public input and table action to a date certain.
2.
Adopt Resolution 96-77 approving the T.H. 13 Corridor Study.

RECOMMENDATION: Either Alternative.
FINANCIAL IMPACT: The future upgrades to T.H. 13 and the local street intersections would
be funded by MnDOT, City and County.
ACTION REQUIRED: As determined by the City Council.

WHEREAS, the City has conducted four informational meetings to receive input from the
public, and
WHEREAS, MnDOT will participate in funding of the intersection improvements if a T.H.
13 Corridor Study is approved by the City, and
WHEREAS, the adoption of the T.H. 13 Corridor Study will help businesses and residents to
plan for the future
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE that it does
hereby approve the T.H. 13 Corridor Study as shown on Exhibit A.

The City of Prior Lake and MnOOT conducted an informational meeting for the TH 13 Corridor Study at the Prior
Lake Fire Hall on March 20, 1996. This meeting discussed the future improvements to TH 13 from the south limits
of Prior Lake to the north junction of Franklin Trail.
The following are the comments/questions from the residents:
John Schoeller, Carols Furniture:
-- Concerned about making Anna Trail a right-in right-out only intersection.
Oar Fosse, Five Hawks Elementary School:
Five Hawks is only school that cannot connect to Hwy 13 without a signal.
-- Priority C is a concern to the School.
Tom Flink, Amoco Gas Station:
-- Considers Hwy 13 as his "main street."
-- Need access to this highway to help businesses grow.
Roger Soderstrom, Prior Lake Marine:
-- Loss of direct access to Hwy 13 will hurt the value of the property.
Unknown Name:
-- Lower speed on Hwy 13 to 45 MPH for area south of 170th for another 1/4 mile.
Mannie Russo -- CR 44 resident:
-- His request is to keep snowmobiles off the north side of CR 44. With all the driveways to the houses, the
snowmobiles crossing the driveways create a dangerous situation. The snowmobiles could still use the
south side of CR 44 for their trail system.
Oar Fosse asked:
-- How much is a traffic signal project? Paul Kachelmyer's response was $125,000 for a traffic signal
system (poles and electrical system). But then if turn lanes and other required street improvements, would
increase the total cost to $600,000 to $1,000,000.

-- What is time line for construction of trails on Hwy 13? Larry responded that the City has these trails in
our Comp Plan, but we don't have a schedule for when the trails would be built.
MnDOT plans to leave the speed on Hwy 13 at 45 MPH as long as the City continues to vigorously enforce. the
posted speed.

Five Hawks and Hwy 13:
__ An effective solution is the use of a police officer to control traffic during peak hours.
__ A benefit to this intersection would be the development of Eagle Creek Villas, which would extend Five
Hawks Ave. or Priorwood Street to Duluth Ave.
__ The realignment of CR 23 to line-up with Five Hawks is necessary to justify a signal at Five Hawks.
Upgrading of CR 27 in Savage and Credit River Townshop to a 4-lane road:
__ Could help to reduce traffic on Hwy 13. But as the area continues to develop, CR 27 will have an ADT
of 30,000 in 20 years. Therefore, it is important to provide north-south major roadways at 3 to 6 mile
intervals.
Fish Point Road-south of Hwy 13:
__ School representatives complain about the street being dangerous -- steep slopes, curves and icy/snowy
conditions cause vehicles to slip off the street, jump the curb, and drive into the sidewalk.

