CONSIDER APPROVAL OF ACQUISITION OF FIRE
SAFETY HOUSE AND ALLOCATION OF FUNDING
THEREFORE.
AUGUST 5TH, 1996
Each year the commander of the VFW Post 6208 of Prior
Lake has a special project. The current project is the
purchase of a fire safety house for the Prior Lake Fire
Department to use in instructing residents in fire safety
practices. The local VFW club has committed to raising
$20,000.00 towards the purchase of the fire safety house
with the remainder of the purchase price, $4,779.00, to
be paid for by the City of Prior Lake. The City Council
previously discussed this proposal with VFW
representatives and confirmed its desire to proceed with
the acquisition.
The Fire Safety House has been ordered, contingent
upon the Council's final approval, for us to use during
this year's fire prevention week in October. The VFW
has raised $16,200.00 as of July 15, 1996 and expect to
have the remaining $3,800.00 paid to the City before
October 1. The manufacturer of the Fire safety House is
Serro Scotty RV of Irwin, Pennsylvania. To' my
knowledge, Serro Scotty RV is the only manufacturer
and sole source of Fire Safety Houses. Fifteen houses are
built at one time based upon confirmed orders. This is
the reason we placed a tentative order.
If we wish to proceed with the acquisition, we need to
send a down payment to the manufacturer in the
amount of $4,000.00 from the $16,200.00 already
donated by the VFW for this purpose to continue the
construction of our Fire Safety House. The City's
maximum responsibility will be $4,779.00 unless the
VFW is unable to raise the $20,000.00 originally
committed.

ISSUES: An issue the Council should consider is the cost of the
house. Historically, the City was rented the Rosemount
House for less than $500.00 per occasion. While rental
is substantially less than the purchase price, the rental
house is less available for Prior Lake use. Limited
accessibility inhibits the City's Fire Prevention and
education efforts.
ALTERNATIVES: The alternatives are:
1) Authorize the purchase of the Fire Safety House and
an expenditure of up to $4,779.00 from contingency for
the City's portion of the cost for their Fire Safety House.
2) Defer action pending receipt of additional
information.
RECOMMENDATION: Alternative 1.
ACTION REQUIRED: A motion and second to approve the above
recommendation.
