Intersection. August 5,1996 INTRODUCTION: The purpose of this agenda item is to consider the attached petition request from residents for a civil defense warning siren at the southwest corner of the City near Spring Lake. BACKGROUND: At the June 17, 1996 city council meeting a petition was presented to the council from Bernard Arnoldi of 3094 Spring Lake Road. The petition consisted of 131 signatures from 9'8 different properties in southwest Prior Lake. The petition requested that a siren be installed in the vicinity of Center Road and Northwood Road. Also, in the petition was a statement that most people living in that area of the city have never heard a siren when bad weather is approaching. DISCUSSION: In order to determine if the request was valid the engineering department took the city's decibel meter along with the county's decibel meter to this area in question to get a sound level meter reading during the monthly siren test. One meter was stationed at the corner of Northwood Road and Spring Lake Road. The other meter was stationed at the corner of Sunset Trail and 174th Street. At the corner of Sunset Trail and 174th Street the normal noise level with no cars passing by was between 42.0 and 45.0 db. When a car passed by during the 10 minute study interval the noise level went up to 60 db. During the siren test procedure the peak reading was 64.0 db and the low reading was 48.5 db. At the intersection of Northwood Road and Spring Lake Road the normal noise level ranged from 60.0 to 70.0 db. During the siren test the noise level range was between 68.0 and 80.0 db. In order to clearly hear the sirens while being outside the standard divergence should be a minimum of 10 db over the ambient noise. From the study it was shown that other factors can greatly influence the ability to hear the sirens in these locations. The 10 db variance can not be met unless there are no other influencing factors while the sirens are operating. The two existing sirens that are closest to the area in discussion are older sirens on top of approximately thirty foot poles. The sirens installed in 1995 are on fifty foot poles which helps the sound waves to travel more freely without interference from trees in full leaf. While doing research on this issue a preliminary exhibit was discovered that was done for the sirens installed in 1995, City Project 93-04. This exhibit showed a proposed warning siren in the exact location that residents are petitioning for. In discussion with Larry Anderson as to why the siren in this location was omitted from the past project he mentioned that residents in this area were on the fringe of the existing coverage. The question comes up as to how much coverage is enough. There are no Federal, State or County rules that require the City to provide warning systems to its' residents. The City's informal plan has been to provide sirens as the City expands. Spring Lake Township was contacted to see if they had an interest in serving their residents with sirens. They have not discussed this issue as a township board. To see if they would be willing to participate in the funding of a siren the subject needs to be placed on their agenda for a regular scheduled monthly meeting. Federal Signal, the supplier of the 1995 warning sirens, will supply a siren and equipment for the same price as bid for Project 93-04 which was $9,776.49. The other cost associated with the siren is the installation cost, which is variable. This cost would be approximately $5,000.00 for a total cost of about $14,800.00, which is the average for the five sirens installed last year. If the Council wishes to add the siren this year, a change order could be prepared to add the siren to Project 93-04. The warning sirens that Prior Lake uses are intended to warn people that are outdoors during approaching severe weather conditions. The proposed siren would serve boaters located on Spring Lake and residents at the southwest end of Prior Lake and a small portion of northeast Spring Lake Township (see map). ALTERNATIVES: The alternatives are as follows: 1. Approve the petitioners request for a siren and schedule it as a 1998 project in the 1998-2002 Capital Improvement Program. 2. Authorize the staff to solicit a contribution from Spring Lake Township to complete this project. 3. Deny this item for a specific reason. 4. Table this item for specific reason. RECOMMENDATION: The recommendation is Alternative No.1 and 2. FINANCIAL IMPACT: Payment for the siren would be from equipment certificates and potentially a township contribution. For a project such as this to proceed it would normally be put in the Capital Improvement Program (CIP). If approved this project would be placed in the 1998 CIP, unless council would decide on some other mechanism for funding. ACTION REQUIRED: Make a motion and second to schedule the project for 1998 as part of the 1998-2002 Capital Improvement Program if a township contribution can be sec d to help the project.