The City of Prior Lake and MnDOT conducted an informational meeting for the TH 13 Corridor Study at the Prior
Lake Fire Hall on March 27, 1996. This meeting discussed the future improvements to TH 13 from Candy Cove
Trail to Rustic Road.
The following are the comments/questions from the residents:
Resident in NW corner of 150th St. and Hwy 13:
-- Pete's idea is to route the 150th St. on Savage's side to the north to connect to Hwy 13 just south of the
Prior Lake Marine. This would intersect with Hwy 13 at Oakland Beach Ave. This new signalized
intersection would be connected at right angles. The streets that connect to Hwy 13 in the current 150th
Street area would be a right-in right-out only intersection with Hwy 13. The drawback is the traffic on
1 50th St. on the Prior Lake side would have to go to the south to Fish Point Rd. or perform a V-turn at the
signal to be able to go north-bound on Hwy .13.
Don Fehr, representing Shepard of the Lake Church:
-- The church is working with the City of Savage on construction of a frontage road along the front of the
church. Then 1 50th Street to the east would be realigned.
Joe Cade:
-- Would like to see plans of Savage's reconstruction of I 50th St. and how the frontage road would be
built.

The City of Prior Lake and MnDOT conducted an informational meeting for the TH 13 Corridor Study at the Prior
Lake Fire Hall on April 3, 1996. This meeting discussed the future improvements to TH 13 from Boudin Street to
County Road 42.
The following are the comments/questions from the residents:
Bob Barsness, Prior Lake State Bank:
__ Cutting off access to Hwy 13 at Commerce Ave will hurt the. businesses that are in place now.
__ The future signals at different intersections will help development in the other quadrants at the expense
of the existing businesses.
MnDOT Response:
-- Commerce Ave is only 900' south of CR 42. This is too close to add a signal at this intersection.
-- Instead, add a frontage road to the south from Commerce A venue to connect to Boudin Street.
-- Then a signal could be added at Boudin Street which would be 2000' south of CR 42.
Kevin Bresnihan, Liquor Store:
-- MnDOT/City/County should take care of existing businesses and try to keep existing businesses
thriving.
MnDOT Response:
-- With 15 stoplights through Prior Lake, we still have to achieve an average speed of 30 MPH.
-- Any change of access on MnDOT roads will require City Council approval.
Dr. Puffer, Crossroad Professional Building:
-- CR 42 had 22 cars waiting to turn southbound onto Hwy 13 at 5 :30 p.m. April 2, 1996.
MnDOT Response:
-- A 300' long left turn lane can stack 20 +/- cars. If left turn lane becomes too congested, then a dual left
turn movement will need to be added.
Mark Eckstad:
-- If signals are added at Boudin and CR 42, would there be enough gaps on Hwy 13 for the Commerce
Street intersection for a full access?
MnDOT Response:
-- One vehicle every 5 minutes would be OK. But the traffic generated from the businesses on Co~erce
St. would be too much.
-- Dependent on development of adjacent property.
-- No funding is tied to priority.

County Response:
__ County and City of Savage are looking at closing off side streets in Savage to allow the County to extend
the left turn lane on CR 42 for southbound traffic turning onto CR 42..
__ Allow Timothy to turn left onto CR 42 but don't allow left turn off CR 42 onto Timothy. A signal at
Rutgers will help create some gaps at Timothy.
Dr. Puffer Suggestion:
__ Buy Lot 5, Blk 4 of Boudins Manor 4TH Add, remove house, extend Commerce to west to Timothy.
This would be a less lengthy street construction project.

The following are the notes of the T.H. 13 Corridor Study Neighborhood Meeting held on Wednesday, June 26,
1996, from 6:00 to 8:00 P.M. The following people presented information about the T.H. 13 Corridor Study:
Paul Kachelmyer - MnDOT
Frank Boyles - City of Prior Lake
John Wingard - City of Prior Lake
Paul presented concepts A through I showing street improvements. AU concepts are acceptable to MnDOT.
MnDOT needs input from the City and their residents about which concept is preferred.
MnDOT wants to address issues concerning Highway 13. Since County Road 42/Timothy Avenue is a county
issue, the T.H. 13 Corridor Study should not make recommendations about the Timothy A venue intersection.
MnDOT does not have any of the improvements in their 4 year CIP.
MnDOT feels that eventually (when traffic doubles on Hwy 13) that each full access intersection would have a
traffic signal system. Cost of the electrical portion of a traffic control system is $125,000.
The following review and comments were made regarding Concepts A - I.
A Question from a business owner of Commerce A venue area: Could a right turn movement into Commerce
A venue be added to the design shown on Concept A?
MnDOT response - This would add congestion. MnDOT would. prefer to close off the old Commerce
A venue intersection when a new intersection is added to the south.
A City would be required to obtain ROW for the new street alignment.
City would be required to relocate sedimentation pond that is east of Edina Realty building.
A Kevin Bresnahan, Dakota Liquor: If this intersection is built, the businesses would like a signal added.
Kevin prefers Concept A - Stage 1.
A Stage 1
This would add a longer travel distance to get to the church.
Business's Recommendation:
A Keep full access as close as possible to Commerce A venue is favorable.
Assembly of God Church's Recommendation and Comments'
A - H Combination - Full access in both locations
MnDOT would not allow this

Church is concerned about future assessments. If streets are built across their property, would they be assessed for
these improvements. The City estimated that the cost to extend a street from Hwy 13 to Timothy A venue, as shown
on Concept A - Stage 2, would be $50,000 to $100,000.
The two people killed at Boudin Street intersection in 1987 were members of the church.
B Church's back door where kids exit and enter would be very close.
E Cuts church property in half. Church's garage would have to be removed.
H North bound turns allowed from Hwy 13 into Commerce Avenue, but no left turns would be allowed.
H Would require a turn lane and widening on Hwy 13 to south of Boudin Street and this would require filling
of lake.
I No left turns allowed off Hwy 13 onto Commerce A venue. Boudin Street would be the full access
intersection. Widening south of Boudin Street would require wetland filling.
Will Timothy A venue become a short cut?
Timothy A venue intersection needs a street light added.
Dick Underferth:
County Commissioner would not support full closure of Timothy Ave. intersection
If access is closed on Timothy A venue at County Road 42, then new access/street connection from Timothy to Hwy
13 would need to be built.

After thought and evaluation of the plans for the Commerce Avenue & Boudin Street
area, we, the Board of Prior Lake Assembly of God, have come to the following
conclusions.
In light of highway safety, effect upon area businesses and the potential impact upon the
property of Prior Lake Assembly of God we feel that Plan A Stage 1 is the best plan.
There are concerns we feel need to be addressed if this plan is adopted.
1.) Without a turn lane to Boudin Street for northbound traffic there will be a need
for access from our property to the new intersection. Without access rerouting
through Commerce and Timothy will be very inconvenient or it will be necessary
to make a U-turn at the new intersection to get back to Boudin Sl
2.) We are concern about stacking with the cars coming onto Highway 13 unless
there are plans for stops signs or other means of dealing with this problem.
3.) It is important that this intersection be planned in view of the need to connect
with a private access road on our property. It is our hope that plans will include
the connection to our access road so that there would be no need for any recon-
struction when the access and frontage roads are joined.
We are opposed to Plan A Stage 2 for the following reasons.
1.) As the occupant of the major property abutting this proposed road we may be
expected to bear the majority of the assessment cost. The benefit would primarily
to the Boundin Manor neighborhood and not our church, since we would already
have a private access road and the best access, Boudin Street, will be elimi naled
from the south. It would be unreasonable to expect us to carry the majority of the
assessment when the changes create major inconvenience and cost for us, take
a portion of our property away and the proposed road, Plan A Stage 2, is of no
benefit to us. This is the position Plan A Stage 2 would place us in.
2.) We are also opposed to building a new road that will encourage heavy traffic
when there are existing streets within a few hundred feet that were specifically
designed for that usage. (i.e. Boudin Street.) This new street would also encour-
age the routing of commercial traffic through a residential area.

IN ADDITION TO ATTACHED COMMENTS
Putting a median on highway 13 at Creekside Circle would be dangerous. We
honleowners would have to go to stop signs and make u-turns and imagine an
emergency vehicle trying to get to us! We find no other street in the city of
Prior Lake along highway 13 that has a median unless they have an alternate
route to exit their street. Creekside Circle is a dead end street, we have
no alternate route. We find this plan very unsuitable.

Dear Mr. Kachelmyer,
Our Company owns property located at the southwest corner of State Highway 13 and County
Road 42 in Prior Lake (copy of our plat enclosed). We attended the informational meeting on
April 3, 1996 and have reviewed the information on the proposed changes to Highway 13.
We are strongly opposed to any restriction of our access from Commerce A venue to Highway
13 or from Commerce Avenue to County Road 42. According to your plan, we would lose the
left turn movement from Commerce to Highway 13 which will eliminate our ability to go north
on Highway 13. The plan also calls for the closure of the median at County Road 42 and
Timothy Ave which will eliminate any ability to exit our property and travel west on County
Road 42, which is a major new area of residential development. Eliminating these turn
movements will result in a restricted access to and from this commercial development which will
create a severe hardship for all the businesses located there.
We ask that you explore other options for this preliminary design that will allow us to retain our
full access to both roadways. Anything less than full access at both intersections is unacceptable
to us.

The closure of Timothy access by left turn on the north side of Commerce and
the left turn off Commerce onto 42 at Timothv is of critical concprn to tpnnnt,
along Commerce Avenue. This is our access to and from the north end of Commerce
Avenue for primarily west moving traffic and traffic coming in thp nftprnoon
from the Twin Cities and suburbs This ~pvprply restrict~ accp~~ to Commerce
Avenue and is of qrave detriment to the businesses on Commerce Included with
this. the closure of the left turn from thp ,OlJth pnn of rommprr~ nt th~ pnQ
Store creates an intolerable access problem for the businesses on Commerce.
I would encourage you to reassess the issue and not cut these businp~sps off
from their traffic flow.

As I'm sure you are aware, any changes to Hwy 13 which would
limit. access to Prior Lake Marine and the ajoining property
will reduce our retail business and as such must be addressed
as any other threat to business.
Prior Lake Marine's long ran9~ future plans include expansion
of the existing building and, the addition of other retail
buildings on theajoining property.
It is our understanding that with the projected increase in
traffic an Hwy 13 there must be measures taken to expedite
traffic and also reduce potential tra.ff.ic accidents. With all
this in mind, I feel that the fallowing proposal is the most
workable solution:
1) A right turn into Zinran and a right turn out on to Hwy
13. (As proposed)
2) A left turn lane into Zinran with a no left turn out.
This would be the safest procedure and would force left turn
traffic on to Hwy 13 south to use the intersection at 150th
Street and Hwy 13.
This would be the least restrictive to Zinran and Prior Lake
Marine and if there is the concern of traffic avoiding the
light at 150th, a right turn'only could be ~ut at the
intersection of Zinran and 150th. Street. Th~s would limit use
of Zinran to avoid the light.
A traffic signal at .the.. intersection.. of 'Hwy .13. and . Zinranwould
be our first choice although it may be more restrictive on
traffic flow.

We have gathpred the following information for your review.
Prior Lake Assembly of God began in"the fall of 1977. After
meeting in rented facilities, the congregation secured
property and built Phase I (7,200 sq. ft.) in the fall of
1981.
TI1is week, construction began on Phase II to provide a 7,632
sq" ft. Christian F.ducation addition. 'This is designed to help
a twenty-nine perce~t average worship growth rate over the past
three years, and a twenty percent Sunday School growth rate for
the same period.
A comprehensive plan for the complete development of the five
acres has been the goal from the hegit1lling of this church when
Bloomington Assembly of God helped establish this congregation
in 1977. A feasibility study in late 1987 concluded that wlth
corrmtmi ty growth, expanded facili ties, and a continued growth
trend, we wi.II n(!ed to complete Phase III in three to five years
maximum.
We trust this information g:l ves you a sense of our needs and
futw;e goals. Thank you for your consideration in reviewing
